called and asked about a raise in pay for the firemen. Mayor reported he had told
the secretary that the matter was out of the commissioner's hands as the firemen had
gone to the people, and not discussed raise with the city council, and that the people
had voted against a raise for firemen, and so it seemed the City Commissioners should
do nothing. Suggested that contents of letter be noted and letter filed.
Copy of letter from Pollution Control Commission addressed to James W. Carey &
Associates was read by Clerk, re Bremerton Sewerage-~inal Plans. Letter stated final
plans and specifications of project are approved with following provisions. (1) Minor

that the matter could be carried over to a recessed meeting to be held Friday.
Clerk read circular letter from Association of Washington Cities, re increase in
telephone rates which has been requested by Pacific Telephone & Telegraph Company.
Executive committee suggests all cities affected by the increase where City Council
deems it advisable adopt a resolution opposing the application, or whatever action is
deemed ~roper locally. If resolution is adopted certified copy should be filed with
Stste Department of Public Utilities. Immediate action should be taken, and request
that Association of Washington CitSes be notified of any action taken.
It was remarked that the Notice of Hearing on increase in rates had already been
referred to Chamber of Co~mmerce as local business would be effected by incrcase much

a member of National Guard, or of the Army, ~avy or ~arine Corps, shall be granted
military leave of absence not exceeding 1~ days each calendar year. During leave he
shall receive normal pay, less ~aount of base pay received for performance of any
active training duty. Proof of amount and receipt of base pay for such service is to
be made in such manner as state auditor may require. City Attorney reports he has
received form of certificate which state~ auditor employs and which is reconm~ended for
use by cities and other political sub-divisions. Attached copy. Does not feel or-
dinance or resolution is necessary. Certificate provides for proof of amount of base
pay and authorized deduction of that amount from the amount due for services to the
city. Feels use of this certificate will amply protect the city of Bremerton and ther~
should be very little confusion in making deductions from regular salary warrant.

that City Clerk should notify Payroll Clerk, Secretary Examiner of Civil Service and
City Auditor, and should also provide the forms.

no ~ang plank, and that he would get au estimate on t!~e .o~,~ o~ ~-~o ~t; cleaned,

should be looked at first. When an estimate is received on cleaning and scraping the

and that this would not be in conflict with city's plans, and would mean additional
revenue. They are willing to pay $1,$00.00 including the restaurant, etc. In return

tion contract as there is some disagreement as to just what the contract includes,
but that the letter has not yet been received.
~iayor spoke on the subject of raffles, and remarked it seemed that such a pri-
vilege is being abused, as there seems to be too many raffles and although they are
in a good cause they are getting to be somewhat of a nuisance, and if the privilege is
abused too much, raffles will have to be denied.
