WHEREAS, the City of Bremerton, Washington received from property owners residing within a 52 acre area, south of Harlow Drive, west of Ida and including lots on the south side of Werner Road, west of Alder, a Notice of Intent to commence annexation proceedings; and WHEREAS, the City Council approved the 10% Petition for the Werner Road Annexation on February 28, 1996, and required the adoption of comprehensive plan and land-use zoning designations and required the area to assume a proportional share of existing City indebtedness upon annexation; and WHEREAS, there was filed with the City Council of the City of Bremerton a Petition for the annexation of a portion of the Werner Road Area which conformed to the City Council's requirements as described above, in writing and signed by the owners representing 75-percent of property value, according to the assessed valuation for general taxation; and WHEREAS, the Bremerton City Council conducted a public hearing on December 11, 1996, following posting and publication of the hearing, as required by law, to accept public comments on the annexation petition accepting a portion of the Werner road annexation approved February 28, 1996; now therefore: THE CITY OF BREMERTON DOES ORDAIN: Section 1. The territory described and further depicted in Exhibit "A and B," respectively, and attached hereto and incorporated by reference herein shall be and constitute a part of the City of Bremerton. Section 2. Section 3. The official zoning map of the City of Bremerton shall be amended to include the area as denoted on Exhibit C attached hereto and incorporated by reference herein. Section 4. The petition for annexation of a portion of the Wemer road annexation approved herein shall be filed with the Kitsap County Assessor for determination of sufficiency, and this Ordinance shall not take effect until said determination and final approval by the Kitsap County Boundary Review Board, but no sooner than ten days following passage and publication. The City Clerk shall certify this annexation ordinance with the Kitsap County Commissioner's Board upon its effective date.
