At a special meeting of the City Commission of the City of Bremerton, held
on Friday, August 23, 1940, the following were present: Homer R. Jones, Mayors
H. A. Bruenn, Commissioner of Finance and Accounting; C.. C. Casad$ Commissioner
of Streets and Public Improvements; James W. Bryan Jr., City Attorney; E. 0.
Searle, Executive Secretary of the Bremerton Housing Authority and E. J. McCall,
City ~lerk.
The Mayor explained that this meeting had been called and convened for the
purpose of discussing and considering a proposed cooperative agreement between
the Housing Authority and the City of Bremerton.
The following resolution was submitted and after considerable discussion was
unanimously adopted:
RESOLUTION
WHEREAS, the City Commission of the City of Bremerton, Washington,
has been requested by the Housihg Authority of the City of Bremerton,
to give assurances that the City of Bremerton will meet conditions pre-
cedent to the annual contributions contract, which conditions are in
the first paragraph on Page 2 of the proposed "Annual Contribution
Contra¢~t between the Housing Authority of the City of Bremerton and the
United States Housing Authority", and has considered and discussed the
provisions contained in Paragraph 3 on Pages 3 and 4 of the proposed
"Loan Contract between the Housing Authority of the City of Bremerton
and the United States Housing Authority"; and
WHEREAS, the City Commission of the City of Bremerton is desirous
of aiding and facilitating the National Defense Program by the building
of 600 dwelling units as contemplated by the Housing Authority of the
City of Bremerton, and is anxious to cooperate in every possible way in
the immediate construction and completion of said dwelling units,
subject only to the consumation of a fair and equitable cooperation~
contract, in which the Housing Authority of the City of Bremerton and the
USHA will recognize and provide adequate relief for the financial problems
which will confront the City of Bremerton, due to the constructioh of
said dwelling units;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY C0~ISSION of the City
of Bremerton, that the said City of Bremerton by and thru its City
Commission, will sign a fair and equitable "Cooperation Contract", em-
bodying the terms and conditions referred to in the proposed "Annual
Contributions Contract" and the proposed "Loan' Contract" hereinbefore
mentioned;
BE IT FURTHER RESOLVED, that in such "Cooperation Contract", the
City of Bremerton will expect the Housing Authority of the City of
Bremerton and the USHA to take into consideration and provide adequate
relief for certain financial problems of the City of Bremerton, which
exist at the present time and which will be greatly increased by the
construction of the proposed new dwelling units, which problems are
briefly s~,mmarized:
(1). There is very little taxable wealth in the City of Bremerton,
outside of the homes of its inhabitants, due to the fact that the only
large industry in the City of Bremerton is the Puget Sound Navy Yard,
which is already tax exempt; which fact, together with the 40 mill tax
limit law of the State of Washington, makes it at the present time very
difficult to finance the City Government. The building of 600 new
dwellings within the City Limits, same to be tax free, will greatly add
to the expense of the City of Bremerton in furnishing without charge
municipal services and facilities for the Project and the tenants
thereof, of the same character as those furnished for other dwellings
and residences of the City of Bremerton, all without levying imposing
or charging any taxes, assessments, fees or charges against the Project
or the Local Authority for or with respect to the Project, except the
"Service Charge".
(2). The County of Kitsap, in which the City of Bremerton is
located, is in the same position as the City of Bremerton, with regard
to tax revenues due to the fact that the Puget Sound Navy Yard, The
Naval Ammunition Depot and the Torpedo Station at Keyport are the only
large industries in Kitsap County and are all tax exempt, with the result

that the greatest difficulty has been experienced in providing ade-
quate schools and education facilities to the children of the City
of Bremerton. The building of 600 new tax exempt homes will greatly
increase the financial burden of the schools.
BE IT FURTHER RESOLVED THAT 1liE CITY COMMISSION of the City
of Bremerton, Washington understands that its increa~sed financial
problems, due to the construction of said dwellings, will be taken
care of in a fair and equitable "Cooperation Agreement" by the
"Service Charge" referred to in said proposed "Loan Contract" and
said proposed "Annual Contribution Contract", and will sign such a
cooperation agreement.
