Petition from James Copeland, dated February 24, 1947,.~as read by Clerk, reqsest-
ing houses at ~108 and 3112 Preble Street examined for sanitary conditions, as the
ihouse at 3112 has been vacant for at least 4 months and children go in at night and
~if house should catch fire it would be a real hazard to other houses in the neighbor-
ihood. Petition signed by James Copeland, 701 South Summit and four others.
~otion by ~r. Kean and ~r. Gorst to note contents and refer petition to Building
Department to inspect the houses as requested, carried.
Clerk read letter addressed to Mayor and City Council and Chief of Police signed
by T.H.Miller, President Bremerton Police Local #82V, Lt. Vern I. Carey, Secretary
Local #827, H.G.R. Connors, President Bremerton Police Association and Edgar Elliott,
Secretary Bremerton Police Association, which reported at joint meeting it was voted
unanimously to request that police officers of the City of Bremerton go on 40 hour
week of 5 consecutive 8 hour days. Several police departments of first class cities
are working less than 48 hours. Opinion that in ~iew of policy end trend of other
similar cities and in view of fact that other departments of the City of Bremerton are
on a 40 hour week that the police department should also be on a 40 hour week.
Letter was also read by Clerk which Mayor had written to Mayors of other first
class cities, asking about their hours and wages for policemen. Quoted salaries and
hours for members of police and fire department, and reviewed present situation and
events that have happened in this matter.
Also letter acknowledging receipt of letter from Police requesting reduction of
hours, and enclosing copy of letter sent to other cities, which was written to Presi-
dent of Bremerto~ Police Local #827 with copy to Secretary. Letter written by Mayor.
Notion by Mr. Kean and Mr. Gorst to note contents of letter and refer to the
Committee of the Whole carried.
Mayor commented that Mr. Messick and Fireman Olson had been in representing the
Fir~ Department, to request the City Council to do what they could to give a raise to
the~Fire Department. Mr. Messick was in the audience and reported that the Fire De-
partment would appreciate a raise such as the policemen got at the first of the year,
as the cost of living seems to be still going up. Mayor reviewed the situation and
remarked that the Firemen had taken the matter of a raise and shorter hours to the
people and had been refused the raise, but had been granted shorter hours. Several
othere were in the audience representing the Central Labor Council, and some discus-
sion ensued, but no definite action was taken.
Clerk read letter from City Engineer enclosing print showing suggestions for en-
trauce from Highway No. 21 to Adelle Avenue. Letter stated City Engineer and Commis-
sioner Gorst had been to see Mr. Shaine, Director of State Highways, and proposed part
of the plan, but Mr. Shaine did not seem to favor the proposal. However, it was as-
certained that the city should make a traffic count at this place for a period of 16
hours before any action cotuld be taken. Count could be taken by Engineering and
Traffic Department. Plan could be made showing count and flow of traffic and presente~
to the Highway Department for a decision. Signed E.S.Severance, City Engineer.
Mr. Gorst commented that they had not told Mr. Shaine about their proposed plan
to close the present street, and that Engineer had made arrangements for the traffic
count.
Notion by Mr. Gorst an~ Mr. Kean to approve plan of the City Engineer and that
the count is to be made, carried.
MARCH 12, 194V (Cont'd)
Letter from the City Fmgineer was read by Clerk, enclosing plans and specifica-
tions for Shore Drive Retaining Wall Project. Plan does not contemplate entire pro-
ject as complete project not including excavation and backfill as well as other items
to be done by City forces would cost $52,537.50. Proposed unit under same exception
would cost approximately $3V,153.00.
Mr. Gorst commented that something would have to be done and that the $25,000
allowed in 1947 budget could be used after plans were approved by State Highway De-
partment. The job will not be complete, but will be done so that the necessary work
to safeguard the upper street and the people below would be in no danger.
Mayor commented that an emergency ordinance would be necessary to take care of
the additional money needed.
Motion by Mr. Gorst and Mrs. Haddon to call for bids for the construction of
wall as determined by the plans, carried.
Clerk called attention to authorization for call for bids as directed by City
Council on August 14, 1946, for meter boxes for the water department which had never
been made. Now it is understood that the Water Department is making their own meter
boxes, and recommends that the Council rescind the motion to call for bids.
Motion by Mr. Gorst and Mr. Kean to rescind the motion of August 14, 1946, to
call for bids for meter boxes for the ~ater Department, carried.
Letter from Titan Metal Products Corporation addressed to City Council was read
by Clerk with copies of letter from Pacific Coast Building 0rficials Conference rela-
tive to approval of Quonset-40 Type Buildings. 1946 issue of Uniform Building Code
is used in Bremerton and these buildings will conform to code requirements. Titan
Metal Products is one of the dealers of Great Lakes Stsel Corporation and have sold
and erected many of these buildings. Signed Henry Levoff.
?.~ayor suggested contents of letter be noted and letter referred to the Building
Department to check the building code. Further stated this might possibly be a solu-
tion to City Hall Annex problem.
Attorney read Ordinance No. 1725, second reading, entitled as follows:
AN ORDINANCE requiring garbage to be kept in metal cans prescribing size thereof
regulating the disposal of rubbish and ashes, amending Section 3 of Ordinance No. 585.
Motion by MrS. Haddon and Mr. Gorst to pass Ordinance No. 1725 on second read-
ing, carried as follows: Mr. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, yes.

~ld,

and the same is hereby authorized and directed to sell sai~ securities of the par
value above stated and more particularly described in the schedule attached to the
letter of the Oity Auditor, an ex officio secretary of the board, dated March 4,
1947; and
BE IT FURTHER RESOLVED that said investment board and the same is hereby auth-
orized to purchase U.S.G~er~ment Bonds bearing interest at the rate of 2~% per annum
and with later maturitie~ than those of the bonds so sold.
PASSED by the City Council, signed by the Mayor and attested by the City Clerk
in authentication of such passage this 12th day of March 1947.
Motion by Mrs. Haddon and Mr. Kean to adopt the resolution, carried as follows:
~r. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, yes.
City Treasurer reported that the bonds to be purchased had been going up in
price so that he hought them at around 103 last Saturday.
City Attorney reported that on February 3 the Federal ~orks Agency letter with
reference to Westpark Fire Station which included in the same project number the Sheri-
dan Park Station and thst the City had no interest in acquiring this property, so the
F.W.A. should be advised to prepare an amendment to the lease, and that he had written
a letter at the direction of the Council and asked them to proceed with the amendment
MARCH 12, 1947 (Cont'd)
itc the lease. Now an answer has been received from Mr. Durkee which stated that he wa~
~sorry that the City had been led to 0elieve the lease could be amended and had advised
~that an amendment could not be handled from that office, but would have to be referred
to F.W.A. Administrator for action. Since the City is considering the purchase of
the Sheridan Park Station, Mr. Durkee did not think the Administrator would approve
the request, and there seems nothing can be done at the present time. Mr. ~urkee
understands that the City Will make a decision in the near future and hopes they will
make an offer along the lines of the previous offer.
Mayor commented this last correspondence was started in order that the Housing
Authority would get the Westpark station, and it seems a good idea to delay any action
as these projects may be acquired free by the City.
Mayor further commented that some time ago the City had passed a Resolution re-
garding closer cooperation in the Clerk's and Treasurer,s Office and the Building
Department regarding licensing for certain types of occupancy. Seems that now some-
one got a license to operate a mattress factory and had spent considerable money to
get the business started and now has been stopped by the ~uilding ~epartment. Trea-
surer commented this license was issued some time ago before the passage of the reso-
lution and Clerk ~ud Treasurer both reported that the Building Department was consulte~
as to zoning before licenses are issued.
Motion by Mr. Kean and Mrs. Haddon to allow all bills if approved by a majority
of the Council, carried.
Mayor further reported he had asked the City Engineer to go around and make a
survey regarding work on park projects, and if money is budgeted for the improvements
to draw up plans and specifications for a call for bids as a group and not Just one
at a time.
Also suggested that the City Attorney keep watch of the bills that are being
taken up in the legislature.
Motion by Mr. Kean and Mrs. Haddon to adjourn, carried.
