Motion by Mr. Gorst ~nd Mr. Kean to adopt the Resolution No. ~07 accepting
the easement to streets in Anderson Cove - Wash. ~dlll, carried, as follows:
Mr. Kean, Yes. ¥~s. Haddon,Yes. Mr. Gorst, Yes.
Mr. Billings reporting on the progress of procuring top soil for Roosevelt
Field stated that he has been working with Nr. Hoffman and Wes Joanson on this matte
Hoffman coul~tn't deliver the dirt because he just couldn't get it out. Hof~nan has
worked out a deal with Wes Johnson for Johnson to take out a shovel and trucks to
bring the dirt in. The minimum amount of dirt that Wes Johnson will bring in is
500 yards. We cmn afford to buy 500 yards of dirt for $1545.00, and $250.00 for
the grass seed, which would leave $205.00 for llme. Tests on the soil shows it to
be very high in nitrogen and wouldn't need much fertilizer. This would ~ave us
about 300 yards of dirt for the outfield which we have anticipated bringing in from
the City watershed. Mr. Billings recommended that a new purchase order be issued
to Mr. Hoffman for 500 yards of soil at the contract price of $3.00 per yard and
delivery to be completed by February 8, 1946.
Motion by Mr. Kean and Mr. G.orst to concur in Mr. Billings' recommendation
and a new purchase order be issued as suggested, c ar~ ed, all members voting Yes.
Motion by Mr. Kean and Mrs. Haddon to allow all bills presented at this
meeting and approved by a majority of the Council, carried
Mr. Kean reported that he had received notice of the 12th Annual Convention
of Association of ~,ashington Cities to be held at Yskima, Nashing~n, May 16 and 17,
1946. Mr. Kean suggemted that as many as the City could spare should go to the con-
vention as the association has beenof som much help to Bremerton, and that the City
Clerk should be included among those to attend.
Mr. Kean stated that the Chief of Police has, with the M~yor,s approval,
notified the various clubs to close at midnight on Saturday nights end at one
o'clock on other nights, and that some compls~ints have arisen from this move.
The Asst. City Attorneys tated there was going to be a meeting at Olympia to
determine whether these clubs were actually legal. They do not come under the
beer parlor closing law. The Asst. City Attorney also s tared that the Elks and
Eagles come under the Steele Act and that is why they close at 12 o'clock, and
there is nothing regarding the opening or closing of "bottle" clubs.
The Asst. City Attorney stated that the Chief of Police had discussed with
him the issuance of temporary permits to taxi drivers while waiting for FBI records
to be checked, ~hich takes all the way from one week to one month or more. Asst.
City Attorney further stated that they do not like to issue temporary permits due
to the possibility of someone having a record and the possibility of ~ individual
causing trouble before the FBI record comes back; however, holding up permits is
hard on returning servicemen who cannot wait for a month or so while the record
is being checked but must go to work. Mrs. Haddon stated that if anyone can
establish his character, he shoul~ be issued a temporary permit without any
additional charge for the permanent license when the report from FBI has been
received. The Asst. City Attorney made a recommendation that the matter could
be referred to the Mayor, City Attorney and Chief of Police.
Motion by Mr. Kean and Mr. Gorst that the matter of temporary permits for
taxi drivers, licenses be referred to the City Attorney, the Chief of Police
and the Mayor, carried.
Mr. Billings asked if the City Attorney had received any response from the
cafeteria yet and the Asst. City Attorney stated they had not. Mr. Nutter said
he has contacted Mr. DOwning on numerous occasions during the past two or three
months, and that he had telephoned him yesterday and asked him to come to the
City Council meeting today, but that Mr. Downing has ignored all rec~ests to come
to Mr. Nutter's office for a discussion of the past due rent. Mr. Kean stated
that evidently Do~ning wants to convert the Establishment from a cafeteria to a
restaurant which would cost the City approximately $1,500.00, and Mr. Kean has
~sked Downing to come in and change the lease if he desires a change to be made.
Mr. Kean further stated he would get in touch with DOwning md try to straighten
up the matter. -
Motion by Mr. Kean and Rjr. Gorst to recess until 10 o'clock A.M., Thursday,
January 31, ].946, carried.
