Clerk read letter from Daly Addition Improvement Club, Post Office Box 26, addressed to City Council, regarding zoning of Anderson Cove Area on withdrawal of Federal custody, which they feel is a serious threat to property owners of Daly area, inasmuch as recommendation has been made by Committee on Housing Goals and Facts to zone considerable portion as industrial. Opposed to such action on grounds that further industrialization in Anderson Cove area will only aggravate condition which is distasteful in Daly Area. (2) Now that railroad is offering way out of transporta- tion difficulties feel industries should locate in the vicinity of the railroad. 3) Investment of property owners represents more than industries that might be in- volved. (4) Because of housing difficulties feel better disposition of Anderson Cove Housing facilities would be to retain them under private ownership and operation. iImprovement Club is organized to try and prevent industrical expansion in its locale and claan up condition of existing industries if not to encourage their removal. Is not in conflict with industrial development in Bremerton, but is expression of need !for good planning. Coca Cola Bottling Works and Washington Motor Coach Company !deserve recognition for setting example when it is necessary for industry and residents ito live together. Also rendered corrected bills of $~,485.80. Attached detailed summation of man-I ner in which adjustment was computed. Think this will conform to agreement made be- tween Casad, Mr. McDonald and Mr. Davidson. Wish to advise they have made all physi- cal corrections possible to make in obviating recurrence of situation. Understand City proposed to install graphic meter for checking operations. Hope such action will be taken. Opinion is that present method of checking demand and KWH consumption by use of n~ue plate rating on motors is not practical, due to variable ~otor loads. Not quibbling about adjustment, but hope that such conditions will not recur. Thanked city for courtesy, etc. Signed J. Harvey Leach, Manager Western Division. Motion by Mr. Kean and Mr. Gorst to note contents and file, carried. Clerk read letter from James W. Carey & Associates re contract on engineering work on proposed sewerage system and sewage treatment plants, stated contract had been peri'ormed except somewhat minor character listed under Section l, subsection A, para- graphs ~, 8 and 9, which work c~not be performed at this time due to fact that City has not yet determined method of financing; Questionable as to whether agencies named in paragraph 8 are willing to participate in costs of project; and it is impossible to assist awarding contract for construction until bids for construction have actually been taken. No provision in contract for retention ofportion of fee, and conditions beyond control of firm make it impossible to perform the somewhat minor engineering work at present, will appreciate final payment ~der contract. Were requested by City Engineer to perform work over and above that set forth in contract at no extra cost. Agree to perform engineering work set forth in said paragraphs 7, 8 and 9 of contract upon request by City at any time within a period of 2 years from date of letter. (Letter dated June 13, 19~). JUNE 18, 1947 (Cont'd) Letter from Association of Washington Cities in reply to letter written by Clerk re new state municipal pension system was read by Clerk. States so far Sumner is the only city to pass resolution favoring adoption of the plan. Oroville, Belling- ham, Wenatchee and Walla Walla have written expressing interest and seeking informa- tion. Presume some of these will officially announce their intention. Interesting to know Bremerton was planning to enter state system when it is established. Believe such would be advantageous for both parties concerned. Bremerton would have a stronger and sounder system than one existing on local basis and administrative overhead should be less. State system would be strengthened by having Bremerton as a member. Believes such a move could be made without hurting interests of employees. Association Plan was changed in some particulars to conform to Bremerton and Everett systems, so change- over, if desired, could be made without essential change in benefits. Signed Chester Biesen, Executive Secretary. There was some discussion on Bremerton entering state system and Attorney re- marked there is nothing in the charter to prevent such a ~ove, but that probably some expert advice would be required, and suggested interested cities could get together and secure such advice.
