AN ORDINANCE transferring Parking Board functions to the
Traffic Safety Commission and amending Bremerton Municipal
Code Chapters 2.11 and 10.08.
THE CITY OF BREMERTONDOES HEREBY ORDAIN~
Section 1. Amendment. Section 10.08.020 of the Bremerton
Municipal Code is hereby amended to read as follows:
10.08. 020 P~ING ADMINIST~TION. '~
~-,'~' (a) Collection of parking fees, maintenance of parking
meters or other collection devices, and the issuance of parking
permits shall be administered by the department of Administrative
Services. The Director of Administrative Services shall promulgate
rules and regulations necessary to administer permits authorized by
the City Council, including revocation of permits for misuse.
Bection 2. Amendment. Section 2.11.010 of the Bremerton
Municipal Code is hereby amended to read as follows:
2.11.010 TRAFFIC SAFETY COMMISSION - CREATION - MEMBERSHIP.
There is created a Traffic Safety Commission composed of a
representative from the Engineering Department, Police Department,
Fire Department, Planning Department, Office of Risk Management and
City Attorney's office. Four additional members shall be added to
the Traffic Safety Commission to hear and consider matters
exclusively relatinq to parkinq under BMC 2.11.020 (d). These four
members will be representative of the followinq constituencies: 1)
One member will represent the Central Business District and may
reside outside the City; 2) One member will represent commuter
interests and may reside outside the City; 3) Two members will be
at larqe Bremerton residents.
Beotion 3. amen4ment. Section 2.11.020 of the Bremerton
Municipal Code is hereby amended to read as follows:
2.11.020 POWERS AND DUTIES. The purpose of the Commission

shall be to:
[(a) - (c) unchanged]
(d) i. Serve as a body to hear appeals of administrative
decisions regarding location of commercial or residential parking
permit zones, permit issuance and revocation;
ii. Advise the City Engineer in the approval of parking
within street planting strips;
iii. Review and recommend policies and ordinance~
regarding regulation and enforcement of public parking;.and
iv. Review and recommend development of facilities for
public Darkin~. including right-of-way improvements which a~fect
parking in coordination with the capital improvement plan.
Section 4. New Section. A new section 2.11.015 is hereby added
as follows:
2.11.015 APPOINTMENT AND TERMS OF NON-STAFF MEMBERS. All non
staff members of the commission shall be appointed by the Mayor
with the concurrence of the City Council. Two members shall be
appointed for an initial one year term, one for a two year term and
one for a three year term. Subsequent appointments shall be for a
three year term.
