March 5, 1947 (Cont'd) Letter was read by Clerk from Headquarters l~th Naval District, U.S.Naval Station Seattle 99, Washington, re proposed agreement to lease NOy(R(~7910. Suggested in- stalled improvement in lieu of government's obligation to restore the premises. To be considered as an offer by the City until executed on behalf of the government. Signed H.C.Fischer for G.H.Fort, Rear Admiral. Mayor commented that this is the lease on the Second Street Dock. Motion by Mr. Kean and Mr. Corst that the Mayor be authorized to si~n the neces- sary agreements, carried. Proprietors of Lincoln Lunch, which is operated across the street from the Olym- pic Junior College were present at the Council Meeting. Hequested that the Ordinance governing restaurant licenses be amended so that it would not be necessary to pay the entire year's license fee, as they had Just acquired the lunch room, and would have to buy an entire new lic§nse in June, and felt a year's license should not be purchased for only three months. Suggested the license fee be pro-rated as many other license fees are pro-rated. The matter was discussed by those present. Motion by Mr. Kean and Mrs. Haddon that the ordinance providing for the license on z'estaurants be amended so that license fee may be pro-rated, ca~ried. There was some discussion in regard to some member of the Trea~urerr's office checking on the license fees paid, and investigating as to whether or not the proper license has been secured in all cases. City Treasurer reported that on February 17, 1947, he had written to the Western Gas Company requesting that they comply with Ordinance No. 912 and pay 2% on their gross revenue. This payment should have been received by February 15. Treasurer further reported that no reply had been received to date, and recommended the matter be turned over to the City Attorney. Motion by Mrs. Haddon and Mr. Kean to concur in the recommendation and refer to the City Attorney, carried. City Attorney read Ordinance No. 1725, which had been prepared upon a request from Mrs. Haddon. Ordinance entitled as follows: AN ORDINANCE requiring garbage to be kept in metal cans prescribing size thereof regulating the disposal of rubbish and ashes, amending Section ~ of Ordinance No. 585. Motion by Mrs. Haddon and Mr. Gorst to approve Ordinance No. 1725 on first reading, carried. Mayor presented letters from the Northern School Supply and the Western School Supply, which were in reply to inquiries from Frank Plouf, Recreation Department, relative to telescopic gym seats, which are desired for the Recreation Center. Mayor further commented there is money in the budget for the purchase, and that so far Bremerton has had no trouble with collapsing grandstands, and did not wish to have anything like that occur. Also that these seats had been ordered by Spokane, but it had been discovered there was no allowance made in the budget for their purchase, so that the seats were available. Motion by Mr. Kean and Mr. Gorst that the City Clerk and Purchasing Agent be directed to call for bids for the purchase of telescopic seats for the Recreation Center, carried. Mayor suggested that after the preparation of the specifications that the two above concerns be contacted as well as others who might be interested. City Engineer presented specifications for re-roofing grandstand at Roosevelt Field and suggested a call for bids be issued at once on this as it is necessary to have the work completed before the Baseball Season starts. Also reported a survey is being made of roofs of various other city buildings. Commissioner Gorst reported on the trip to Olympia he had made with the City Engineer at which time they had contacted Mr. Shain in regard to the entrance to Roose- velt Hospital. Later they had seen Mr. Fordyce of the Highway Department who had stated he could see nothing wrong with the Adelle entrance and closing of the present entrance, and had suggested that new maps be presented and felt that they would pro- bably go through. They had also discussed the retaining wall on Shore Drive, and Mr. Shain felt there would be no objection to using the funds alloted and wished the plans to be sent to him when they are completed. Clerk read letter addressed to Mayor from Homer R. Jones, M.C., enclosing copy of letter sent to State Highway Director, Clarence Shain, which he feels is the answer to securing federal funds to match state money appropriated for Manette Bridge. Pas- sage of special appropriations act is impossible and feels that following suggestion contained in letter is the only way to secure federal assistance. Urges contacting State Highway Department to follow through and have asked Jack Rogers to take similar action. P.S. added suggesting passage of necessary resolutions as soon as possible. Attached letter copy of letter to Mr. Shain from Mr. Jones, which stated a study of possibility of securing federal funds to match state appropriations for reconstruo- tion of Bremerton Manette bridge on State Highway Washington 21-B has been made, and logical approach seems to be to have this portion of highway included in federal aid prtmar~$ystem. Highway 21-B is now classified in federal aid secondary system. In- cluding in primary system requires assistance and application which can only emanate from State Highway Department. If application is made, every consideration will be given by Public Roads Administration of Federal 'Works Agency. If such a plan goes through it will be possible to apply for federal funds which have been appropriated for highway programs. $500,000,000 in federal funds are available to match state money in construction of highways and affiliated public works. Matching would be on a basis of 46.24 state and 53.76 federal. Money already appropriated by State and it seems practical to seek federal matching money for replacement of present narrow and inadequate bridge. Special appropriation bill for this purpose Would be doomed to failure. Urgest steps be taken to have Highway 21-B declared part of federal aid road primary system as it would be beneficial to State Highway System and Kitsap County with its naval installations. Mayor commented he had talked about this to Mr. Shain when he v~s in Olympia and Mr. Shain had commented that the request did not make sense as the Federal money had already been budgeted to other p~aces. Letter was read by Clerk addressed to Mayor from a Dr. Urbanczyk in Germany. Several clippings were enclosed about Emil Urban who had lived in Bremerton and died here in 1936. Dr. Urbanczyk stated that he had three little daughters and times are very difficult in Germany and thought perhaps in rememberance of his uncle, the people in Bremerton would send packages of food, etc., as anything is badly needed and would be appreciated. Motion by Mr. Kean and Mrs. Haddon to note contents of letter and refer to the newspaper to be referred to the Red Cross or the Community Chest, carried. Motion by Mr. Kean and Mrs. Haddon to allow all bills if approved by a majority of the Council, carried. Mayor reported that Mr. Vaa had written a letter to the State Development Board requesting matching funds for Sewage Treatment. Further commented he and the City Attorney would be going to Olympia, and would be gone Thursday and Friday. The Head of the Bay bill is up for the Governor to sign. Motion by Mr. Kean and Mr. Go'st to reject the bid on the Ford for the Pound- master on account of the time limit, bid to be called for at a later date, carried.
