Mr. Schricker was present, and his attorney Mr. Marion Garland, Sr., presented
his case. Felt that Mr. $chricker should be allowed to post his sign, as it is not a

the Council to grant permission that it would more than likely be the first of many
sllch cases.

City Attorney reviewed the matter of the agreement with the Geological Survey
of the United States of America on cooperative investigation of water resources of
Kitsap and Mason counties. The agreement was first entered into in January 1945, and
extended from year to year. By the agreement each contributed $1200 a year, but now
a letter has been received from the Cistrict Engineer who states that all their money
has 0een used and they lack 8 or 9 per cent of contributing full matching funds, and
the Engineer further requests that the City contribute the entire amount as agreed.
Council discussed the matter and agreed that so long as the matter has pro-
gressed so far and the government would be short only about $135 for the full contri-
bution the city should contribute as agreed.
Attorney read Resolution No. 572, as follows:
WHEREAS, by agreement dated January 22, 1945, the Geological Survey of the
~nited States of America in the city of Bremerton, agreed to maintain a cooperative
investigation of the water resources of Kitsap and Mason counties, which agreement
has been extended until J~nae 30, 194V; and
WHEREAS, the city of Bremerton has for the year ending June 30, 1947, contribu-
ted the smu of Fifteen Hundred Dollars ($1500.00) for such investigation, which funds
were to have been matched by the Geological Survey
WHEREAS, the city has been notified by the Geological Survey that there will
be lacking eight per cent (8%) or possibly nine per cent (9%) of the full amount of
funds agreed upon as the federal contribution because cooperative offerings exceed
the matching funds appropriated by Congress; and
WHEREAS all available funds are badly needed for completing the work program
for the Geological Survey's fiscal year and the investigation is desirable and will
be of great benefit to the city of Bremerton;
NOW THEREFORE BE IT RESOLVED that the city council permit the Geological Survey
to expend the full share of t~e cooperative funds provided by the city of Bremerton
rather than request the return of the eight per cent (8%) or possibly nine per cent
(9~) of the ?mnspent funds;
BE IT FURTHER RESOLVED that triplicate signed copies of this resolution be for-

check No. 6549, $3,525.47, payment in Lieu of Taxes from February 27, 1946 to Septem-
ber 30, 1946. Payment represents prorated portion of real property taxes, less de-
ductions. This and future payments in Lieu of Taxes will be made through the end of
the I'iscal year of Project Wash 3-1 (Westpark). Signed T. S. Morrison, Chairman.
Treasurer reported that when the check was received he had consulted with the
City Auditor as to the allocation of the money, and both are of the opinion that as
it covers a period of 1946 it should be distributed to funds as provided in the 1946
budget, as then the park and library would get a portion and if distributed as in the
1947 budget they would receive no benefits.
Motion by ]~rs. Haddon and Mr. Kean to note contents of letter, acknowledge re-
ceipt, and authorize the City Treasurer to distribute the money as provided in the
1946 budget, carried.

Mayor read letter from Office of Adjutant General, confirming telephone con-
versation with City Treasurer, stated the rental voucher has been extended covering
rental of military drill space and storage for the State Guard in the city of Brem-
erton from 12-5-46 to 4-5-47. Payment of the rental from 11-6-46 to 12-5-46 will be
made within the next few days. Signed E. D. Smith, Major, FD, WNG, Auditor.
Some discussion ensued and ~ayor commented that funds for the State Guard
have been cut according to all reports, and the National Guard has been discontinued
in some places where rent is being paid. Thought possibly a special session of the
legislature should be held to provide funds for such rents. However, further ststed
that the space being occupied in Bremerton is not very satisfactory for other uses,
and it would Oe advisable to leave space now occupied for their uses as it will keep
an active State Guard in Bremerton, which would Oe advisable for future Armory being
built here.
Motion by Mr. Gorst and Mrs. Haddon that the Mayor be authorized to make proper
negotiations to offer free rent to National Guard for a given period of time, carried.
