AN oRDINANCE annexing approximately 10.64 acres known as the Bremerton School
District Crown Hill Elementary Site, which lies east of Rocky Point Road and west of Bertha
Avenue, into the City of Bremerton and fixing the effective date of annexation.
WHEREAS, the City of Bremerton, Washington received from School Board of the
Bremerton School District a Notice of Intent to commence annexation proceedings; and
WHEREAS, an environmental review was conducted in accordance with the State
Environmental Policy Act (SEPA) on a portion of an unincorporated County area that included
the proposed Annexation Area, and a Determination of Nonsignificance (DNS) was issued on
March 12, 1992; and
WHEREAS, the City Council agreed to accept a petition the proposed annexation on June
3, 1992, subject to the assumption of a proportional share of existing City indebtedness and the
adoption of a comprehensive land use plan and zoning pursuant to RCW 35.73.177; and
WHEREAS, there was filed with the City Council of the City of Bremerton a Petition for
Annexation, conforming to the City Council's requirements as described above, in writing and
authorized by the Bremerton School District Board of Directors representing owners of 100% of
the annexation area as required by RCW 28A.58.044; and
WHEREAS, on February 21, 1989 the Bremerton Planning commission held a public
hearing and found that the Parks and Schools (PS) zoning district was the most appropriate
zone for the Crown Hill site, and
WHEREAS, the Bremerton City Council conducted a public hearing on July 14, 1993,
following proper posting and publication of the hearing notice as required by law, to accept
public comments on the annexation petition and accept said petition.
NOW THEREFORE, THE CITY OF BREMERTON DOES ORDAIN:
Section 1. The territory depicted and further described in Exhibits 'A' and 'B'
respectively attached hereto and incorporated by reference herein, shall be and constitute a part
of the City of Bremerton.

Section 2. Said territory hereby annexed shall be zoned Parks and Schools (PS); and
the official zoning map for the City shall be amended accordingly.
Section 3. In conformance with the terms of the Annexation Petition, all property within
the territory annexed hereby shall be subject to a proportional share of assessment or taxes in
payment of any bonds issued or debts contracted prior to or existing a the date of annexation.
Section 4. This Ordinance shall take effect ten days following passage and
publication, or the final date of approval by the Boundary Review Board, whichever occurs later.
A certified copy of this Ordinance shall be filled with the Kitsap County Commissioners,
State of Washington, and as otherwise provided for by law.

PASSED by the City Council on the second reading this 21st day of July, 1993.
