Letter addressed to City Clerk ~ated ~ctober 2, 1948, from Fordyce & Compmay was
read by Clerk regarding city's plans for the construction of sewage disposal plant, and
believe they can be of assistance in the matter of financing the improvement. Have
done a great deal of this kind of work in the Pacific Northwest and have money availabl,
at an attractive rate of interest for situations of this king. Would appreciate an op-
p~rtunity or ~iscussing the matter with Clerk or Cottucil at any time. Asked that~ the
C~erk bring to the attention of proper persons in charge of the improvement, and also
stated would be quite willing to meet with City Council and ~iscuss this matter in de-
tail. Enclose8 self-addressed stamped envelope for use in this matter.
Treasurer commented some help might be needed if this was a large assessment.
Mayor suggested that receipt of the letter be ~cknowledged, contents be noted for futur,
reference, and that Fordyce & Company be notified that plans are not yet completed,
but will be notified if and when assistance is necessary.

Recommendation from City Engineer dated October 8, 19~6, regarding letter from
Nfs. Stone, concerning tract of land formerly part of 10th Street west of Hewitt, was
read by Clerk. Mrs. Stone's letter had been referred to Engineer at a previous meeting,
and Engineer recommended that the tract of land be vacated, and one half of same go to
the adjoining property as shown on map which was attached. Description of tract is as
follows: "Beginning at the northeast corner of lot l0 of block ~ of Union High School
~ddition running thence south and along the east line of said lot l0 a distance of 81
feet to the northwest corner of lot i of block 20 of Reeses 1st Addition; thence east
~nd along the north line of said lot i a distance of B?.B~ feet; thence north westerly
distance bf 8~.0~ feet to the place of beginning".
i Treasurer commented that this tract was originally dedicated to the city for a
thoroughfare, and if not used for that purpose would revert to the original property.
This particular tract in question had been requested from several other councils, and
the Con~issioners decided it would be a good plan to go out and loo~ at it, in order
to understand the situation.
Notion by Mr. aean and ~r. Gorst to refer to the Committee of the Whole, carried.
Clerk read letter from Burroughs Adding Machine Company addressed to Water De-
partment, City Hall, containing an offer to service the Burroughs Machines at a semi-
annual rate of 4.04 per machine. Mr. Casad, Water Superintendent, recommended approval
of the offer to service the machines.
Mayor suggested that all service contracts on Burroughs Machines be consolidated
under one contract, instead of individual contracts for each department. Clerk ex-
plained that there would be no advantgge to this as the rate would be no cheaper and
such a plan would only complicate the payment.
Motion by Mr. Kean and Mrs. Haddon that the City Clerk be authorized and directed
to siEn the contract on servicing Burroughs Machines, carried.
Letter was read by Clerk addressed to City Attorney from Water Superintendent,
dated October 8, 1946, submitting an itemized record and bill for water services fur-
nished the Superior Chip Company located at Second Street Dock from start oI' service
December 21, 1945, to November l, 1946, total amcunt of bill after meposit and payments
were deducted $80.10, and Water Superintendent asked that this amount be included in
the suit brought for rental on the building, and stated would appreciate advice in the
matter.
Question was raised as to how a water bill would be allowed to run along so long
without a payment, and the suggestion was made that there was probably only one meter
on the Second Street Dock and the amount of water was pro-rated among the various ten-
ants. Attorney remarked that it is now too late to include this amount for water in
the suit, also that the City would perhaps not even receive enough to settle the amount
of rent due.
Motion by Mr. Kean and Mr. Gorst to refer to Mr. Short, Water Department, for
study on leases on the Second Street Dock relative to water bill obligations, carried.
Clerk read letter from Federal Public Housing Authority, addressed to City Council
dated October 8, 1946, which stated on October l?, 1945, a stipulation for the dismis-
sal of R-VII:Land:WASH-45336 Parcel 2 was executed, and upon investigation they find
that this land was not taken under condemnation, but by lease. Their Central Office
has requested that enclosed form of release be executed, which serves the ss me purpose.
Asked that original and 7 copies be signed and returned, and then a fully executed copy
will be returned to the City. Early attention will be appreciated. Signed Lee S.
Marks, Chief, Appraisal & Land.
Motion by Mr. Gorst and Mr. ~ean to authorize the Mayor and City Clerk to execute
the agreement, after it is cleared through the Engineer's Office, carried.
Clerk reported that the lights in the Clerk's office are very unsatisfactory snd
requested permission to have them corrected.
Motion by Mrs. Haddon and Mr. Kean that the Clerk be authorized to attend to the
lighting, carried.
Mayor suggested if the present fintures in use in the Clerk's 0ffice~'were removed
that they might be satisfactory in the Mayor's Office as he is not satisfied with the
fluorescent fixtures now there.
Clerk also suggested that the venetian blinds in Clerk and Treasurer's Offices be
cleaned as this might also improve the lighting.
Motion by Mrs. Haddon and Mr. Kean to grant authority to the Clerk to have the
blin5s cleaned, carried.
Judgement in the amount of $50.60 against the City was presented by the Clerk.
Attorney reviewed the case which was in regard to Eddie L. Fey, who was arrested on a
hit and run charge. He was arrested outside the city limits on a city warrant and
Judge Sutton dismissed the case as a city warrant was not effective outside the city
limits. City appealed the case to the Supreme Court, but due to war shortages the
printer's office cas a day late in preparing the proofs, which caused them to be a day
late being filed in the Supreme Court and the case was dismissed for that reason, an5
thrown out of court, and that this is a claim that the City will have to pay.
Motion by Mr. Gorst and Mr. ~ean to refer to City Auditor and City Clerk for pay-
ment, carried.
Dr. Town, City Health Officer, was in the audience anU Mayor turned over the in-
formation on proposed X-Ray examinations for all persons who were connected with the
handling of food, also reviewed the meetings that occured on this matter.
Clerk asked Council's ~ecision on proposed Ordinance No. 1895 regarding reimbursi~
retirement fund, and the Ordinance was calendared until next regular council meeting.
Assistant City Attorney read Resolution No. 541, as follows:

Some discussion ensued on readvertising this property for sale, but it was decided tha
it is not a very good time to try and sell property at the present time. A previous
motion had been made at Council Meeting on September 18, 1946, instructing the City
Clerk to readvertise the property upon the improvement of its appearance.
Motion by Mrs. Haddon and Mr. Gorst to rescind motion of September 18, 1946, in-

Co~missioner Gorst reported on bids on sewage disposal, consulted with the City

not to exceed $4,500, total fee amount equal to 6~ of total construction cost; James
~. Carey, 1~ of amount of cost of work listed, or lump sum of ~5500 whichever is

was willing to go to work immediately, and therefore the Commissioner of Public Works
and City Engineer recommended that the bid be awarded to James W. Carey.
Motion by Mr. Gorst and Mr. Kean that the bid on sewage disposal be awarded to
James W. Carey and that he be notified of the award immediately, carried.
Clerk read copy of letter addressed to Bremerton City Plam~ing Commission, dated
October 5, 1946, signed by E.E.Riddell, Secretary of Tracyton Improvement Club. Let-
ter reported that at last regular meeting it was brought to their attention that the
Government Housing Authority was about to sell the coal dock at Sheridan Park tnd that
it would probably be used for a cement mixing plant or other commercial use which
would be a detriment to a residential district. As it is on a main thoroughfare'would
present extra hazards in additional traffic and being adjacent to playfield vmuld
present further hazards. Coal dock was tolerated as a war necessity but should not be
allowed to continue. Therefore they recommend that when the property is sold it be
rezoned as a residential district. Also copy of letter to E.C.Searle, Secretary
Bremerton Housing Authority which enclosed above copy of letter, contents of which
should be called to the attention of the Committee on Housing Facts and Goals. Also
letter stated copy of both letters were to be sent to the Bremerton City Council.
It was remarked that the original letter was sent to the Planning & Zoning Com-
mission, who would take it up st their next meeting.
Motion by Mr. Kean and Mr. Gorst that the letters be made a matter of record and
filed, carried.
Motion by Mr. Kean and Mr. Gorst that all bills be allowed if approved by a ma-
jority of the co.aneil, carried.
Assistant City Attorney remarked that when the first fireman's petition was filed
the initiative was not given a number aha suggested it be made Initiative No. 1, and
the ordinance number was left blank and suggested that it be given the number 1594A
as it should have a number. Attorney recommended that the City Cl~rk be directed to
reattach No. 1594A to the first firemen's ordinance, so that the ordinance has a
number. Also, that the Fireman's petitions be numbered, Initiative concerning salary
be numbered 2, and Initiative concerning hours, vacation an~ sick leave be numbered 3,
also, that the proposed ordinance be given a number immediately to identify it, and
then if it fails to be voted in, the number will be voided.
Notion by Mr. Kean ~d Mr. Gorst to concur in the recommendation of the City
Attorney, carried.
Some discussion ensued on the proposed ordinance and initiatives as to when they
would become effective, and accoring to the Chsrter would become effective in ten days
after they were passed by the voters, and in another portion of the Charter, would be-
come effective immediately.

Kean presiding, Commissioner Haddon, City Treasurer, City Auditor and Assistant City
Attorney being present.
Attorney read Ordinance No. 1698, entitled as follows:
AN ORDIN~ICE of the City of Bremerton approving and adopting the Financial Bud-
get for the several departments of city goverrmlent of the City of Bremerton for the
fiscal year 1947, and appropriating the amounts set forth in said Budget to each of
the said departments for expenditure during said year.
Motion by Mr. Kean and Mrs. Haddon to approve Ordinance No. 1698 on first read-
ing, carried as follows: Mr. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, absent.
Ordinance No. 1699 was read by City Attorney, entitled as follows:
572
AN ORDINANCE of the City of Bremerton levying both general and special municipal
taxes against all of the taxable property within the city limits of the City of Brem-
erton for the year 1948 an~ approving the assessment roll made by the Assessor of
Kitsap Couty therefor, to be collected in the year 1947.
Motion by Mr. Kean and Mrs. Had~n to approve Ordinance 1699 as read, carried as
follows: Mr. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, absent.
Clerk read letter from Federal Works Agency, dated October 10, 1946, re Project:
Wash. 45-124 F, Hospital Facilities, which stated that F.W.A. is disposing of Federall
owned projects constructed under Lanham Act as quickly as possible in accordance with
terms of act. Among facilities to be sold is hospital in Bremerton known as Franklin
D. Roosevelt Hospital. Well constructed brick veneer building completely furnished
and equipped, 10B beds, also 30 bed Nurses, Home, completed March lB, 1944 at a cost
of about $?~2,000. Property is leased to Kitsap County for operation and the County
has indicated it does not wish to continue operation after December 31, 1946. Facitit
is serving real need in the Community and F.W.A. thought City might be interested in
acquiring the property and would be glad to discuss it if the City considers purchasin
it. If the City has no interest in acquiring the facility, would appreciate being so
advised so that they may negotiate with other parties for its disposition.
Mayor commented that there was a need for the hospital but the City is not in a
financial condition to operate the hospital, and that several agencies are interested
in negotiating for it. It was co~ented that at the present time the hospital was onl~
breaking even on expenses, and there was nothing over for repairs and maintenance.
Also several bills are in congress whereby money could be made available to keep agenci
such as the hospital operating.
Motion by Mr. Kemu and Mrs. Haddon th~ the City Clerk be instructed to notify
that the subject was discussed at council meeting and the City is not in a position to
acquire the hospital, carried.
Clerk read letter from BoarU of County Commissioners, dated October 8, 1946, ad-
dressed to ~ayor, advising that petition from the residents in the Gorst Area, asking
for the removal and abolishment of the city-owned garbage dump at Gorst was filed on
October 7 with the Board of County Commissioners. Possibly City Commissioners may wis~
to take the matter up with the County Commissioners so that all matters may be taken
under consideration. Signed Edgar D. Smith, Clerk of the Board.
Mayor commented he thought possibly this petition was partly due to the fact that
garbage was being burned at the dump, and the smoke was unpleasant. The petition was
discussed, and the manner of acquiring the property at the Head of the Bay which is no~
being used was reviewed, also how garbage is handled there, etc. It was also suggested
that the burning be done at night and then it would not be so lik~y to cause trouble,
also suggestion was made that one truck could be used to p~ck up trash from drug stores
etc., and that could be burned at the trash burner. It was explained that by burning
the garbage at the Head of the Bay the bulk was reduced by 70%. It was commented that
instead of having the entire ll acres of the d~mp built up, that only 5 acres was being!
used and that was Just being built up higher. Eventually when this is reclaimed it
will make a good area for some sort of commercial enterprise, and was also commented
the property between Second and Fourth was reclaimed land.
Eotion by Mr. Ke~m and Mrs. Haddon that the letter be acknowledged and referred
to Commissioner Gorst to make a study of the matter and report, carried.
The regional meeting of the Association of Washington Cities to be held at port
Townsend on October ~5, 1946, was discussed. It now seemed apparent that there ~muld
not be as large a party attending from Bremerton as had been originally planned. It
had been necessary for several of those who had planned to attend to change their plan~
Clerk asked for suggestions as to what various members wished to have discussed, and
it was dec]ded that as this would be the final meeting there ~ould be plenty of sub-
jects to be ~iscussed that other meetings had introduced. ~ayor commented that he
would like to see a good crowd attend from Bremerton, as this was a regional meeting,
and the other cities on the peninsula would feel closer to Bremerton.
Introducing a bill at the State Legislature to have the state operate a ferry
between Seabeck and Brinnon was also discussed, as this would be quite an advantage
to Bremerton.
Application from James B. itarris to conduct a walkathon was presented to the
Council. Approved by Chief of Police.
~r. Harris was in the audience and remarked that he had been in charge of variou~
other amusements in t~e City, and had always operated in an orderly manner, and assure¢
the Council that the walkathon would also be operated in an orderly manner.
