P.O. Box 870
Bremerton, WA 98310
C. Location: 2500 block of Snyder Avenue, north of the

II. FINDINGS
A. Proposal:
The applicant is requesting a rezone of a 2.51 acre parcel
from SF-2 to SF-3 in order to subdivide into 11 residential
lots for construction of 11 single, family structures.
Additional applications pending approval of the rezone include
preliminary plat and shoreline permits to subdivide the site
into 11 residential lots for-construction of il'single family
structures. Also, the permits will allow the applicant to
construct appurtenant roads and utilities, and reconstruct
1
previously existing pier on existing piling foundation with
additional ramp and 300 square feet of float.
B. Legal Description: Lots 5 & 6, Houston's First Addition to
the town of Charleston, according to Plat recorded in Volume
3 of Plats, page 78, in Kitsap County, Washington.
C. Existing Zoning: SF-2
D. ComDrahensive Plan Map Designation: The site is located
within an area designated Residential 0 to '7 dwelling units
per acre.
E. Surrounding Land Uses and Zoning:
USe Zoning
North: Residential SF-3
South: Residential SF-3
East: Port Washington Narrows --
Nest: Residential SF-3
F. Zoning Ordinance Considerations:
The two zoning districts allow the same uses. However, the
minimum lot size, density and setbacks would decrease.
The following table compares lot requirements of the SF-2
zoning district with those of the SF-3 zoning district:
Lot Requirements 8F-2 SF-3
Lot Area per Dwelling Unit 9,600 4,800 sq. ft.
Minimum Lot Size 9,600 4,800 sq. ft.
Maximum Lot Coverage 35% 40%
Minimum Lot Width 60 40 feet
Setbacks: Front 25 20 feet
Rear 25 15 feet
Side 10 5 feet
PUD required No No
Landscape Plan Required No No
Maximum Height 30 30 feet
Maximum Area under roof
&l,lowable Density:
The maximum allowable density for the SF-2 and SF-3 zoning
districts is achieved through the PUD process. SF-2 allows up
to 9 dwelling units per acre, and SF-3 allows up to 12
dwelling units per acre. The maximum densities for the 2.51
2
acre site are:
SF-2 22 dwelling units
SF-3 30 dwelling units
G. Circulation/Trip Generation=
In Kitsap County the average n~mher of trips per household is
7.56 (Puget Sound Trends, Puget Sound Council of Governments,
February 1989). If rezoned to SF-3 which allow up to 12
dwelling units per acre, a potential of 227.7 additional
vehicle trips could be generated if the property is developed
to its highest density.
H. SEPt:
A Mitigated Determination of Nonsignificance (MDNS) was issued
by the City on January 25, 1994. This decision, not to
require an Environmental Impact Statement subject certain
conditions, was'~appealed to the Planning Commission on March
15, 1994. The Planning Commission overturned the Mitigated
Determination of Nonsignificanceand required an environmental
impact statement (EIS) to be prepared. The planning
Commission decision.was furthered appealed to the City Council
on April 27, 1994. The Council overturned the Planning
Commission's decision and affirmed the issuance of the MDNS.

4
Criteria for &DDroval of Rezones:
The City Council may approve a rezone only if it meets all the
following criteria:
1. The rezone is substantively consistent with the Comprehensive
Plan:
The Rezone is generally consistent with the Comprehensive Plan
which designates the area as "Residential 0-7 dwelling unit
per Acre". It is also consistent with Comprehensive Plan
Residential and Housing Policies.
2. The Rezone is necessary because either:
a. Conditions in the immediate vicinity have so markedly
changed that a Rezone is required in the publlc interest;
State,.regional, and City-wide policies pertaining
to ho~sing and land use have changed somewhat with
the adoption of Housing Bremerton, or are currently
in transition with efforts to comply with the

religion, national origin, age, or disability in the provision of services, in
programs or activities, or employment opportunities and benefits.
12. CRITERIA FOR APPROVAL
1) zoning designations SF-2 and SF-3 are single family residential
zones which-are both allowed under the comprehensive plan designation
"Residential"
2b) When the current zoning boundaries were established, our site, for
some unknown reason, was made a different zone than surrounding
properties. ~
3) Governing agencies have very stringent requirements pertaining to
new construction for the protection of our environment. Our proposal
for this site would be subject to all these requirements.
4) Undeveloped waterfront property within the City .of Bremerton is in
short supply. The demand for affordable waterfront lots and lots with
water access is very high. Granting a rezone would allow us to meet
these demands while still providing a compatible project with
surrounding properties.
5) Our site is fronted on two sides by improved city streets.
Water, sewer, phone and power all available within these streets.
