Regular meeting of the City Commi, sion of the City of Bremerton,Washington,
held on wednesday December 9,1931 at teon o'clock M., Mayor McGillivray,presiding,
Coim~i~sioner~ Halverson Commissioner Casad and City ~ttoeney Gorman being present at
roll call.

~ Casad reported tha~ pe~i~ion for proposed improvement of Winfield and Marlowe
Avenue had been checked and approx~ately ~6~ of the property owners had signed the
petition, but some of ~he right of way was no~ clear.
Aio~ion by ~ Halverscn and ~ NeGi]livray ~o refer petition back ~o Engineer and
that no further action be taken unttll all rights of way have been secured, carried

submit an opinion on the safeguarding of City rights under ~he farnchise as proposed
