Clerk read letter dated October 15, 1946, from James W. Carey & Associates ad-
dressed to Ci. ty Clerk acknowledging receipt of notice that City Council has awarded
contract to them for engineering services in connection with sewage disposal. Two
engineers have been assigned to the first step of preliminary work involved in the
sewage problem. Intention of James W. Carey to be in Bremerton, Thursday morning,
October 17, to discuss matters re the contract with Commissioner of Public Works and
City Engineer. Expressed appreciation for favorable consideration given.
Mr. Gorst reported that Mr. Carey c~me over and a contract bad been worked up
which had been approved by City Attorney, but that the State Ex~niner had suggested a
change, and that was bein~ taken care of, and that the matter would be ready for next
Wednesday's meeting. Mayor suggested that contents of the letter be noted and letter
filed.
Letter was read by Clerk addressed to City Co~nissioners, dated October 16, 194(
from Department of Public Health, making suggestions regarding the operation of the
city sanitary fill at the Head of the Bay, which have arisen as result of routine in-
spection of the fill, and if carried out should result in more satisfactory operation.
Practice of burning on top of the fill has occasionally resulted in setting fire to the
remainder of the fill causing smoke and odors which have been a nuisance and which are
~avoidable. Recommended that this practice be discontinued and steps be taken to ex-
tinguish any fire which may start accidently. State Department of Health has made a-
vailable services during the winter months for the eradication of all rodents in gar-
bage dumps and sanitary fills. This is available upon request through them and considi
of complete eradication of all rodents by the use of poisons and fumigation. Report
is made regarding number killed and practice to follow to eliminate future infestation~
Feel that the rodent problem is not serious but it might be advisable to request such
a service now in order to acquire definite information regarding the extent of the pre-
sent infestation.
Motion by Mr. Gorst and Mr. Kean that the City Clerk be instructed to request
rodent control to be obtained and used at the sanitary fill, carried.
Clerk read letter addressed to Board of Trustees, Firemens' Relief and Pension
Fund from Assistant City Attorney, regarding conference held at City Hall, after which
Attorney had checked files for previous correspondence. On February 8, 1946 wrote
Board a letter enclosing opinion from Corporation counsel's office in Seattle to Seattl~
Firemens' Relief and Pension Fund Trustees. Enclosed copy of letter written on Feb-
ruary 8, together with copy of Corporation Counsel,s opinion dated December 27. Attor-
ney stated at that time that his office was in accord with Corporation Counsel's op-
inion and probably regulation or rule adopted regarding payment into the Firemens'
Pension was adopted as result of this opinion. State Law apparently provides for the
granting of up to 5 ye2rs credit to policemen for time served in Military duty, but is
silent as to credit given firemen. Attorney therefore believes that in addition to
the ~oard ma~tng a rule regarding the payment into the Pension Fund of the deductions
which would have been paid during the member's absence in ~ilitary service that the
City Council should also adopt an ordinance granting t~ the firemen the same credit
toward retirement which the State Law grants to Policemen. This is a different conclu-
sion than was reached at meeting in the Mayor's office, and if any members of Fire De-
partment feel they wish to discuss the matter again Attorney will be pleased to meet
with them. Attorney suggests that copy of Corporation Counsel's opinion be posted
where all the Firemen may read it.
Some discussion ensued and Mayor commented he thought the matter shoulm be han-
dled by the State. City Clerk suggested this might be a good subject to bring up for
discussion at the Association of Washington Cities.
Motion by Mr. Gorst an~ Mr. itean to refer the letter to Fi~emens~ Relief and
Pension Board, carried. ,

Mr. Gorst co~mmented the work had to be done, and would just become a part of
the L.I.D.
~otion by Mr. Gorst and ~r. Kean that the change order be approved, carried.
Clerk requested permission to dispose of the tank in the basement as Junk as it
would be necessary to cut it in two pieces before it could be removed, and ~hat this
would be less expensive than to get a plumber ~o remove the tank, as the furnace would
have to be shut down for several days, and pipes disconnected. The heating system had
just been repaired but the removal oi' the tank was not a part of the contract.

of the Tracyton Garbag~ Department property, an~ that ~r. Lent was not interested

Club ~d Tracyton Water D~strict that had been interested, but that they were not
willing to pay the price the City required for the property. They had desired to make
a park in that district. ~ayor co--anted that the cost of the property was so hi~
on account of the assessment wi~ich had been put on it by the Tracyton ~ater District,
and perhaps they would desire to reso~nd this assessment. Treasurer stated that he
had suggested to ~r. Lent that the interested parties write a letter to the City Coun-
dtl of Bremerton making ~ offer.
Mayor stated he would like to reappoint ~r. Harold Lebo to the planning and
Zoning Co~ission.

and Zoning Co~ission, appointment to expire in 19~g, carried.
