Clerk read letter d~tod October 17, 19~6, addressed to ~ayor and City Council, ~e ~unfcipal Garage Operation, which stated it ks evident from financial condition of Gar- age that it la not paying its wa~y. £u~t--y of operations indicate that one of the pri- mary reasons is that all labor is charged at regular' rate making it necessary for shop operation to absorb all vacation and retiremen~ costs. Costs come to 12% and under present system garage is netting 3% on labor sold, whereas it originally contemplated 15%. Labor a~¢Oumt~..~a~,~aboutehal~ilc~rges]~ooothe~ddepartments and the garage has been stru~$1~ng along on 9% overhead for all operations. Showed statement of opera- tion of cash for the Garage Fund for first nine months of year with an overdraft of :~8,756.~5 to September GO, 1946. Some of increase in overdraft is due to large tire inventory, but in order to get Oarage on sound basis following recommendations are mad~ (1) Overhead percentage on all labor and material charged to other departments to be increased to ~0% until it is feasible to make a reduction. (2) 11~% of hourly rate charged on all repair orders and be used in figuring service charged for gas and oil. To include any time spent in connection with outside work, which shall be charged on repair orders. (3) Ail departments excepting Fire, Traffic ~.~otorcycle and Water Supply shall be required, except for body and fender work, painting and collision repairs, to use repair facilities of municipal garage excluding all outside shops, the chief mecha- nic being the only person authorized to order outside work. ~aen outside work is per- formed, department having work done shall be billed direct, rather than being billed thru municipal barage. (4) Ail departments, excepting Fire, Traffic ~otorcycle and Water Supply, shall be required to purchase all automotive repair parts, repair sup- plies, accessories, tires and tubes from Municipal Garage and bills or claims for pay- ment of such merchandise shall be paid 'by ~unicipal Garage whenever possible. When such supplies must be purchased from Fire, Sanitation or other City Department for the reason that the Ganage is closed, such department furnishing such supplies shall bill department furnished such supplies at cost plus ~0%. (6) Chief accountant should be di- rected to study shop methods now used, with an aim of devising more accurate procedure in accounting for shop time and materials, and in event finds such procedure would re- sult in less time and materials being absorbed by Garage he should be empowered to re- quire that such procedure be put into practice. (7) General Fund shall loan $10,000.00 to Garage Fund to be repaid, together with furies previously advanced, at a rate of not less than $200.00 per month, and at such greater rate as may be deemed advisable from time to time by City Treasurer, City Auditor and Chief Accountant. If above procedure is followed believe operations of Garage, based on first six months experience in 1946 will increase yearly earnings by at least $5,000.00, which should keep it on a paying basis and eventually liquidate its indebtedness. Suggested that if foregoing is ap- proved the City Attorney be directed to prepare an ordinance amending Ordinance No. 1Sgl and embodying the suggestions contained. Respectfully submitted by Howard I. Gorst, Commissioner of Public Works; Wendell R. Vaa, City Auditor; John H. Short, Chie Accountant.
