DESCRIPTION: The subject area was annexed to the City of Bremerton in early 1991 and can be described as a rural-residential neighborhood of approximately 100 single-family homes and a population of 195. Lot sizes range from about 4,000 sq. ft. to more than two acres. There are 102 lots in the area. The area is served by West Kitsap Lake Road which parallels the western edge of Kitsap Lake, and by North Lake Way which forms the northern boundary of the annexation area. COMPREHENSIVE PLAN DESIGNATION: The Bremerton Comprehensive Plan designation for this area is "RESIDENTIAL, 0-7 DU/Ac." Existing development is consistent with the designation and the overall density is just under one DU/Ac. EXISTING ZONING: Prior to annexation, this area was under the jurisdiction of Kitsap County and zoned "R-5" and "R-SMH". Both are residential zones that allow a density of 5 dwelling units per acre. The latter also permits "mobile homes". CITY ZONIN~ FQLLOWING ANNEXATION- TO expedite the annexation, provisional zoning of "Single-family (SF-2)" was applied to the annexation area because it was the City zoning district most similar to the County's "R-5" zoning. Provisional zoning is considered to be 91 06100042 Findings - 1 temporary and requires Planning Commission review within sixty days of the annexation. PLANNING COMMISSION REVIEW: On"March 19, 1991, the Bremerton Planning Commission conducted a public hearing to consider the zoning of the West Kitsap Lake Annexation Area and to formulate a recommendation to the City Council. The Commission found the "SF-2" zoning to be most consistent with the City's Comprehensive Plan and with existing development in the neighborhood. NEIGHBORHOOD CONCERNS: Very few concerns were raised about the City's zoning of this area. However, there are some differences between the City and County zoning ordinances that will affect some property owners who have indicated long-term plans to eventually build duplexes or to place single-wide mobile homes on their properties. These will not be permitted under the City's SF-2 zoning. CONCLUSIONS: 1. The low-density residential character of the West Kitsap Lake neighborhood is consistent with the City's Comprehensive Plan and with previous County zoning. 2. The City's "Single-family (SF-2)" zoning, which was applied as "provisional zoning" upon annexation of this area, is most similar to the previous County zoning, and is also most consistent with the City's Plan and with the existing development of this neighborhood. 3. Under SF-2 zoning, seven of the 102 lots in this area will be smaller than 9,600 sq. ft. in size and will be considered nonconformities. However, the City allows such lots to be developed, provided they meet all other minimum development requirements. Thus, SF-2 zoning will not pr.event development of existing legal lots. Based on the above findings and conclusions, the Bremerton City Council has approved the application of the "Single- family (SF-2)" zoning district to the area known as the West Kitsap Lake Annexation Area, as described herein. 91 06100042 Findings - 2
