Clerk read letter addressed to City Council, dated November 5, 1946, from Alpha
Vending Machine Company, 8440 58th Avenue S.W., Seattle, re Ordinance No. 1868. Lette
stated if ordinance was interpreted correctly only one l~ vending machine may be in
operation or a paYment of $8.00 each must be made on all over one. But $5.00 tax must
be paid on each l~ amusement device, and there is no provision for replacement of
labels or their transfer to other similar devices, or moving of one machine from one
location to another, except by obtaining new license and label. In case either kind
of machine is installed late in the year the cost for however short a period is the
same. If machine is remove~ it may not be installed elsewhere without payment for
another license for the full year at a new location. Nearly all coin-operated machin,
are owned by'persons making a business of operating a number of them, usually on a
percentage basis. It is often necessary for an operator to replace machines which
have been damaged or need refinishing or are out of order with machines of the same
kind. Sometimes many such replacements at a location are necessary during the course
of a year. Average 'yield from l~ amusement devices is low and operators must have
many locations to earn a living. Writer came to Bremerton recently to seek locations
and to service machines and learned ofthis ordinance. It will be impossible to oper-
ate any of their machines in Bremerton if the ordinance is made effective without
amendment. Signed T. C. Phinney.
Mr. Phinney was present and stated that he had decided to follow the letter up,
and would answer any questions in reference to it, but thought the letter covered his
point quite thoroughly. Mr. Phinney stated ha had been operating in Bremerton over
twenty years, and so far as he knew there had never been an ordinance on these machine
Mayor commented Ordinance No. 1668 had been drawn up and adopted on a recommendation
from the Chief of Police, and it was a simplification of various ordinances to make
a clearer understanding of this problem. Mayor also suggested that the Chief of Polic
no doubt had a'very good reason for recommending the changes, and suggested that Mr.
Phinney talk the matter over with the Chief of Police.
Motion by Mr. Kean and Mr. Gorst to note contents of the letter and refer to the
Chief of Police to meet with Mr. Phinney, and return the letter to the Council with a
study and recommendation, carried.
Mr. Phinney left to discuss the matter with the Chief of Police and upon the
Mayor's suggestion Assistant City Attorney also Joined Mr. Phinney and the Chief of
Police to discuss the matter.

1 typewriter desk, $ tables, 1 Detecto Grand Scales, 2 Garbage Cans, 1 Deep Fat Fryer

the only thing of any particular worth would be the potato peeler and that there was
a $130.00 lien on that. Also, the Chief of Police wants the typewriter desk in hie
department.
It was decided that in order to break even the equipment would have to be sold
for $225 plus the $130, but that this would leave nothing to take care of the rent.
Nayor commented however that the place had been fixed up when the Wafflechip first
moved in and that quite a sum had been spent by the company to fix the place.

ing that Taxi Cab license far Lewis William Scott be revoked as Police Department has
had numerous complaints on him drinking while driving taxi, and on November 2, 1946,
he was again observed drinking while driving by Officer McKeehan whose report was
attached. Recommended that the above request be approved by Commission, as Police De-

facts and attached complaint report, should not be permitted to operate a taxi in the
City of Bremerton. Signed by Chief of Police Lewis and Captain in Charge of Traffic
T. K. Phillips.

requesting that Taxi Cab License for George Edward West was revoked for the following
reasons: Mr. West has been arrested several times for various traffic violations, and
has been a constant agitator so far as obeying traffic rules and regulations. Has
observed many times disregarding pedestrians in cross-walks, speeding through school
zones, etc., but whenever he notices a police patrol car or motorcycle, he slows down
to legal speed, making it impossible for the officer to "clock" his speed. Despite
numerous warnings he continues to violate traffic regulations. It is recommended that
his Taxi Cab License be revoked, due to his inability to cooperate with the Police
Department, and his continual violation of traffic rules and regulations. Signed by

Clerk read letter from Associated Architects, dated November 1, 1948, addressed
to Mayor, stating that their firm would like to be considered for the award of archi-

at this time. Chief of Police remarked that he could see what Mr. Phinney is protestiz
and that it did not seem quite right that he should have to get a license on a machine
to replace a machine that already has a lic§nse, and that some provision should be made
in cases of this sort. After some discussion on the matter, Mr. Phinney was requested
to submit his tax reports over a six months period, so that it could be decided whetheI
