A special meetin~ of the City Council of the City of Bremer~on having been
called far this 12th day of April, ~1921, at the hour of § o'clock, p.m. the follow-
ing members of the City Council being present, to-wit: Carl Grahn, Sharles ~'~orrison
and E. H. Blair, no quorum.
It was then ~noved seconded and carried that the following resolutions be adopted:
T~E~AS, fo~ members of She ~ity Co~cil have ~endered their resignations and
have by their own votes caused said resignations ~0 be abcep~ed and have ~bandoned
~heir office~ a~d ma~e t~e claim that the City Council of the CiSy of Bremerto~
cannot legally function ~d cannot have any further meetings or ta~e any legal
s~eps to fill the exis~in~ vacanci~es o~ ~he Co.oil and
W~-~EHEAS. the Council has been called in special sesion ~d three members are
p~sen~ and all o~hers duly elected ~d ~o~'~ serve as councilmen are absen$ and
re~ae ~o ~ar~ieipa~e in any m~er in ~he doings of this oo~cil or assis~ in any
way in ~he filling of vacuoles a~
W~R~S, an emergency ~isSs and i~ls necessary for ~he well-being sf ~he people
~f Bremer~on ~hat i~s City Go.ell shall continue ~ f~otion and that CiSy business
mus~ be ~ro~erly tr~sac~ed ~d ~he credits ~d obliga~i~ns of ~he Cl~y be properly

O~$~cil, and be delivered ~o ~he Police Officers of the City of Sremer~on, directing

The Council was then called to order with four members present, a cuor~.
It was moved by Blair ~nd seceded by i~orrison that the vacancy o~ this Co.oil
by the resignation of Ohristi~ Oleos be filled by the election of L. A.
to the said vac~oy; mOtiOn carried on roll ogil.
