FINDINGS -- 2
BASED ON THE RECORD DEVELOPED AT THE PUBLIC HEARING
CONDUCTED ON FEBRUARY 19, 1991, THE BREMERTON PLANNING
COMMISSION ENTERS THE FOLLOWING FINDINGS, CONCLUSIONS OF LAW
AND DECISION:

3719-002-029-00
3719-002-030-00
3719-002-031-00
~roperty: The site is approximately 10 acres is size and
fronts public streets on three sides.
~omp. Plan: The subject area is designated "Residential, 0-7
DU/Ac." Policies within the Comprehensive Plan
favor the location of elementary schools and parks
within residential neighborhoods where they are
easily accessible and will become an integrl part
of that neighborhood.
ZoninqA The present zoning is "Single-family Residential
(SF-1)" This is the City's lowest density
residential zone, allowing approximately 3 DU/Ac.
This zone does not permit public schools. The
"Parks & Schools (PS)" zone was established for
that purpose in 1988 and is the district requested
by the Schood District.
Surroundinqs:
North: Low-density large-lot single-family homes along
Lyle Avenue and Carr Blvd. Zoning is SF-1.
East: Undeveloped hillside sloping steeply downward to
Forest Lawn Cemetery. Zoning is SF-1
West: Low-density residential area of mostly single-
family homes on large lots. Zoning is SF-2
directly west and SF-3 to the northwest.
South: Residential neighborhod of mostly single_~%~[R~T~ro~
homes with a few scattered duplexes and older
mobile homes. Zoning is SF-3.
9l 04290094
FINDINGS -- 3
Southwest: The new Dockside on Kitsap Lake subdivision
of 146 lots. Few lots have been developed and
several homes are under construction. Zoning is
CF-3.
Reasons for Requests:
The subject property was purchased by the school district
some time ago in anticipation of a future need for an
elementary school to serve this neighborhood. "PS" zoning
is necessary for the development of an elementary school.
Brentwood Circle was designed as part of an old residential
development that was never completed. The configuration of
that street Right-of-way amounts to about 1.5 acres and will
hamper the design of the school. The request for vacation of
that ROW will allow the School District to better design the
site for a future school.
Comments Received:
This proposal was routed for review and the following
relevant comments were received:
1. The City and School District need to consider the
adequacy of the existing streets to handle the
increased vehicular traffic that will be generated by a
school facility.
2. The needs for sidewalks and street lighting should be
considered.
3. The available options for the financing of needed
public improvements should be evaluated, including the
ability of the School District to participate.
4~ Look at the possibility of using the street vacation
revenue to finance some of the public improvements.
5. The primary concern of the Kitsap Lake Neighborhood
Association was for the safety of school children who
may be required to walk to school along substandards
roads with narrow shoulders, inadequate walking areas,
and competing traffic.
Local Street Information: ~EE[~87FR ~0
1. The subject site is served directly by Harlow Drive,
Lyle Avenue, and Carr Boulevard. All are two-lane
paved roadways, without curbs, gutters or sidewalks,
and all have drainage ditches on one or both sides.
42'910094
FINDINGS -- 4
2. Rights-of-way of these three streets range from 30-40
feet. Pavement is 17 to 20 feet in width.
3. The most recent and highest traffic count in the area
is a 1984 count that showed 841 Average Daily Traffic
on Harlow Drive. It is assumed that traffic volumes
have increased since 1984, based on continuing
development of homes and other activities in the area.
Approval Criteria:
1. The rezone request was reviewed for consistency with
the REZONE criteria contained in Chapter X, Section 5-B
of the Zoning Ordinance.
2. The rezone request was also reviewed for consistency
with elementary school locational criteria contained in
the reference document "Planning & Design Criteria",
which included; (1) Central location within
residential neighborhood, (2) Sited to best meet
Growing enrollment needs, (3) Trends in household size,
and (4) Service radius and pedestrian accessibility.
C(3{{C123S I(3{qS
1. This Rezone request is consistent with the Zoning
Ordinance criteria for rezone approval.
The proposed location is centrally located within an
existing and growing residential neighborhood and is
consistent with professionally accepted guidelines for
school siting.
3. A Phased SEPA Review has been initiated to address the
following four specific areas of concern:
(a) Storm Runoff
(b) Pedestrian Areas and Improvements
(c) Neighborhood Compatibility
(d) Transportation
The data necessary to complete these studies will come
with a specific site plan for the site. ~[[[587~ ~6~
4. The requested vacation of the Brentwood Circle right-
of-way is a reasonable request. The ROW was poorly
aligned with other streets and, if ever improved, would
result in undesirable angular intersections with Carr
0~290094 Boulevard and Harlow Drive.

FINDINGS -- 5
D]~CISIOI~ OF THE ~ ~SSION
Based on the record developed, including public hearing
testimony and information provided by the applicant and City
staff, the Bremerton Planning Commission recommends City
Council approval of Rezone RZ-10-90 from "Single-family
Residential (SF-1)" to "Parks & Schools (PS) ", and further
recommends approval of the vacation of the Brentwood Circle
Street Right-of-way within the subject property.
