Statutory meeting o£ the City Council of the City of Bremerton, Washington,
held on September l?, 1945 at ten o,clock A.M., for the purpose of considering
the preliminary budget for 1946 prior to adoption. Mayor Kean presiding, Com-
missioner Haddon, Commissioner Gorst, the City Clerk, the City Treasurer and
the State F~aminer being present.
The Clerk ~bmitted copies of the preliminary budget as filed by the dif-
ferent departments and the same was duly considered by the Council and those
present.
Clerk read copy of the notice of adoption to b e submitted to the newspaper
for printing, ~hich was approved unanimously by the Council.
Mr. McCall advised that as Hr. Nutter and Mr. Davisson had been mainly
instrumental in the preparation of the preliminary budget any remarks concern-
ing the samewou!d be appreciated.
Mr. Davisson, speaking f~r~.himself and Mr. Nutter, advised that the Budget
for 1946 is nowpresented for adoption and is $~81,481.6§ less than the com-
bined regular and war time budget for 1945. It is completely balanced, with
the revenues estimated conservatively. They have analyzed the anticipated
revenues for 19~$, recognizing the probable reductions in occupation taxes,
franchise revenues and licenses owing to the cessation of h~stilities and
reduction of personnel in the Navy Yard, ~ndhave also recognized, as a result
of the 19~8 Census Law, the t~creases in the gas tax remittances, liquor ap-
portionment, the War Liquor Tax and the Motor Vehicle Excise Tax remittances
from .the State.
Ail these presented problems ~pon which we ha~ no definite information ~s
to just what effect the various changes would have, bnt Mr. Nut ter an~ ~r.
Davisson studied these things with the iSea in m~nd of being conservattvo to the
point where the City will not over-spend it's revenues and yet recognize all
the potential revenues that are at present av~able. They found that the
desired activities for the City of Bremerton for 19~6 could not be carried on
at all as planned by the City Supervisors and Officials if it had not been for
the vevenues accruing to the City as a result of the 1~4~ Census Law passed by
the State Legislature and the Accumuletive Reserve Funds established by the
City Council from investments made in Government Bonds during the last two years.
A~very grave problem, advised Mr. Davisson,,is presented by the fact that
the City's tax revenues are not suffiecient to provide for the operation of a
city with police,.I'ire, street and highway problems such as now face the City,
and some additional means of revenue will have to be found in the future or
activities drastically emrtailed.
The above remarks were approved by the Council.

budget as submitted by the City Clerk, carried as follows: M~ Keen, Yea. Mrs.
Haddon, Yes. ~r. Gorst, Yes.
