AN ORDINANCE of the Bremerton City Council amending the Zoning Ordinance, Chapter
21.02 of the Bremerton Municipal Code, with the addition of a Mixed Use District (MXD) zone
classification.
The City Council of Bremerton makes the following findings:
WHEREAS, Bremerton's Comprehensive Plan, dated April 1995, calls for the City to participate
in the planning for areas outside City boundaries but within the Urban Growth Area (UGA) to
ensure that City and County Comprehensive Plans and related implementation policies and
ordinances are compatible; and
WHEREAS, the City has participated in the planning process to expand its UGA to encompass
an area outside current City boundaries known as the Port Blakely Joint Planning Area Sub-
Area Plan; and
WHEREAS, the Port Blakely Joint Planning Area Sub-Area Plan proposes mixed land uses,
including commercial, business, light industrial/manufacturing and residential uses, and that
the property described in the Port Blakely Joint Planning Area Sub-Area Plan be annexed to
the City of Bremerton; and
WHEREAS, the City has no singular zoning classification that will facilitate mixed land use
development such as the mixed land use development proposed in the Port Blakely Joint
Planning Area Sub-Area Plan; and
WHEREAS, the City has adopted the Port Blakely Joint Planning Area Sub-Area Plan and
amended the Comprehensive Plan accordingly by incorporating the implementation provisions
contained in the Port Blakely Joint Planning Area Sub-Area Plan; and
WHEREAS, implementation provisions of the amended Comprehensive Plan include proposed
amendments to the City's Zoning Code to adopt a Mixed Use District (MXD) zone classification
tool; and
WHEREAS, the City is desirous of having the capability to provide the opportunity for mixed
use development projects through implementation and application of such an additional Mixed
Use District (MXD) zone classification; and
WHEREAS, the Bremerton City Council, following the joint public hearing with the Kitsap
County Board of Commissioners, on August 29, 2000, voted to amend Chapter 21.02, Zoning

ORDINANCE #4723
Summary
Pursuant to Section 17 of the City charter for the City of Bremerton, Ordinance #4723 regarding
adoption Mixed Use District (MXD) Zoning classification and amending Chapter 21.02 of the
Bremerton Municipal Code is summarized as follows:
The City ofBremerton, Kitsap County and Port Blakely Communities (land
owner/developer) have cooperatively prepared a Sub-Area Plan for a large parcel of land
(approximately 440 acres) located to the west of Kitsap Lake and outside the City limits for future
annexation to the City. Currently, the City's Zoning Code does not provide the mechanism to
process the proposed mixed use development and annexation. Consequently, the City must
amend its Zoning Code to facilitate implementation of the provisions contained in the Sub-Area
Plan and the Three Party Agreement which will subsequently enable the proposed application for
annexation. The objective of the Port Blakely Joint Planning Area Sub-Area Plan is to facilitate,
encourage and support proposed mixed use development which will further the goal of regional
economic growth. The Bremerton City Council conducted a public hearing process on the
proposed amendments to the zoning code and approved Ordinance No. 4723 on August 29, 2000
and passed Ordinance No. 4723 on September 20, 2000. This ordinance amended Chapter 21.02,
Zoning, of the Bremerton Municipal Code, adding Sections 21.02.555 through 21.02.559
pertaining to a new Mixed Use District (MXD) Zoning classification.
The full text of this ordinance is available from the City Clerk, 239 Fourth Street,
Bremerton, Washington 98337.
