iin which set up defenses which the City has to the action. Contained suggestions of
ithe Division of Municipal Corporations, also one or two of the City Attorney,s sugges-
!tions. There will probably be further arguments before another report is made.
City Attorney also reported that at the request of the Police Department he had
been contacting property owners in regard to the installation of traffic signals on
the cross walks on Fourth Street between Washington and Park, and on Callow between
Burwell and 6th. Permits or easements will be obtained as soon as possible so that th,
work can be done.
Attorney also reported that he had obtained the City's copy of Remington Revised
Statutes with supplements. Attorney already has the set, so the city copy will be

It was commented by the Mayor that he had held a discussion with representatives
of the Olympic Aviation regarding transfer of their lease from Recreation Center to

ito purchase some chairs and tables, but felt that it would be to the best interest of
!all to have the aviation concern down there.
Mrs. Haddon reported that several city officials are to go to Wenatchee for a

Clerk read letter from City Attorney regarding the disposal of city property as
isurplus and Junk. Quoted Rem. Rev. Stat. Section 8966 regarding first class cities power
!to acquire, by purchase of otherwise, such lands and other property as may be necessary
!for any part of the corporate used provided for by its Charter, and to dispose of any
such property as the interests of the corporation may, from time to time, require.
Charter provides the City shall exercise all powers of municipal corporations of 1st
class an~ that all powers of the city unless otherwise provided by the Charter, s hall
be exercised by Mayor and two commissioners. Therefore, believes the City Council may
order the sale of any property owned by the city without any restriction than that sale
be made for the reasonable market value of property sold. Some limitations upon the
ipower of Council to dispose of city property, but insofar as particular items are
iconcerned which are no longer required by the city in order to perform its various
ifunctions, believes there is no particular method of making a sale. Good practice
would require that sale of p~operty of value or being in demand, should be made pub-
licly to the highest bidder, not requirement by law but is common sense. Signed 01ur
Johnsen.
Motion by Mr. Kean and Mr. Gorst to note contents of letter and file, carried.
