Treasurer and Assistant City Attorney, being present.
Motion by Mrs. Haddon and Mr. Kean to approve the minutes of April 24 and 26th,
1946, as written, approved.
In connection with reading the minutes the Mayor commented that he preferred
having the minutes read, but that they had become too lengthy and it took too long
to read them.

Department; Raymond Darling, Fire Department; Edwin P. Sherman, Police Department;
Floyd C. Russel, Sanitation Department; and Doris Smith, Water Department.

reation Department; Blanche I. Avery and Ed Weller, Water Department.

carried.
Changes in Pay Status were read by Clerk, as follows: Wesley K. Stone, Fire
Department; Dora E. Cooke and Loma Olevson, Library.
Notion by Mr. Kean and Mr. Gorst to approve Changes in Pay Status, as read,
carried.
Clerk stated this was the date set for the hearing on the suspension of taxi
driver's license of Joseph Oldham Hansen, as recommended by Chie~ of Police, and
read letter from Chief to City Commissioners, dated April 18, 1946, in which Chief
of Police stated reasons on which his recommendation for suspension were based, which
were "Hawking" and loading passengers in an unauthorized zone. Mr. Hansen, was in
the audience, ~and presented his version of the circumstances. After considerable
discussion, the Chief of Police reiterated his recommendation.
Motion by Mr. ~ean and Mr. Gorst to concur in the recommendation of the Chief
of Police, and that taxi driver's license of Joseph 01dham Hansen be suspended for
fifteen (1§) days, carried as follows: Mr. Kean, yes; Mrs. Haddon, No; Mr. Gorst,
yes.
Discussion ensued on taxicab ordinances and the advisability of further amend-
ing the ordinances. Assistant City Attorney stated that the policy of allowing only
five cabs at the Ferry was not in the ordinance, but an order from the Chief of Police,
and that this was agreed to by the cab owners and the unions. Mayor enquired what re-
dress a man would have on a suspension, and Assistant City Attorney stated that no-
thing would be speedy enough, also that the license was not picked up by the Chief of
Police on a suspension until the man had a hearing, and Council agreed to the sus-
pension. Mayor commented that so long as taxi ordinances had been prepared and re-
vamped as requested by taxi owners and unions, and that they had concurred in the
order of the Chief of Police, they should abide by them, and that it was no pleasure
for the police to try and enforce the ordinances and order. Assistant City Attorney
stated in his opinion there are too many cabs in Bremerton, that some of the larger
companies gave good service, and that taxicabw were a public service and should be
controlled. Some taxis just operate when customers are greatest and then sit around
and loaf, but that the larger companies have cabs running 24 hours a day, and that
eventually the cabs which only operated at rush hours would run the others out of
business. He also stated that a specified number of hours a day for cabs would be
advisable. The Public Service Commission in Olympia requires specific number of hours
service for buses, and the City should run the taxis the same way, and such a policy
would give better service. Also, that now some cabs refused a customer who was only
going a short way. Chief of Police stated that he had heard this same complaint but
that the last amended ordinance had contained a clause which should eliminate this.
Chief also stated that it was necessary to only allow five cabs to meet the ferries,
because otherwise all cabs would be there, and there Just wouldn't be room. Assistant
City Attorney stated that the City should demand a measure of service and some cabs
could not give it so it would run the undesirable ones out.
Clerk stated this was the date for the hearing on the revokation of the Taxi
Cab License of Philip F. Bray, and read letter dated April l?, 1948, signed by Chief
of Police of Lewis recommending the revokation, as letter stated Mr. Bray was intoxi-
cated, while on duty. Mr. Bray, who was in the audience, stated that he was not in-
toxicated, but that he was very tired, that the beer found in his cab was left there
by his last customer, and that he had planned on turning it in to the dispatcher
when he pulled in to the cab stand, but the stand already had two cabs in it, and so
he pulled in to the curb until a space would be available. Mr. Bray also stated that
he did not plan on driving cabs any more, but that he was a truck driver, and wanted
to get the revokation cancelled, if possible, so that he would not have it against
his record, as he had been driving trucks for years, and had nothing against his re-
cord up to this time. Chief of Police stated that there was nothing on police court
records against Mr. Bray before this, and that if the Council desired to suspend the
man's license instead of revoking it, that would be O.K. with him.
Motion by Mr. Keen and Mr. Gorst that the Taxi Cab License be suspended for
a period of thirty (30) days, carried.
Letter was read by the Clerk addressed to himself, dated April 2§, 1948, and
signed by Howard V. Doherty, enclosing claim of Ralph Amanda against the City of
Bremerton, in accord with the request of March 14, 1946, in which Mr. Amanda was ad-
vised that t~m City Council would take no action in regard to his LID #42 bonds until
claim was presented. Letter also requested advice of receipt of letter and filing of
claim when received.

the matter to the City Treasurer and City Attorney, carried.
Mr. Brigham was in the audience in connection with a lease from the City of
Bremerton. Mayor commented that he and Mr. Gorst were in Port Orchard when the County
Commissioners were in session. Made the Comment that Mr. Brigham was applying for
this property ~rom the City, and the Commissioners wished to have it zoned, and that
they had filled out a blank. Stated that the County Commissioners were meeting to-
night, and it would be a good idea for Mr. Brigham to attend the meeting. It was
suggested that the City Clerk attend the meeting with Mr. Brigham, because the City
would have a better chance if it was represented. Assistant City Attorney read copy
of the lease which had been prepared.
Motion by Mr. Keen and Mrs. Haddon to approve the lease subject to rezoning
by the County, carried.

time. Stated they would like to use the Public Library, Civic Recreation, Fire Hall
#l, 1402 Park Avenue (City Park) and the Water Department Garage, on July 9th and
November 8th, and requesting a reply to the request.

Clerk, with the power to act, carried.

Mayor, signed by Carson Conrad, requesting a copy of the "Long Range Recreation Plan"
For survey, and enclosing a Postal Money Note in the amount ~l.00 to cover the charge
for this material and service. Mayor stated this had been brought up in view of the
fact that the postal note was made to him.

to see that the money gets in the proper channel, carried.

tural Engineers. Matter was called to Mayor,s attention by Puget Sound Construction
Council, and they were requested to submit a llst of names of those qualified and
willing to serve, which they did. After discussion with the other two Commissioners,
the Mayor appointed the following, with terms to expire January 1, 1949: Architect -
W. J. Nilliams; Builder - L. J. Blethen; Attorney - Olaf Johnson; Structumal Engineers
C. E. Corset and C. E. Johnson.

Assistant City Attorney read Resolution No. 514, as follows:
WHEREAS, a Navy tug, identified as YTM 7, during the year 1948, caused certain
damage to the Second Street dock belonging to the City of Bremerton, and
WHEREAS, thereafter, negotiations were carried on between the City of Bremerton
and the United States Navy Department, to the end that the damage caused by Navy Tug
YTM 7, was fully repaired, now, therefore;

Clerk read letter dated April 29, 1946, to the Mayor from Awsembly of God
Temple, Inc., signed by Karl F. Leonard, which stated that at the last meeting of the
Ministerial Association of the city, it was learned that an application had been filed
with the City Council for a permit to sell beer in the grandstands at the local ball
field, and that Mr. Leonard and the entire congregation, most emphatically protest
granting license for such sales.

Letter was read by Clerk, dated April 30, 1946, to the Mayor and signed by
Ernest Yett, Fire Chief, in regard to the boiler at the Manette Fire Station. Stated
that the boiler had not been at all satisfactory, and that entirely too much coal was
used. Several men looked at the boiler and told Chief Yett that the fire box is too
large to be economical to operate. Stated he had checked it himself as with a hand
fired boiler it is impossible to keep even heat. Chief Yett stated the equipment was
not abused and was kept in good repair, and that it was evident that the automatic
injector valve stuck and was not due to the fault of the man who was tending the fur-
nace at the time. Letter also called attention to the fact that the FWA put in 4
boilers and 3 of them have gone bad, and that Fire Chief felt sure that it was not
due to the fault of the man who cared for them. Mayor stated this letter was in the
nature of a minority report on written report which was requested by the Council from
City Engineer, City Clerk and Mr. Wilkes, and Fire Chief. The other members had al-
ready made a report.
Motion by Mr. Kean and Mr. Gorst that the contents be noted and the letter be
referred to the City Engineer, carried.
Clerk read Claim of Joseph M. Gillotte and Delaina Gilotte. Claim for damages
in the amount of ~1,309.35 were made. The injury occurred on April 17, 1946, at the
extreme south end of the dock on the east side of the building located on the First
Street Dock. DeLaina Oillotte was waiting for a Port Orchard Ferry at the dock, and
in avoiding some sailors who were attempting to molest her, she moved from the part
of the dock immediately in fromt of the ferry gang plank to the east side of the
building and fell through a hole in the dock into the water. Mrs. Oillottee was in
the water quite a long while, clinging to a pile, until rescued, and that she suffered

Letter was read by Clerk from Ernest Yett, addressed to the City Commission,
dated April 29, 1946, which contained a report on the inspection of Westgrove Trailer
Samp. Letter stated trailers and cabins are too close together, and also rubbish was
dumped between the buildings. Electric meters are so close to the ground they can be
shorted out or pulled out by anyone, which constitutes a fire hazard. Stove pipes
~ome out through the top of the roofs with very little protections, and the stoves are
~o close to the walls in many places the heat has scorched the wall. Letter recommende~
~hat if the camp was to continue to operate, it should be made to conform with city
)rdinances. Clerk also stated he had letters from Building Inspector, Electrical In-

with the city ordinances. Letter from Jess B. Spielholz was also discusse~. His let-
