ORDINANCE NO. 4774
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF BREMERTON, KITSAP COUNTY, WASHINGTON,
REGARDING PROHIBITING TEMPORARY AND
SPECIAL PURPOSE SIGNS IN PUBLIC RIGHT-OF-WAYS,
REGULATING THE SIZE AND TIME FOR POSTING
TEMPORARY AND SPECIAL PURPOSE SIGNS ON
PRIVATE PROPERTY, AND AMENDING BREMERTON
MUNICIPAL CODE SECTION 21.02.330(e)(9), 21.02.330(i)(4)
AND TITLE 21 APPENDIX FIGURE 3-30
WHEREAS, in order to mitigate the aesthetic impact of signs in the public right-of-way, and to
protect the public health, safety and welfare from placement of signs in the public right-of-way that
impair visibility of pedestrians and vehicles the City Council finds it necessary to restrict the use of
temporary and special purpose signs in the public right-of-way, and,
WHEREAS, the City Council has been advised by the City Attorney that the time restriction on
the placement of political signs is too restrictive; and
WHEREAS, given that political signs can be placed on both commercial and residential property
throughout the City, and that there historically is a significant number of political signs placed on private
property all at the same time; and
WHEREAS, this pattern and intensity of sign placement does not occur with other types of
temporary signs; and
WHEREAS, due to the proliferation of political signs, which is encouraged by the Council in
order to provide the widest possible expression of political speech, the Council finds that it is not a
burdensome restraint upon the freedom of expression to restrict the size of political signs to 32 square
feet per sign; now, therefore,
