AN ORDINANCE amending the Officia! Zoning Map of the City of
Bremerton for 236 acres of surplus utility lands located
generally south of Werner Road and west of Third Street in
Bremerton.
WHEREAS, certain lands generally located south of Werner
Road and west of Third Street are no longer needed for the
protection of the City's water sources and have been declared
surplus utility lands by the City's Water Utility; and
WHEREAS, the-~ater Utility intends to release these lands
for future development and has requested a REZONE to remove the
present "Forest Management (FM)" zoning and to replace it with a
mixed use zoning designation requiring Planned Unit Development
approval; and
WHEREAS, an environmental checklist in accordance with State
Environmental Policy Act (SEPA) guidelines was prepared and a
Mitigated Determination of Nonsignificance was issued, which
included a list of mitigation measures to be addressed later in a
phased review; and
WHEREAS, the Bremerton Planning Commission conducted a
public hearing on May 15, 1990, found the request to meet the
criteria for approval of a rezone as contained in Zoning
Ordinance Chapter X, Section 5-B, and forwarded a recommendation
for approval to the City Council, along with its Findings of Fact
and Conclusions of Law in support of that recommendation; and
WHEREAS, the Bremerton City Council conducted a public
hearing
on June 6, 1990, at which it considered the Planning Commission's
recommendation, reviewed its findings and conclusions, and
accepted public comments; now, therefore
THE CITY OF BREMERTON DOES HEREBY ORDAIN
Section 1. The Official Zoning Map of the City of
Bremerton is hereby amended to rezone the 236 acre utility lands
property, as shown and described in Exhibits "A" and "B", which
are attached hereto and incorporated herein, from "Forest
Management (FM)" to a combination of "Single-family Residential
(SF-2)", "Multi-family Residential (MF)", and "Industrial Park
(IP)" and assuming the approximate land area percentages
recommended by the Planning Commission, which are further
described in Exhibit "A".
Section 2. The mixed zoning designation shall include "PUD
Required" to indicate that the entire parcel shall be designed
and submitted for approval as a Planned Unit Development.
