on the South and land owned by Kenyon Materials Company~ for residential purposes or

588
by commercial enterprises. Daly Addition Improvement Club has voted unanimously to
support any p~ans for extension improvement and maintenance of Evergreen Park, and

Letter from Daly Addition Improvement Club, addressed to City Commissioners was

organization that the fence and building are still standing and make an unsightly land
mark. Urged that necessary action be taken to correct this situation. Signed Gerald

Clerk read letter addressed to Mayor and City Council recommending that bid for
furnishing top soil be awarded to Oliver Lanning as his proposal is as low as any re-
ceived, soil tests bettwr with the exception of nitrogen contents, Mr. Lanntng owns
the bog where the soil is to be o0tained, and the other bidder whose proposal was as
low as Mr. Lanning's was to obtain the topsoil from Mr. Lanning. Signed by Frank C.
Schricker, Chairman Park & Recreation, Frank Plouf, Director of Parks and Recreation,
E. S. Severance, City Engineer, and E. Jennings Beard, City Clerk.
Mr. Fred Co~en, representing Mr. Yonker, was in the audience to protest the award
ing of the bid to Mr. Lanning, as his client felt that there was collusion as two bids
gave identical proposals, felt that both bids should be diaregarded and the bid awarde
to Mr. Yonker, or a new call for bids be given. Mr. Gorst commented that the bids
were both for 2.70 per cubic yard, and as they both offered the same number of square
yards that the totals would be naturally the same. City Clerk remarked that he and
Mr. Schricker had gone out and inspected the topsoil offered and in their opinion tha
which Mr. Lanning offered was superior to that offered by N~ivYoflk~v,Na~ser~hat this
was the same soll that was being offered by Silverdale Nursery who was represented by
Mr. Roberts, and Clerk felt that delivery would be more sure to buy direct from the m~
who owned the bog. Mayor commented that so long as the bids had been referred to the
committee and they had agreed that Mr. Lanning,s bid should be accepted, there seemed
to be no question about it.
Motion by Mr. Kean and Mr. Gorst to accept the recommendation and award the bid
to Mr. Lanning, carried.
Mr. Arnold Wang, was in the audience.representing Mrs. Fellows, who appeared be-
fore the city council asking that the city take over a strip of property she owns l0
foot wide which has stairs on it and is used as a walk to get down to the beach. Mrs.
Fellows stated she had owned this strip and kept the stairway up for 15 years. It is
used by persons other than her tenants, but that no one had helped to keep it up.
Now the stairs are in need of repairs, and an estimate has been submitted to her of
$200.00 for a new stairway. The taxes on the strip are from 12 to 16 dollars a year,
and she would like to get rid of the expense. The property adjoining which is owned
by the city has trees on it, and when it is rainy the water continually drips on the
stairs, causing them to rot. Also Mrs. Fellows reported that garbage was dumped in
that spot. Mayor commented that if the trees were causing the damage they should be
removed.
Motion by Mr. Kean and Mr. Gorst to refer to the Conm~ission~r of Public Utilities
and the City Engineer, carried.
Mayor conm~ented that by improving the end of Sixth Street and putting a satisfac-
tory stairway in, it would eliminate some of the trouble, and that if the trees are
causing the damage they should be removed, but at least the property should be cleaned
up.

Clerk reported due to the fact that manuel operation of the furnace through the
setting of a clock instead of a thermostat is unsatisfactory; and inasmuch as it has
never proven satisfactory to have a thermostat inside the City Hall, he suggested that
a weather thermostat located on the outside of the City Hall would be more satisfactor
for this building. Bremerton Oil Burner Service man, Don McCloud, had estimated the
cost at about $140.00 plus installation, and Clerk recommended such an installation
should be made.

and should be replaced. Deliveries are 80 months in the future and the order should
be placed as soon as possible. Bremerton is planning ~ add sewer and garbage billing
to present equipment and this would double volume of work on old machines. Delay in
hopes of better deliveries would only prolong interval between now and delivery.
now would put the City on the list and is the best protection of future billing opera-
