The Committee which you appointed to investigate the feasibility of private industry immediately building a thousand he, es instead of initiating a Federal Housing pro- ject to meet the present emergency demands, submits the following conclusions and recommendations: 1. That t~e erection of 1000 privately owned he, es for rent would demoralize the local real estate market for years to come and would stop the present program whereunder approximately $300.000.00 per month is being expended in building homes for individual home owners. 2. That it is not likely that equity financing can be arranged to carry out such a huge proJeot, which weald require at least $300.000.00 of local capital assuming that ~0% loans could be obtained for the additional capital needed. That 3. While the Committee is ~pposed to the principal of Government competition with private business and Federal subsidy, it realizes that there is a need for decent low rent housing for the enlisted personnel of the Navy that private capital cannot provide as effe- ctivelymas could be provided under the "United States Housing Act of 1937". The Committee therefore makes the following recommendations. 1. That the City Commissioners create a city "Housing to develope a low-rent housing project as provided under the "United States Housing Act of 1937", the "Housing Authorities Law, enacted by the legislature of the State of Washington, Title ~wo of an act adopted by Congress on June .28,1940, to expedite National defense. 2. Tha~ a declaration of Policy be included in both the ordinance creating the City Housing Authority and in the by-laws,rules and regulations adopted by the City Housing Authoritythat the pro- jects that may be developed shall Immediately reve~t to low- rent housing projects and be subject to the provisions of Sections 2 (1) and 2 (2) of the"United States Housing Act of 1937" as soon as the emergency housing needs of the National Defenoe Program are over. 3. That in appointing five (5) Commissioners as provided in the State"Housing Authorities Law" that one Commissioner be sel- ected from and who will represent each of the following groups or industries: Building Trades Public I~terest or Citizens at large, including Business and Professional. Real P~Op~zty Owners Real Estate Mor~E~ge Lending Institutions United States Navy Department Respectfully Submitted, (Signed) J.C.Baer, C.W.Johnson,Edwin L.01der,C.~.Fulmer, Edward Bremer.
