Mr. Ernie Hollbrook, who was in the audience, stated that he represented the
Legislative Committee of the labor unions, and were appearing before the City Council
relative to the traffic jam down on First Street. He stated that he felt much of the
traffic congestion was due to loading of buses in that one block and suggested that
the matter could be taken up with Mr. Hatch and that some of the buses could be
loaded further up Washington Street away from First Street. Further stated that he
believed the City Planning Commission had given a recom~endatioo to ~ away with the
triangular block down there and the Navy is in accord with that recommendation, and
feel it would alleviate the traffic trouble a great deal. Mr. Hollbrook said the
Washington Motor Coach drives up at the busy time with two buses which they back up
the street on ~ashington, thereby tying up the traffic. We feel that the workmen
from the Navy Yard should be helped in gettlng home and not be kept standing on the
street. Mayor Kean replied that the City has not had any recommendation from the
~lanning and Zoning Commission and read a letter from the Bremerton Chamber of Commer
and his reply to that letter, and stated he has not received any comment on proposed
plan. Mr. Hollbrook said he didn't feel the City had to wait for the Planning and
Zoning Commission but that a temporary set-up could be made on Washington Street;
that in front of the USO there is nothing there and that two buses could load at tha~
point. Mayor Kean asked Mr. Hollbrook of the three members of his committee could
meet with the City Council at ~'irst and Pacific tonight at 5:00 P.M. to~serbe

The City Health Doctor, Dr. Spielholz, who was in the audience, reported to
the Council on the action being taken relative to the milk supply for the City.
That during the war the grading of milk hadn,t been enforced due to shortage of
labor and materials, but he felt that the emergency was over mud labor and materials
are available, and proposes to notify the milk industry that on the same date as the
county milk ordinance takes effect that the City will expecE full compltmce with ou~
original ordinance as to grading of milk. This will give them just about one year
from now to comply. This is Just an announcement of the enforcement a year from now
and won't hurt the milk supply at present. About 75% of the milk supply now meets
with our requirements.
Mr. Dewttte, proprietor of the A~rowCab Company, who had come in to the
Council meeting late, asked what had been done relative to his request for per-
mission to install a telephone near a parking meter stand by Woolworth's Store.
Mayor Kean told Mr. Dewitte that his request had beenr eJecte due to pos~ble
confliction between telephone bell and traffic signal bell and that if it had been
granted that possibly many other requests from taxi cab companies would be received
and the City was not in favor of telephones being installed in close proximity
of parking meter stands. Mayor Kean also told DeWitte that arrangements had been
made with Woolworths for a telephone to be installed on their building, using a
light instead of a bell.
Motion by Mr. Kean and Mrs. Haddon to allow all bills presented at this meeting

Mr. K~a~ stated in connection with the closing-off of the windows on the side
of the building facing the new Haas Buildng being constructed, that it was his
suggestion to issue a purchase order to the contractor doing the work there, on a
time and material basis, to have those various windows t~at have to be sealed up,
sealed when the time is opportune so that we may have the light from the windows
as long as possible. Mr. Kean didn't have the cost of the work but did not believe
it would come to more than $500.00.
Motion by Mr. Kean and Mr. Gorst to issue the purchase order to the contractor,
carried.
