Feel that the maintainence of such office is to the best interests of the City of Bremerton, and the Association is asking only $1.00 from each person. There was some ~iscussion as to whether or not the Council should officially sponsor such contributions from City Employees. City Attorney remarked it seemed simi- lar to Community Chest or Red Cross, and that no employee is compelled to donate, but has a choice whether or not to contribute. It was suggested that the matter be referred to the City Clerk to distribute tickets and information to the various department heads. OCTOBER 1, 1947 (Cont'd) ~tr. J. Harvey Leach was present at the meeting representing the Puget Sound Power & Light Company. City Attorney explained this is in connection with the request for Franchise by P.S.P.L.Co., and that this matter has been discussed at numerous meetings by the City Council, representatives of Puget Sound Power & Light, the City Attorney, Power Company,s Attorney. A proposed ordinance had been prepared which in- creased the percentage of tax to be paid by the power company. There is no provision for free light and power for the city. Attorney outlined procedure to be followed, and slated the Charter requires any ordinance granting a franchise must be filed with the City Clerk for two weeks, and 15 days must elapse between the time of reading and time of passage. At present only action to be taken is for the ordinance to be filed with the City Clerk and he be instructed to publish it. Motion by Mr. Gorst and Mr. Kean to refer the Claim to t he City Attorney, carried. Clerk reported that as instructed by Council, George,Tenge, Boiler Inspector, had made inspection of City Hall boiler. Stated the boiler is O.K., but some changes are necessary to make it safe, one of which is changing of the door of the furnace as present door is type to be used with coal furnace, and the furnace burns oil. A number of tests should be made each day on the boiler which would require services of a boiler engineer. Suggested possibly someone already employed by the city holds an engineer's license and could make tests. Also suggested Mr. McDonald, City Engineer Examiner, should inspect furnace and boiler and make recommendations. Mr. Tenge would be glad to meet with City Hall Engineer when one is obtained and discuss changes ant daily tests to be made. Mr. Tenge further reported boiler water is red from rust and the boiler should be flushed in order to avoid rusting through. Mayor had called Fred Whitted, Plumbing Inspector, and suggested he check with Mr. Tenge and Mr. McDonald and possibly Mr. Whitted could handle boiler inspections. Mayor reported that Mr. Whitted had contacted Mr. Tenge, and Mr. Tenge woul~ rather have a licensed engineer do the checking. Mayor further suggested possibly the janitor at the library could attend to such checking, as he is a licensed engineer. Suggested the changes be made as recommended by Mr. Tenge and that Mr. VanZee be contacted re checking boiler at the City Hall. Motion by Mrs. Haddon and Mr. Gorst to comply with the inspector's recommenda- tion that Mr. McDonald be contacted, and the matter referred to the City Clerk and Purchasing Agent, carried.
