!ington, which stated Mr. George Gunn, Jr., owns Canteen Compan~ of Wasi~ington, whose
business is the sale of candy, nuts and gum through coin operated vending machines.
Operates in the Navy Yard, but not in Bremerton as business would be unprofitable under
te~ns of Ordinance No. 1888. Would like to operate in Bremerton. Mr. Ha~.tman's opi-
nion is that above ordinance is unconstitutional in application to vending machines
sellihg candy, nuts and gum. ~'Ia~ter could be tested in court but do not like to take
that step. Asks that the situation be investigated, aud if council concludes ordinance
is unconstitutional asks that ~r. Gunn be allowed business in Bremerton without too
much formality.
Mr. DeCouse, representative of Canteen Company, was present at the meeting.
I~'~ayor remarked that since the ordinance in question was amended at the request
icl Chief Lewis that he should be caZled in. Chief of Police entered the meeting and

~ross.
Motion by ~r. Gorst and Mr. Kean to refer to the City Engineer and Building
Inspector, carried.
Letter from Building Inspector was read by Clerk regarding inspection of build-
ings located at lll? and lllT½ Park Avenue, and stated basement of lll7 has been parti-i
tioned into sleeping rooms which do not comply with building code, nor have r~quired
~n~ow area for health purposes. Furnace room not insulated for fire protection and
beds are around the furnace. If furnace back-fired bed clothing would catch fire.
Section of basement is being used for kitchen and dining room without toilet rooms
having proper separation. Wiring in hazardous condition. Floor furnaces have been
installed without permits or inspection. At lllT½ a small trap door is used as entranc
to sleeping room under house. Never inspected and is very unsafe and unhealthy. Pro-
perty owned by Hrs. Kay Holly and she ~as~.~a~uamdaBmilding Inspector on unjustly en-
forcing ordinance in regard to her property. Inspector now refers the matter to City
Commission and is willing to concur in instructions. (Also enclosed copy of report
made by Fire Department on same premises.
CSuncil discussed the situation at some length, also Mrs. Holly's property on
Sunnuit Avenue. Mayor commented that it must be recognized that under the agreement
with Bremerton Housing Authority the City must remove sub-standard domiciles, and that

to approval of the Civil Service Examiner, carried.
Letter from Chief Yett was read by Clerk certifying members elected to Fire-
men's Pension Board as a result of Election held Nay 8, 194~. Election attended by ~0
~em~ers who elected Fireman Messick for a two year term and Captain Brownell for one
year term.
Motion by Mr. Kean and Mr. Gorst to note contents of the letter and refer to
Firemen's Pension Board, carried.
C~rk read letter from Horluck Transportation Company, Port Orchard, which
stated the ~anson Construction Company had cleared out old floats and piling at Brem-
erton Dock and constructed one safe flaat to care for their service. Have now one
float as in prewar days when they paid rent of $25.00 per month. Are now pa~ing $75.00
and due to loss of money the past year, and increased cost of operation and drastic
drop in revenue must cut expenses to carry through inflationary period. Feel fair rent
would be $~0.00 as they now occupy one float space. Realize City must have increase
of revenues, but Ferry was only allowed 15% raise and now have same prewar revenues,
so raise does not compensate for increased costs. Signed Mary Lieseke, President.
Mrs. Haddon remarked that she had checked on the matter and that the persons
riding the ferry have become much less in number, but that it seems $25.00 reduction
is too much, as that is one-third of the rental. Nfs. Haddon agreed to contact ~rs.
Lieseke and work out a rental satisfactory to both.
~otion by ~r. Kean and ~r. Gorst that the matter be re-referred to ~rs. Y~addon
to make reco~endation on the rent, carried.
Letter from City ~gineer re Additional Retaining Wall, Lower Shore Drive, was
read by Clerk, enclosing plans, specifications and estimates of cost for completion of
Shore Drive retaining wall, including gutter for entire length and concrete steps at
Ironsides Avenue. Total cost $~8,0~0.00, itemized. Feel that sum should be more than
ample, but in construction quantities may change and therefore requests provision be
made for ~00,000.00 for the improvement, and bids be called for immediately. Signed
E. S. Severance.
Mr. Gorst commented this would complete the wall and steps on Shore Drive, and
since the job has been started it should be completed.
Notion by ~r. Gorst and ~r. Kean that the recommendation be approved, and the
City Attorney be instructed to prepare the necessary ordinance and affidavit for em-
ergency appropriation, and call for bids made, carried.
~Y 21, 1947 (Cont'd)

that no bids were received. Further reported that Pitney-Bowes Mailing Machine had
agreed to deliver the machine at the old price of $495.00, and asked that ~ouncil move

costly and difficult. However, the City has all property owned by the City sprayed.
~hamber of Conm~erce has the name of a man who is available for.tree spraying.
