Mr. Gorst commented that Mrs. Reid notarizes many things for the City, and aaVeral people come up to the office to have papers notarized. Council discussed what procedure to follow now that PropOsition No. 3 had car- ried. Mayor commented that so long as the people had voted Proposition No. 3 in that it should be enforced, and that the Fire Chief had discussed the shorter hours with Mr. Braun who had agreed the same insurance rate could be in effect by closing one station (Westpark) and distributing the men at that station around the other stations thus securing shorter hours and only employing a couple of extra men. Discussion also ~nsued on a raise in pay for firemen and policemen, as to whethe~ or not this could be done legally in view of ordinance established by a vote of the people. Mr. Shaf- fer, representative from Burroughs, was present and said it was possible delivery would be in much less time, but they were guaranteeing delivery in 30 months. Clerk recommended that the bid be awarded to Burroughs as there would be something to depend on then, and if the City waited until the machines now in use were totally unusable, there would s~ill be quite a delay in delivery. Motion by Mr. Gorst and Mr. Kean to accept the bid for billing machine for Water Department from Burroughs Adding Machine Company, carried. Cohen, re Jensen Addition Water District who is interested in entering contract with the City of Bremerton to obtain water for the residents there. List of unrenewed lice~ses were presented by Clerk, on places still in business but with expired licenses, second hand stores, dancing, tobacco, coin machines, amuse- ment and vending machines, card tables, etc., were included. Mayor commented this is a violation of the existing ordinances and they should either be enforced or amended. Treasurer reported his office sent out notices when the license should have been re- newed, but that his office would again send notices and if there is no response the list will be turned over to the City Attorney. Mayor suggested that the City Treasurer notify persons involved of the viola- tion, and that various provisions in the ordinances be enforced. Clerk suggested that the City should have Scheduled Bond to put on City Employ- ees, and that the bonds now in effect are no good. The State Examiner talked on the bonds and they are all written for a term but no ending date. All elective positions a~.e for a period of three years and that all bonds should be under schedule, written for the term of the elected officials, and then new bonds made out for the next term, and that by getting scheduled bond for the term of elected officials, the City would be protected for the full ~¢ount of any loss. Attorney suggested that an ordinance be prepared setting up positions which would require a bond. Motion by Mr. Kean and Mrs. Haddon to concur in the recommendation and that the City Clerk and City Attorney draw up the necessary ordinance as recommended, carried. Clerk enquired what company arrangements should be made with for the purchase of the bond, and thought perhaps a meeting could be arranged with the Insurance Com- mission. It was suggested that the City Clerk and Purchasing Agent arrange for the purchase of the bonds from the company he considered best. City Treasurer asked the authorization of the Council on a change of date on the lease with Mr. Leigh Hunt at the Recreation Center Cafeteria, as the lease was not to start until the actual date it was signed on December lC, 1946, but the date given in the lease is October 18. Council had suggested at a previous meeting that the rent should not be paid until the date the lease was actually signed. Motion by Mr. Keen and Mr. Corer that the City Treasurer be authorized to change the lease and accept rent payments beginning December lC, 1946, the date the lease was signed, carried. Treasurer also enquired about license fee, for this cafeteria, as according to the ordinance he did not believe the license fee could be pro-rated. It was suggested that Treasurer check on the ordinance and make sure whether or not the license could be pro-rated. Assistant City Attorney asked about the situation in back of the Labor Building and thought it should be called to the attention of the contractor working there. At first there were barricade lights but now there are none, and trucks are continuously coming in. Also that the City is liable for the unbarricaded portion of the Street. Mr. Gorst stated he would send the City Engineer, the Street Superintendent and Cap- tain of Traffic to investigate the situation. 607 DECEMBER 11, 1946 (Cont'd) Mayor commented that Mr. McPherson and Mr. Vaa were working on a salary ordin- ance which scheduled promotions, and that this should be discussed with the Council. Mayor enquired as to what City Planning & Zoning Commission had decided to re- commend in regard to the proposed City Garage on Elizabeth Street, and stated that he is desirous of seeing all city vehicles and equipment stored in the same place. At- torney stated that the Planning & Zoning Commission were anxious to find some plac~ for the garage, and that the Council would be notified of the next meeting they are to hold. Mayor again repeated that it would be better to consolidate all things to- gether, and already quite a sum had been invested there and he thought the City should complete the building there. Motion by Mr. Kean and Mrs. Haddon to adjourn, carried. APPROVED: //-- ~ty lerk-- ~ Mayor
