tests against the preliminary budget for the year 1947. Mayor Kean presiding, Com-
missioner Haddon, Commis~oner Gorst, City Auditor and City Clerk being present.
Mayor commented this is the first of the five day hearings to discuss the
Budget, listen to protests and comments ant anything in general pertaining to the bud-
get.
Mr. James W. Bryan, S~., was present and wished to protest the following: (1)
iLarge expenditure planned on cut to be used as approach to Manette Bridge; (2) Expen-
iditure of $78,000.00 out of the Water Fund for a Municipal Garage. (3) Increase in
ia mount of reserve for a new dity hall; (4) Funds on Swimming Pool. Also protested the
ifact that larger totals were in the 1948 budget than were budgeted for the same de-
ipartments in
Also objected to amounts estimated as revenue from Puget Sound Power & Light
Company as occupation tax and to estimated revenue from pinball and slot machines.
~r. Gorst commenbed that since 1945 the City had taken in 40 acres on this side
of the bridge and over 200 ac~es on the other side, and that more money is necessary
for sidewalks, water, sewer, etc. As for setting up money for a new city hall, the
present city hall is over-crowded, and a new one is badly needed. Mrs. Haddon remarked
the Water Department would be repaid by other departments for funds they might have
available to build a municipal garage. Mayor remarked that the comment in general in
the past an~ also present on Bremerton show there is no extravagence, but Bremerton's
receipts are not comparable to other cities of the same size and Bremerton's only in-
dustry is tax free.
Mr. Vaa remarked that if the 4 mill levy is not passed and voted in in the spe-
cial election that the City will be unable to spend the money.
Mr. Gorst requested a change be made in Water Distribution. That Engineer's
Aide and Draftsman maximum salary per month be raised to $230.00 per month, and that
the additional $240.00 be taken out of extra labor.
Motion by Mr. Gorst an~ Mr. Kean to make change as recommended, carried.
There was some discussion re fund for necessary money to be spent on the Head
of the Bay, but it was decided to let the regular engineer's do the work of surveying,
etc.

Water Supply Department. The $10,000.00 set up aw Repair, etc. Gorst Creek Pump
Station under Maintenance & Operation is to be broken down with $4,000.00 for Salaries
and $6,000.00 for Maintenance & Operation. The next item is to be separated with
$1,500.00 for Salaries & Wages and $1,500.00 for Maintenance & Operation. Item 4,
Page 58, to be set up as $5,000.00 Salaries & Wages and $5,000.00 Maintsnance & Opera-
tion. Surveying Watershed Lands, to be $4,500.00 Salaries & Wages and $500.00 Main-
tenance and Operation. The original budget had all these items sst up under M~t~te~anc~
& Operation and Capital Outlay. R?search by Federal Government, $2,250.00 to ~azarmes
& Wages and $750.00 Capital Outlay, Fencing & Other Facilities for Protection of Water-
shed, $500.00 S~ aries & Wages and $750.00 Capital Outlay. Such changes would make
it possible for the City to do the entire work on these jobs.
Motion by Mr. Gorst and Mr. Kean that the changes be made as recommended, carried.
Auditor reported that he was off $2~,494.00 on estimated valuation, as the cdr-1
rect amount according to the County Auditor's figures would be $11,256,506.00 instead
of $11,280,~)00.00 but very little adjustment would be necessary as ~t only made a
difference of $~2.00.

operator, and it was decided to set the position up in the Clerk's Department, as well
as the maintenance of the switchboard.

Engineering Department for insurance, and that $150.00 is to be taken out of Miscel-
laneous and put in Insurance.
There was some discussion re amount budget for cut from Pacific to Washington,
and Auditor remarked there is approximately $135,000 budgeted for this and it will
cost $280,000.00, so is short approximately $145,000.00. Council decided the extra
amount would have to be raised by a bond issue as the Street Department would not be
able to handle such a large amount.

carried as follows: Mr. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, yes.

merton was reconvened at ten o'clock a.m., Tuesday, October 7, 1947. Mayor Kean pre-
siding, Commissioner Haddon, Commissioner Gorst, City Clerk and City Auditor being

City Auditor remarked that an item in the Street Department Budget is set up in
the ~aount of $1200.00 for water for the purpose of flushing the streets and sewers.
The charge for this service has not been settled this year. Further commented that
Street Superintendent feels a charge of $100.00 per month for the w~ter is too much.
Mr. Gorst stated the matter had been checked and the charge was reasonable for the
amount of water used, and that he would explain the matter to Mr. Hatfteld, so that it
is entirely proper to leave the budgeted amount at $1,200.00.
Some discussion ensued re charge on fire hydrants for water, but no action taken.

which the swimming pool is to be built.
