The Msyor announced that the meeting had been called and convened for the purpose
considering an appeal of Mr Young the contractor on the SEARS building,on Fourth Stre,
from a ruling of the City Building Inspector.
, Mr Young the contractor called on Mr Wright the architect on the Job who explained
that the had requested the Building Inspector to permit them to substitute half inch
gypsum wall board for lath and plaster and that this request had been refused, he then
read from ].etters from the building inspectors of sever~ ~r~e cities,~iving the i~'
that the gypsum wall board should be accepted in.~om~ o~s~s~instead'of'lath and p
as provided by the Bremerton Building Code; he also quoted from U. $. Board of ~tandard
a~d the methods ~ollowed or a~lowed in several cities.
The City Attorney and the members of the commission asked several questions which
were answered by Mr Wright.
Mr MeLeod the city Building Inspector was called on and made a general report of the
conditions leading up to the controversy, refuting some of the statements ~ade by Mr
Wright, he als read from the building code and gave the commission the benefit of his
experience and investigations, and he urged a strict observance of our building code,
Nr ~cLeod asked that Mr Clay ~ representative of the plastering industry be heard ~nd
Mr Young objected on the grounds that Mr Clay was "an outsider" and had no right to be
heard in this matter. Objection was overruled and Mr Clay was per~itted to proceed;
he exhibited a sample of Gypsum board and explained its manufacture and us~, showing
that while it was permitted in some dwellings it was not approved for crowded areas
or fire districts; he also exhibited a sample of the kind of plaster which w~s provi-
ded by the code and e×plained its superiority over plaste$ board or other substitutes.
~r Yett the Bremerton Fire Chief was called on and stated he was in favor of strict
adherence to the code and submitted a letter from the Washington Fire Rating Bureau
~tating that "according to all information we are able to obtain from past tests, it is
~ound that plaster board does not even nearly approach the f~re resisting qualities of
lath and plaster and therefore in our judgment should not be permitted, especially in
~his type of builSing and where located within the fire limite of congested value dis-
trict of the city".- - -"In the interest of the city as a whole, we suggest strict
