1946. City Auditor remarked that Federal Auditor had reconciled his figures with
City's audit, ana that previously Government had requested $9,897.53 which was
$1,153.83 in excess of amount agreed upon. Special bank account for the project has
a balance oi' $6,74~.70, the amount due the Government, and the City Auditor
the Council should direct Clerk to issue a warrant in this amount, upon receipt of

will change the total cost in proportion to the amount of old material used. City
Engineer estimated cost as $30,000.00. Attached was proposed bid form. Some dis-

5V% of property owners and contract holders signed. City Engineer recommended the
petition be denied. Some discussion ensued on denying the petition, and it was stated
that if improvements were deemed necessary by the City that a majority of property
owners was not necessary, but that it had been the policy to have improvements ap-
proved by the majority. Commissioner Gorst remarked that this petition called for
improvement by complete paving with concrete, and concrete is hard to get at the pre-

East llth Street, who owns the West bali', except the North 150 feet of Lot 7, Tebetts
Decatur Acre Tracts, Kitsap County, Washington. Protest gave several reasons for
objection, as follows: Did not benefit his property, owns no property on Ironsides
for ingress or egress to his property, and tsar his frontage on any street is only
sixty feet; Assessment is exorbitant and greater than benefits to be received and is
more than he can afford to pay; He is totally and permanently disabledvweteran and
unemployed and cannot assume the financial burden. Commissioner Gorst remarked that

Mayor commented there had been some discussion on extending the fire alarm
system in the housing projects and the matter had been referred to Fire Chief Yett,

tage. ~r. Searle had been contacted and informed that nothing would ce done until
it was decided what was to ~e done in regard to the housing projects, and Mr. Searle
had agreed.
City A~torney reported on the suit in connection with L.I.D. A2 in Charleston,
and it seems the case can be settled for arouna a thousand dollars. City Attorney
sta~ed the matter had been taken up with the State Examiner, and that Mr. Davisson
had objected to the proposed settlement on account of two attorney general's opinions
and the City Attorney's office would probably suggest preparation oI' an ordinance
appropriating necessary funds for settlement setting forth all facts and submission
of same to the Di~sion of Municipal Corporations for any up to date opinion of the
Attorney General in order that the Council can Oe i~ully advised before steps are taken
to settle the case~

to purchase the property for Water Departmen~ he would appreciate the warrant being
