Pursuant to recess the regular meeting of the City Commission of the City of ~3remerton, ~shington, reconvened at 7:30 o'clock P.M., February 4, 1942. 'rfayor Bruenn presiding, Commissioner Wilkes, Commissioner Cased and The Assistant City Attorney being present. The meeting was opened by r~ayor Bruenn who stated that six weeks ago a committee had been created called the Bremerton Traffic Committee and had been making surveys regarding the traffic congestion and hazards in Bremerton. Their report was to locate parking areas and investigate the idea of installing parking meters. The Mayor then called upon Mr. Harry Klopp, a member of the Traffic Committe~ w?~o had written twenty-five cities where meters were installed, asking tb~eir opinion as to whether the meters were satisfactory to the business man, the shoppers and tourists. ~r. ~1o~ stated that some cities were for the meters whereas other cities were aga~n~ them. However, the majority of cities favored the meters. ~ ~,~r. Snow, Secretary of the Trafi~ic Committee, read a resume of the letters received in answer to their inquiry concerning meters. Mr. Bruenn introduced ~.~ayor Krolinger of Olympia, who spoke in favor of the meters and how they had solved, to a great extent, the traffic congestion }.~r. Hector ~.~cKenzie read reports from various organizations in California which were very much opposed to meters; giving as one reason that it was more or less an additional tax on the already over-taxed motorist. ~r. King Farrel spoke in favor of the meters and ended with the remark that he spends more money for ~asol~ne looking for a parking place than he would spend in a meter. ~ },~r. J. Friedman was In favor of the meters for the ma~n reason they allow ~lenty of room for parking which would eliminate many of the d,mm · n towr~, aj'~,,ed fenders A man who claimed he was a~-~-resident, but hoped to be soon, said he was ~n favor of the meters as a means for increasing the revenue so that public servants would get higher salaries. ~Ir. A. E. Todd was in favor of the meters saying that he recently visited San Francisco for 10 days and had found a place to park in the down town area just one day out of the ten. ~r. ~,~cKenzie then replied that the people of San Francisco evidently were satisfied with their method of handling traffic. ~.~ayor Bruenn requested the Bremerton Traffic Committee to continue their work and make further reports. I~r. Todd arose again and said that due to the fact that the meeting had been published and representatives of both newspapers were present, he suggested the ~ayor take a vote of those present to see if the majority favored the meters or, were against them. ?,?r. Bruenn replied· that he was not in favor of doing it this way. r~.Ir. ~?anford Kint also thought that as the meeting had been advertised, and as no more people had taken interest enough to attend the meeting, that the people must want to leave it up to the judgment of the City Commission to know what is best. f',~r. ~,~cKenzie said that if he was one of the commissioners he would certainly not take the full responsibility upon himself but would call an election. ~r. Bryan Sr., said the commission could pass an ordinance to install the meters and the public woul~ have a chance to pass a referendum against the o~d~nance before the ordinance went into effect. ~r. Farre]l was in favor of taking a vote of the people present because ~boe~ce is consent". ?~Ir. Todd agreed with this. February 4, 1942--7:30 P.M. (cont) Hr. Bruenn again stated the Traffic Committee wo~ld make further reports before the commission took any action. Mr. Charlie I~orrison said there would be no parking problem if the city wo~ld not rent out the streets and not have so many driveways marked with yellow paint. Mr. Bryan Sr. remarked that '~he leaders of the bunch that got rid of the' meters the first time were not present at this meeting". Yes. Motion by ~r. Bruenn and Mr. Casad to adjourn, carried, all members voting E. J. McCall, City Clerk Approved: ~ayor
