HomeMy WebLinkAbout10/01/46 OCTOBER 1, 1946 A special meeting of the City Council, City of Bremerton, Washington, was held in the Mayor's Office on October l, 1946, to discuss wha~.h~ld~fi~s dE the HonSing Auth- ority the City may be interested in acquiring, particularly pertaining to the Duration Dormitories, and to discuss a change order in the contract with the Hugh G. Purcell Company with whom the City has a contract to furnish a quangity of pipe for the Water Department. Those present at the special meeting were as follows: Mayor Keen, presiding, Commissioner Haddon, Commissioner Gorst and Mr. Glen Wilder of the Bremer- ton Housing Authority. Mayor Kean opened the meeting by stating that Mr. Glen Wilder had suggested the Commissioners go out to the Duration Dormitories and take a look at the buildings di- rectly behind the administration building. Mr. Wilder has been informed that the City does not want Dormitories 4 and 5 particularly. Mr. Wilder stated that the particular reason that brought up this matter right at this time was that the Central College of Education at Ellensburg has requested all of this particular type of building that is terminated. Believe all of us are anxious to get rid of those buildings. If we terminate them now, they will be taken by Fed- eral Housing Authority to Ellensburg. Ellensburg has requested them for campus use. If we do terminate them they will give them to Ellensburg as they would be used for housing shortage cfr college and if kept here would not be used for housing. The Bremerton schools have not officially requested Buileings l, 2 and 3, but have said they could use the three across from the administration building for the college. Mr. Stan Wynstra was going to get together with the school board. Mr. Wilder further stated that his particular thought on Buildings 4 and 5 was the they are located right in the block on city property and there might be a use for these two buildings as a continuation of the armual Kitsap County Fair and exhibition pur- poses. They are probably more desirable than the one across the street because all are heated w~th automatic oil heat instead of coal. Mrs. Haddon said that they had pretty well made up their minds as to what they wanteS; however, if the City took the buildings would have to lease them for the rest of the year for that purpose and it would just mean more caretakers. Mayor Kean stated the city did not want to go into the hotel business unless they fall heir to the beds and furniture that go with them, and as far as keeping them, they don't really blend in with the fair picture as well as they could. Mrs. Davis of the school board has told us that they would not want these buildings. As far as the two dormitories are concerned, the City does want them. This was indicated by each of the Commissioners to be unanimously agreeable with them. The Mayor st2ted the City is anxious to acquire the Administration Building. Dis- cussion ensued relative to acquiring the dormitory building immediately north of the Administration Building and how far the left field fence of the ball park would have to be moved to give the size field wanted. 562 ~r. Wilder remarked that the whole building is in the foul line and could possibl make a Jog in the fence and go around the building. Mayor Kean stated he believed the Administration Building and the one referred to would be the ones most anxious to acquire. We would have a well constructed block building which could be utilized and we could remove the portion of the dormitory when we no longer required it. Mr. Wilder statedlregarding the Lanham Act that all temporary housing must be disposed of or may be used for non-dwelling purposes for a non-profit organization. That point is definitely brought out in every form used, that is that temporary housing is not to be used for dwellings. The Mayor stated the purpose the City has in mind would be to house baseball and other athletic teams coming to Bremerton when there is a shortage of hotel space and would be no competition to the hotels. In that connection, we could use the showers installed there, etc. In connection with the number of rooms in the dormitory building, Mr. Wilder sai~ he thought there were 3~ rooms, 18 up and l0 down. These are double rooms. Mrs. Haddon asked if ~t would be possible to obtain the bedding. Mr. Wilder an- swered that the bedding, equipment and furniture would not be disposed of at the time of the disposal of the building and was not sure that the Federal Housing will be the agency to dispose of the furniture, etc. The ~ayor suggested that if the City could get the building that arrangements could possibly be made with the navy yard to get salvage to send out there for beds and bedding. Mr. Wilder said it may be possible to acquire them from FPHA. This point has not been settled yet. Mr. Kean stated there were several things the City could use ~he Administration Building for as well as the one across the street directly north. These are the only two the City is interested in. Mr. ~ilder stated that if the City is interested in Dormitory "B", it is well to point out now that it has been terminated and no~ sure whether the City Should go to the Federal ~orks Agency or the Federal Public Housing Authority. The school board. would go the Federal Works Agency because they are not going to use the buildings for dwellings but for administrative purposes. ~r. Wilder stated he could find out ~ust where the City woul~ apply for th~.t building, and believed this should be done right away as it has been terminated. Motion by ~r. Kean and Mr. Gorst that the City Clerk be instructed to contact Mr. Wilder and to form a letter requesting through the proper authority the dormitory building known as Dormitory "B" of Project Wash. ~-808, carried, all members voting Yes. Mayor Kean read for the information of those present letter dated September 13, 1948, from City Attorney to Housing Authority of Bremerton, stating the City is de- sirous of purchasing A(hninistration Building of Duration Dormitories, and the answer dated September 17 from E.C.Searle, Executive Director of the Housing Authority. Mr. Wilder remarked regarding the Administration Building that he has learned since the letter was written that it is quite desirable that the Housing Authority keep the M~nagement Section and Shop Space. The records are kept in a vault in the ~anagement Section and must be intact until disposition has been made; also, several persons will be kept on the grounds and watchman services and routine maintenance will be maintained. The Housing Authority would like some kind of an agreement with the City, if taken over by the City, so that the Housing Authority could keep the offices mentioned as long as there is a need for the services. Mayor Kean said an agreement of that kind could be worked out, and did not see why this could not be blocked off for the Housing Authority. Mr. Wilder said the City could occupy today the Adminis- tration Building. Mayor Mean stated he believed the City shou~ stay out until bedding, etc., is disposed of. ~r. Wilder answered that they are moving the bedding to other spots so that the other section will be completely vacated in every sense. Mayor Kean asked what restrictions will be imposed on its use by the Lanham Act or other law. Mr. Wilder stated none whatsoever to his knowledge right now. Mr. Kean state8 the school is interested in the building, the City may move some activities out there, the church is interested in it, and the veterans will undoubtedl be interested in it. Mr. Wil~er explained relative to disposition of the building t~at after it has been declared surplus and comes up for bids, the building will be offered first to the Federal Govemnment who, no doubt, will not bid, and then next will be offered to the state, county and municipal governments and the City will be able to bid on it. 563 M~or Ke~ stated that it is felt the place for t~ pl~ge wo~d be where ~i- tories 4 and 5 are located, and said the City i~ trying to centralize its activities so ~at we don't have a maintenance cost all over the city. Further discussion was had concerning acquiring of bedding, etc. Clerk read letter from C.C.Casad, Water Superintendent, and Hugh G. P~cell Com- pany. Mr. Casad reco~ended change order to pe~It shipping of pipe on order f~m Purcell Company by rail instead of by ste~er. The additional cost would be 0.25 per foot; however, it was stated by Mr. Gorst ~at part of this figure would be offset by the fact the pipe wo~d come ri~t into Bremerton by rail but would have to be re- shipped if coming by water either by barge or other method. It was pointed out only 2,000 feet would come by rail as that is all that is needed for certain improve- ments in water supply in Bremerton. F~ther 8tscussion ensued. Motion by Mr. Gorst ~d Mrs. Haddon to approve the reco~endation of Mr. Casad ~d Ch~ge Order be issued, carried. Mr. Wilder asked in view of the restriction of the use of the Management Section by the Housing Authority, would the City still want the Housing Au~ority to go ~ead and acquire it ~d the Mayor answered in t~ affi~ative. Motion by Mr. Ke~ and Mrs. Haddon to adjourn, carried. Mayor
