Motion by Mr. Gorst and M~. Kean to pass Resolution No. 849, carried as follows~
Mr. Kean, yes; Mrs. Haddon, ~bsent; ~.~Mr. Gorst, yes.
Mr. Donald R. Rowley, 1~46 Gregory, was present, and proposed tha~ the City rent
property at the Head of the Bay to him. Btated there are ~0 to 100 men working in
Bremerton logging on a small scale. They are working on a small margin and so must
dispose of logs as quickly as possible in order to stay in business. The city owns
property on the East side of the Garbage dump at the Head of the Bay and Mr. Rowley
desired to rent it to put in a boom, and he would then buy the logs and boom them to-
gether and ship to the mills. He would do the necessary work to make the property
satisfactory for his use, and would leave it in as good or better condition than when
he took it Over. Asked for the whole space owned by the City and would turn it back
to the city if given ten or twenty days notice to vacate. Mayor suggested that a
written agreement be prepared establishing the rent to be paid, and including the sti-
pulation that all expenses on construction of the boom piling be taken care of by Mr.
Rowley, and that the property will revert back to the city on ~0 days notice. Mr.
Rowley agreed to post a bond to the effect that when he relinquishes the property it
will be in as good or better shape than when he took over.
Motion by Mr. Kean and Mr. Gorst to authorize the Mayor and City Clerk to sign the
agreement after its preparation by the City Attorney, carried.
Mayor co~m~ented that the Council would be in favor of the project, if it did not
interfere math the small saw mill now operating. Mr. Rowley stated it should not in~
terfere as the saw mill now in operation can not handle big logs, and he felt sure
they would get along. Mayor repeated that nothing should be done to interfere with the
operation of the saw mill operated by Mr. Brigham.
Clerk stated that Puget Planes, Inc., had been organized in Tamoma and sold stock
amounting to over half a million dollars for operation. They are looking for a place
to manufacture planes by an airport and near a railroad. Their planes are very radi-
cal in design, and Clerk stated are at least ten years ahead of other planes, and that
they had won.an international contest on design of civilian planes. Their models had
recently passed the C.A.A., and they are now ready to begin manufacturing. Bremerton
has the ideal spot for such a plant, and Clerk suggested that letter should be written
inviting them to come over and look over the sites, and that this should be attended
to immediately as several towns are interested in the plan.
Motion by Mr. Kean and Mr. Gorst that the City Clerk be instructed to request
Puget Planes management to come to Bremerton and survey the available facilities,
carried.
City Treasurer reported that a bill has been received from Tracyton ~ater District
in the amount of $950.00, dated October 2?, 1946. If paid in ~0 days there will be no
interest, or can be paid in ten equal installments and 8% interest. Treasurer
he had talked with Ernie Lent, and that the Tracyton Improvement Club and Water
are interested in the purchase of the land, but do not feel they should pay the full
price which the city paid for it. The two organizations are to meet and will submit
offer to the City Council of Bremerton. They will not pay the first cost, as it will
cost more money to fix it up for a park as they plan, but Mr. Lent thought they would
offer about two thousand dollars. Treasurer commented the property had cost the City
$2B~0.00, and now there is the $~80.00 assessment against it.
Motion by Mr. Kean and Mr. Gorst to refer the matter to the Commissioner of Fi-
nance, who is in charge of the Department of Sanitation, carried.
City Attorney reported that the ordinance had been prepared on the garage depart-
ment, but it was decided to hold it until the return of Commissioner of Finance.
Motion ~y Mr. Kean and Mr. Gorst that all bills be allowed if approved by a maj-
ority of the Council, carried.
Mayor commented there had been a good deal of discussion at various times in re-
gard to building a City Hall Annex across the alley, and that the extra space is
needed. Now it seems that the building by the Recreation Center across Chester is
now desired by the School Board for office space, and the School Board will arrange
rental of the building from the City. In view of this the Mayor suggested that the
City should go ahead with the building of an annex across the alley.
Motion by ~. Ke~ md Mr. Gorst that the City Clerk and Purchasing Agent be in-
structed to call for bids on working plans Md specifications for a two sbory City
Hall A~ex on Bu~ell~ to be approximately 58 feet by lO~ feet, proposals to include
architectural and engineering supervision, to be returnable November l~, 1948, carried
Motion by Mr. Gorst md Mr. Ke~ to adjourn, carried.
