Clerk read letter from the Office of B.H. Branch, dated November 22, 1946, ad- dressed to City Council, which stated they had been interviewing departments involved in the arrangement of space in the proposed City Hall Annex and now feel sufficiently informed to be able to proceed with preliminary drawings and estimate. Any previous estimate was on the theory that the project was to be a commercial type structure. Condition of proposa~ was they were to be bound by provisions of City Building Code, and they wish to call attention to sections governing type of construction for this building. Must be advised as to type of construction that is to be held to in the light of conditions involved in future use of building. Sec. 801 Group C-2 occupancy includes administration buildings of City. Sec. 802 Group C Building in Fire Zone #1 must be Type ~ construction. Sec. 1009 Group E-1 occupancy includes garages, paint storage, spray room, paint shops, etc. Sec. 503 Occupancy Separation, Group C-2 to be separated from E-1 requires absolute separation which implies Type I Construction of 4 hr. fire resistance. Sec. llO1, Group F occupancy includes retail stores, office buildings, municipal police stations. ~This type of building can be built in Ordinary Masonary, Type III construction. Squad room is of sufficient size to seat 150 persons this would cause the building to be in Group C and require Type I construction'with two exits directly to the outside. Separation of Group C occupancy from Group.E occupancy requires absolute separation of 4 hr. fire resistive construction. If 'Coun- cil wishes to abide by letter of Building Code this building must be constructed of reinforced concrete columns, beams, floor and roof slabs, thus materially increasing cost over ordinary construction. They will proceed with preliminary planning but must have ruling as to type of construction which is to govern design of building be- fore they can complete preliminary estimate. Some discussion occured on the letter and Mayor suggested that the matter should be referred to the Committee of the ~ole, the City Engineer, Building Inspector, and the Police Department and that a meeting should be arranged with Mr. Branch to decide Just what to do. There was some discussion and Clerk stated that it was orally agreed that the City was to take care of the cost of material and the Housing Authority was to assume the cost of the labor. Motion by Mr. Kean and Mr. Gorst to refer the matter to City Auditor, Superin- tendent of Sanitation and City Engineer to contact Mr. Searle or other Housing Auth- ority 0fficisl tf necessary, and present a written recommendation, carried. Turned in check for $112.50 as evidence of good faith, as a preliminary rental to January l, 1947, which is now being held by City Treasurer. Mayor commented that Mr. Hunt could not be blamed for not signing lease until complete inventory was taken, and that he should not be responsible for more than is actually there when he takes possession, and if it is necessary for the Recreation Department to use dishes and silver, it can be charged out against them until it is all returned. The rent was supposed to start November 15, 1946.
