Total Contract $4,506.50 less 15%, $6V5.98, total estimate No. l, $3,830.52. Engineer recommends payment of that amount. SEPTEMBER 10, 1947 (Cont'd) Clerk read letter addressed to Commissioner of Public Works from Housing Auth- ority of Bremerton, confirming verbal request for iron pipes and fittings to be used in installation of-gas-air plant at Eastpark. These materials are unavailable at present through normal channels of supply. Listed approximate amount and description of pipe and fittings needed. Plant installation would have to be postponed indefinit- ely if items are not obtained. Signed E. C. Searle. Commissioner Gorst commented the request had been made verbally some time ag~, and that the City had the material available. Motion by Mr. Gorst and Mr. Kean to comply with the request, carried. Reports of Separation for the following were read by Clerk; W. K. Stone, Fire; and ~alter Thompson, Water. Motion by Mr. Gorst and Mr. Kean to approve separations, carried. Clerk read Change in Pay Status for Joseph M. Hewitt, Fire, effective July 13, 1947. Motion by Mr. Kean and Mr. Gorst to approve Change in Pay, carried. Letter from Housing Authority addressed to City Council was read by Clerk, which states income of Housing Authority is reduced and expenses must be cut as public housing becomes vacant. Downtown office was necessary during war, but must now elimi- nate expense of such office. Logical move is to Westpark, but are limited by available community building space. If maintenance shop from Westpark extension could be moved to another location, space would be available for Central Offices. Westpark Fire Station is ideally situated and constructed for use as project maintenance space. Housing Authority would appreciate permission to occupy Fire Station as soon as pos- sible. Will asstnue maintenance and custodial responsibility of building. NeeSs for building are not permanent but only for such time as Qualheim and Anderson Cove.'Pro- jects remain under their jurisdiction. Signed E. C. Searle, Executive Director. Mayor commented the matter had been discussed with Mr. Searle, and that City Attorney had endeavored to get approval to sublease the Fire Station. If such an ar- rang~nent could be worked out it would release two firemen who are acting as watcbm~en there. Motion by Mr. Kean and Mr. Gorst to refer the matter to the City Attorney with a recommendation that 'the request be approved, carried. Clerk remarked possibly an agreement similar to the one in effect at Sinclair could be worked out. City Attorney read letter from Housing Authority of the City of Bremerton grant. lng permission to the City to occupy the new Community Building at Sinclair Park Projec Wash. 45-112B, until formal disposition of the building is made. City will assume full costodial responsibility of building and its contents, with exception of electric service. In return City agrees to assume all water pumping costs on project and main- tain sufficient water level in storage tank to provide adequate water for fire pro- tection to buildings at all times. City will agree to maintain and care for old Com~ munity Building at such time as the Housing Authority so requests. Further agreed City may make, where allowed, minor alterations to new Community Building after re- ceiving permission for specific changes. Attached loan receipt forms, which list in- ventory of personal properties left in the building and loaned to the City. Request the original be signed and copy retained for City's file. Also ask acknowledgement of agreement. Signed E. C. Searle, Executive Director. Mayor commented the matter had been discussed several times and a survey of the building had been made, which resulted in permission being given the National Guard to occupy ~e building on a maintenance and operation basis pending final disposition. S~ggested the same type agreement be worked up which would allow National Guard to occupy the building on an inventory setup, which would allow them to stabalize their activities, and would also eliminate the City the expense of maintenance ~d operation, and this would be better than boarding up the windows. Motion by Mr. Kean and Mr. Gorst to refer the matter to the City Attorney for the preparation of an agreement to allow the National Guard to occupy the building, and protect the City's interest in so far as the place is occupied on an inventory basis, also that the Mayor acknowledge the agreement with the Housing Authority, carri~ Clerk read letter addressed to City Commission on behalf of four Fire Depart- ment Lieutenants ~o were demoted as result of court order on September ~, 1947, re- questing adjustment on paychecks for period August 16 to 31. Held positions during th~ time mentioned and performed duties of Lieutenants in satisfactory manner. Were not paid as lieutenants but were certified by Civil Service Commission, appointed by Fire Chief and had approval of City Commission. Were paid as lieutenants from July 25 to August 15th and feel they are entitled to retain such pay and also be paid for the remainder of time they worked in such capacity. Signed Anthony W. Balazic. ~otion by Mr. Kean and Mr. Gorst to refer the matter to the City Auditor and City Attorney, carried. Clerk reconm~ended that Hearings on L.I.D.'s be held at 10:00 rather than at 11:00. Felt hearing time should be changed as it was on bid openings for the same reasons. Motion by Mr. Kean and Mrs. Haddon to concur in the recommendation, carried. SEPTEMBER 10, 1947 (Cont'd) Clerk read letter from Federal Works Agency, re Fire Fighting Facilities, ad- dressed to attention of CiTy Clerk, thanking him for letter of August 28, 19~7, where- in City offers to purchase the Manette, Capitol Hill, Sheridan Park and Westpark Fire Stations for the sum of $80,511.00. Believe City included in this figure equipment purchased for projects such as desks, chairs, and other miscellaneous furnishings and equipment. Offer is only fraction of cost of facilities, have no doubt it is best offer City can make under the circumstances, and will recommend favorable consideration be given the offer. Favorable consideration of offer by Central Office will be greatly enhanced ii' letter is written giving details City feels will assist in reco~nnendation to the Administrator. Copy of Council's l~esolution authorizing offer is also requested. Have been advised by Central Office all mobile equipment shall be disposed of without further delay. In event City is unwilling or unable to purchase such equipment for cash, proposal to acquire title by payment of equal quarte] annual rentals over a period not exceeding two years will be given consideration be- fore negotiating with others. At that time there was a possibility of selling the property and the assessment was not paid, and it was decided if it were sold by the end of the fiscal year an emergency appropriation should be made in the Sanitation budget to pay assessment and one year's interest, amount $48.00, or a total required of $1,008.00. Emergency appropriation should make money available not later than October 27, 1947. Signed Wendell R. Vaa. 5~otion by Mrs. Haddon and Mr. Kean to concur in the recommendation, carried. Card enclosed to be returned showing number of persons who plan on attending dinner, so that meal reservations may be made. It was remarked that the meeting would be at Sequim, and some discussion ensued on those who will attend and decision was to make reservations for ten. Treasurer commented the City is being sued, and Attorney stated suit was an action to quiet lien from L.I.D. Assessments. Treasurer further stated that Mr. Hardin had bought the property on a tax foreclosure in 1929, and that in 1951 on advise of the then City Attorney the City had foreclosed for nonpayment of assessments, and the property was struck off to the City. Deed was filed and title transferred to City. Further commented that in suits of this type it has been the City's policy not to contest, but to not pay costs. Total assessments amount to a few cents over $51.00. The property is in two ~istricts and all bonds have been paid off, so that the City would lose nothing. Motion by Mr. Kean and Mr. Gorst to refer the matter to the City Attorney with authority to negotiate with the plaintiff and make further reco~nendations to the council, carried. Attorney reported the Sanitation Superintendent and himself had discussed the proposed raise in garbage rates, but that the proposed ordinance is not yet ready, and will probably be ready by Friday, and there is still sufficient time to have the ordinance in effect by October 1, 1947. Mayor commented that several ~iscussions had taken place on city employees liv- in£~ in the city limits. The census taking has again brought the matter up, and it would be wise to set up such a ruling before March 1948, which would give those em- ployees who lived outside the City an opportunity to dispose of their property and move into the city. Quoted nmnber of persons living outside city limits. Felt some sort of ordinance should be made effective by that 'time. Motion by Mr. Kean and Mr. Gorst that the City Attorney be directed to prepare an ordinance, or amend the existing ordinance, making it mandatory for city employees to be residents of the City, effective March $1, 1948, carried. Rayor further co~mented such an ordinance had been effective at one time, but on account of the war anm the lack of available persons living in the City, residential qualifications had been waived. Also stated that residential qualifications for city emplo3ees was approved by the State. Motion by Mr. Kean and Mrs. Haddon that all bills be allowed if approved by a majority of the Commissioners, carried. It was suggested that the matter be discussed further before making a decision. SEPTEMBER 10, 1947 (Cont'd) Discussion ensued on the present boiler in operation for heat at the City Hall, and whether or not it was in proper working order. Suggestion was made that the City Clerk contact the Boiler Inspector to make an inspection of the boiler at the City Hall and make recommendation. Mayor commented that there is some agitation on State Pollution deal, and thought he should contact Jack Taylor of State Pollution Control, mad possibly a meet- ing could be arranged. So l'ar no committment has been received from the Navy Yard, Port Orchard, Kitsap County, the F. W. A. nor the Housing Authority. ~otion by Mr. Gorst and ~r. Mayor co~ented that some method of inter-office co~ication should be con- sidered so that funds could be included in the 1948 budget. F~ther co~ented that the switchboard was supposed to save the City money, but that it was necessary for two operators ~d a policeman to devote full time to it, and that it seemed too expensive to operate.
