WHEREAS, a salary plan is needed for management and professional staff to provide fairness and equity between represented and non-represented employees of the City; now therefore, THE CITY OF BREMERTON DOES HEREBY ORDAIN: Section 1. New Sections. Sections 2.50.030 - 2.50.032 are hereby adopted to read as follows: 2.$0.030 SALARY PLAN. A salary plan for management and professional staff shall be structured and salaries set for covered employees as follows: (a) Each position included in BMC 2.50.020 shall be assigned to a salary band. Assignment of positions to bands shall be based upon general salary levels paid by municipal governments of similar size, demography and financial resources for similar responsibilities. A salary survey for each position shall be conducted every three years or as otherwise appropriate to ensure correct assignment to salary bands. The survey shall be conducted in conformance with a plan which shall be presented to the City Council prior to implementation and which shall specify: 1) the municipal governments to be included in the survey; 2) the criteria used to select the municipalities for inclusion; 3) identification of the procedures to be used; and 4) personnel assigned to conduct the survey. (1) Band Differential. The percentage differential between the maximum rates of salary bands shall be approximately five percent (5%). (2) Band Range. Salary rates of a band range shall have eight rates. Rate 1 is approximately 5% below Rate 2. Rate 2 through Rate 8 in the band shall be spread approximately 2.$%. The spread between the minimum and maximum rates shall be approximately twenty-two percent (22%). Effective January 1 1993, the implementation year for the plan, Rate .5 shall be incorporated into each range which shall be approximately 2.5% below Rate 1. Rate 1.5 shall be incorporated into each range which shall be approximately 2.5% below Rate 2. Rate .5 and Rate 1.5 shall be removed from each range of the plan effective January 1 1994. 2.50.031 ADJUSTMENT OF SALARY BAND LEVELS. The salary band levels shall be adjusted effective January 1 1993 by 90% of the July 1992 CPI-W Seattle Index plus .5% with a minimum adjustment of 3% and a maximum adjustment of 5%. Effective January 1, 1994, salary band levels shall be adjusted by 90% of the July 1993 CPI-W Seattle Index plus .5% with a minimum adjustment of 3% and a maximum adjustment of 5%. Subsequently, the City Council shall provide for adjustments to salary band levels as are consistent with the Council's CPI salary adjustment policy each year. 2.50.032 ACTUAL SALARY RATE. Each person included in the plan shall have his or her actual salary rate set as follows: (a) Initial Rate. The salary rate of a person upon appointment to a management or professional position shall be set no lower than Rate 1 of the salary band to which an employee's position is assigned, provided, however, that an employee's salary rate may be set at Rate .5 effective January 1 1993 and during the 1993 calendar year, the implementation year for the plan. When it is in the best interest of the City, the City Council may authorize an initial salary of a newly hired person at a rate which exceeds Rate 1. (b) In-Range Rate Adjustment. Each person hired on or after January 1 1993 shall have his or her salary rate adjusted to the next rate within a salary band upon completion of twelve full months at each rate in the salary band. Each person who was employed by the City in a position included in the plan on January 1, 1993, shall have his or her salary rate adjusted to the next rate within a salary band upon January i of each calendar year. When it is in the best interest of the City, the City Council may authorize an in-range rate adjustment to provide additional salary in instances of promotion, to provide for internal equity corrections, or for another reason deemed appropriate by the Council. (c) Rate at Upgrading or Downgrading. Upon the City Council's approval of upgrading a person's classification to a lower salary band, the person's initial salary rate will be set at the same rate in the new band that was in effect in the former salary band. In the event a person's salary rate exceeds the maximum rate of the salary band to which his or her position is assigned on the date of downgrading, his or her actual salary rate shall be frozen until such time as the maximum rate of the new band is equal to or greater than his or her actual salary and, at such time, the employee's salary rate shall be set at the maximum rate of the salary band to which his or her position is assigned. Section 2. Implementation. (a) The salary structure set forth in Exhibit "A", attached hereto and incorporated by reference herein, shall be adopted for employees hired after the effective date of this ordinance. (b) Managers and professional employees subject to this plan employed on January 1 1993 shall have their initial salary rate determined as follows: The employee's salary in effect upon December 31, 1992 shall be adjusted by 3.65% January 1, 1993. Upon the effective date of this Ordinance, each employee's salary shall be further adjusted to equal Rate .5 or to the same or closest higher rate of the assigned range of Eshibit "A". Upon the approval by Resolution of the City Council, an employee's salary rate may be further adjusted to provide for correcting internal alignments. Section 3. Effective Date.
