Engineer stated he had contacted a representative of the owner and had explained the street will be about l? feet wide and not 14. feet as she had heard reported, and that this seemed satisfactory. Motion by Mr. Kean and Mr. Gorst to file the communication, carried. There was some discussion on the retaining wall and how it would affect the street. Letter from Daly Addition Improvement Club was read by Clerk regarding new route to be adopted by Bremerton Charleston Transportation. States new route is answer to transportation difficulties and club intends to keep the service permanently. Two reasons why it might not be a success (1) Patronage. (2) Bad roads. Daly Club believes lit can eliminate the first objection, but the second requires city's assistance. Re- quests route be repaired and repairs be affected before, ~u~ing and after trial period. Daly Club has plans to improve entire district simultaneously. First improve sidewalks curbs, etc. Signed Michael Gawenka, Secty.-Treas. Mayor commented that patronage of new route would certainly be up to them, but he felt sure that the roads would be repaired, end the improvement of sidewalks, etc., would be handled as soon as petitions came in. Motion by Mr. Kean and Mr. Gorst to acknowledge receipt of the letter, and that they be advised a traffic officer is checking on the routing and that the improvement of the streets has been referred to the Commissioner of Public Works & Utilities, carried. There was some discussion on requisition from Street Department for garage rent for flusher at $$.00 per month for a period of five months to be paid to C.J.Fenske, 1313 Warren Avenue. City Attorney commented that the Street Flusher could not be ac- comodated in any other garage. Further remarked that Mr. Fenske is a city employee, and that Attorney and Auditor had checked and were unable to find anything in the 'charter, in the laws for a first class city or in any ordinance prohibiting such a situation, but there is a law prohibiting such action in regard to third end fourth class cities with a population of less than thirty thousand. Suggested the advisi- bility of City Council adopting an ordinance to cover such a situation. Commented ithough that the City Attorney and City Auditor had no criticism of this particular bill las it is entirely reasonable. that Street Superintendent was present and stated that Mr. Fenske owned the garage had foznnerly belonged to Sexton and as this was the only garage that could accomo- date the street flusher they had agreed on a rental of $5.00 per month rather than' ~ allow the flusher to stand outside. Motion by Mr. Kean and Mr. Gorst to direct the City Clerk and Purchasing Agent to issue the purchase order for this requisition, carried. Further discussion ensued on preparation of ordinance prohibiting such action, and one case was reviewed. Also, as to whether or not if the ordinance should be pre- pared, it would be effective before the Street Flusher was disposed of. Motion by Mr. Kean and Mr. Gorst that the City Attorney be instructed to prepare an ordinance prohibiting city employees or elected public officials from receiving any or participating in any transaction with the city for their gain, carried. Mayor also suggested that a picture of above flusher, with capacity etc., be ex- ihibited at Port Angeles, as some smaller town might be interested in its purchase. City !0f Bremerton has ho use for it as it cannot be used on parks and playfields as it is too heavy. Clerk prewented Certification of Route of Secondary State Highways in the State of Washington within the limits of Incorporated Cities and Towns and read as follows: KITSAP COUNTY: Bremerton - Secondary State Highway No. 21-B - North City Limits via ~Dewey Boulevard and Burwell Drive to Marlow Avenue, thence via Marlow Avenue, Winfield Avenue and thence southwesterly across East Bremerton Bridge, thence via Washington Avenue end Sixth Street to Primary State Highway No. 21 at intersection of Sixth Street ~and Pacific Avenue. Commissioner Gorst reported that some progress was being made on the study of the "Dedication Deed" from the Defense Corporation on Bremerton Gardens and e~lained the matters which dig not seem very satisfactory, matters pertained to the lights and water Suggested that a little more time be allowed for study of the deed, before the City took any action so results could be foreseen better. Attorney enquired about amendments to ordinance prohibiting defacing sidewalks, which had been referred to Committee of the Whole. Motion by Mr. Gorst and Mr. Kean to recess until Saturday, April 26, 1947, at lO:00 o'clock a.m., carried. ~ ' Mayor APRIL 26, 1947 The recessed meeting of the City Council of the City of Bremerton was held in ithe Mayor's Office at the City Hall on Saturday, April 26, 1947, at lO:O0 a.m. Mayor iKean presiding, Commissioner Haddon, Commissioner Gorst and City Attorney being present The following representing the Barber's and Beuticians's Local Union were pre- isent: Ii.ir. McCracken, president of local union, Mr. Lee Harrison, Secretly, and Mrs. iHarrison who assists her husband. They were present to present a proposed ordinance ifor licensing beauty an~ barber schools as there is no such license at present. The .representatives speaking for the union stated that Bremerton is too small to support ischools of this sort, as no city under a population of a hundred thousand can support .such schools. Feel that most schools do not turn out men or women well enough trained. iFeel that schools in larger cities turn out better trained persons, and that mmall schools are merely operating for the purpose of making money for a few individuals and the public is not benefited. Submitted two ordnances regar~ng schools, one as used in Pullman with the exception of the charge for the license, which they recommended should be $1,000.00 instead of $500.00. Motion by Mr. Kean and Mrs. Had~n to note remarks and refer the matter and or- dinances to Committee of the Whole and City Attorney, carried. Mr. Getschmann and Mr. Hubbard were present representing Kitsap County Fair As- sociation, in regard to the use of the Civic Recreation Center for the Kitsap County Fair, also in regard to the city purchasing one of the dormitory buildings which they felt the city could secure more readily than the fair association. It was explained that the City could not purchase dormitory for such a purpose as it is prohibited from ~such procedure, and would have no use for the building. Mr. Getschmann requested that the Commission (1) Decide on cost, if any, for Recreation Center Building (2) Grant ipermission to use the land there (3) Agree to block off the street (4) Would like to have the land graded in some way. The fair days are to be September, and requested one additional day to prepare, so wished the Recreation Center for September 4,5,6 and 7th. Mayor commented that such matters had been discussed by the Commission and as- 'sured Mr. Getschmann that the City Council of Bremerton would cooperate in every way. 'fine fair and it's growth was discussed at some length, and it was suggested 'that one member of the City Council and a member from the Housing Authority also act on the Committee for the promotion of the I'air. Mr. Getschmann suggested that Mr. 'Gorst participate, and Mr. Gorst agreed to ~o so. Attorney suggested that Mr. Getschmann address a letter to the City Council stating his requests, which Mr. Getechmann agreed to do. APRIL 26, 1947 (Cont'd) Clerk read letter addressed to City Council recommending the award of the contract for sanding, remarking and refinishing Gym and Lounge, Civic Recreation Center, to James Nugent, 7061 Dibble Avenue, N.W., Seattle 7, Washington (The Hillyard Company) for alternate bid, bid price including all material and labor, 9~ per square l'oot. Branch, $12,703.00. Recommends acceptance of bid of Keith O. Branch for $12,703.00 and execution of contract. Signed E.S.Severance. Motion by Mr. Kean and Mr. Gorst to concur in the recommendation and refer to the City Clerk and ~urchasing Agent, carried. Clerk read letter from City Auditor and Chief Accountant Water Department ex- plaining the monthly billings to the Housing Authority for water consumption and it is the practice to deduct the charge for pumping from the total billing. Pumping charge represents cost of distributing water and is not water revenue account, there- fore the practice should be discontinued as it distorts both revenue and operating cost accounts. Recommends Housing Authority be required to pay ibr water actually consumed and the City should pay for pumping costs. In order to effect the change, an emergency appropriation will be necessary in the amount of $2,000.00 against which warrants covering the pumping costs should be charged. Budget contains no appropria- tion for the costs, so emergency appropriation will comply with State budget law. Signed Wendell R. Vaa and John H. Short. Mayor suggested possibly the matter had been handled in the manner it was as possibly it complied with the contract with the Housing Authority, but if the contract was drawn up in that menner it would not comply with the State Law. N~otion by Mr. Gorst and Mr. Kean that the recommendation be approved and the matter be referred to the City Attorney I'or the preparation of the necessary emer- gency ordinance in the amount of $2,000.00, carried. Request when granted by the City shall become part of contract subject to all conditions, except as modified by extension of time. Signed James W. Carey & Associates, by H. W. Kramer. Time Extension approved, E. S. Severance, City Engineer. Mr. Gorst explained that some changes had been necessary which took additional time, but there would be no additional charge. Motion by Mr. Gorst and Mr. Kean that the time extension of 30 days to June l, 1947, be granted J~nes W. Carey & Associates, carried. Two gentlemen were present to protest colored people moving into Westpark Hous- ing Project on Bruenn Avenue. '~ City Attorney reported that papers had been served on himself and Frank Plouf in connection with the bill from Rockwell Electric for $1,172.87 for the installation of lights at Roosevelt Field. The city is prepared to admit there is $450.00 due for this work. Clerk read notice from the County Commissioners that arrangements had been made for a meeting of county officials and city officials of Kitsap County at the Bremerton City Hall on Tuesday, April 29,1947, at 7:30 p.m. Suggested by the Mayor that all de- partment heads be notified that it would be desirable to attend the meeting. Short discussion ensued on the bill passed by legislature of the state pertain- ing to employees striking against governments. Portion of the "Omnibus Bill". Sug- gestion was made that the City Attorney study the bill and ascertain what effect it will have on Bremerton. Mayor commented he had talked with Glen Wilder relative to Dormitory "B", im- mediately North of the Administration Building, on the corner of 16th & Chester, and if the City wishes to acquire this building it should be attended to immediately as it will entail an emergency ordinance to provide funds. Motion by Mr. Kean and Mr. Gorst that the City Attorney be instructed to prepare a requewt to the Federal Housing Authority requesting Dormitory "B", carried. (Suggestion that Attorney contact Glen Wilder and get necessary information). Mayor remarked that the Labor Organization had purchased building on the west side of Bremerton, and this would make vacancies on the City Dock. Some discussion ensued on plans for the First Street Dock. Motion by Mr. Kean and Mr. Gorst to adjourn, carried. AP PR~: ' ,I f - '"/ ~ City Clerk / ~
