Letter from James W. Carey & Associates addressed to City Engineer was read by
Clerk. Enclosed four copies of request for extension of time for completion of the
engineering work under contract dated December 26, 1946, on sewage treatment. Copies
enclosed, one for City to have official executed copy for its files, one copy for
General Casualty Company, one for engineer's files and one executed copy for Carey.
Letter asking for extension of time states that plans, specifications andde-
tailed estimate of cost are to be delivered on March 16, 1947. Stated why progress
was retarded. Understand reason yor completion of engineering work by March 16,
1947 was to enable city to obtain funds to pay part of proposed construction work,
but that they now understand City will receive funds as soon as City provides matching
funds. Carey's plans are nearing completion and can complete by March 16, 1947 if
necessary, but would be more satisfactory to grant emtension of time to May l, 1947,
to complete engineering work, and asks that the General Casualty Company be notified
that their performance bond has been completed to City's satisfaction or that re-
quested extension of time has been granted. If request is granted will become a part
of engineering contract subject to all conditions except as modified by extension of
time. Signed James W. Carey & Associates, with lines for signature of Mayor and C~ty
Engineer granting time extension also line for attesting by City Clerk.
Commissioner Gorst explained the situation and suggested that the extension
should be granted. Treasurer reported that the City had matching funds which were
being transferred as of the last of February.
Motion by Mr. Gorst and Mr. Kean that the extension of time ~e granted to James
W. Carey & Associates to May l, 1947, carried.
Clerk read letter addressed to Mayor and City Council from the City Attorney
regarding the retaining wall on Shore Drive. This matter had been referred to him,
and he had consulted with the City Auditor. Amount of $25,000 budgeted for this
purpose and estimated receipts of Street Department are more than enough to cover
expenditure. However the State Examiner had suggested spending money for this pur-
pose might be invalid. Receipts of Street Fund are principally from motor vehicle
fund and are disbursed by Council for improvement of primary and secondary State
highways, and secondly for improvement of city streets. Feels that if the expendi-
ture is approved by State Highway Director there seems to be no objection to spend
this sum for retaining wall even though the street iw not a part of route of State
Highway. Other receipts budgeted for calendar year which unquestionably could be
used. Expenditure of more is open to question. If it can be classified as a public
emergency which could not have been foreseen at time of making budget Council may
provide for expenditure. Possible solution would be to form L.I.D. for excess over
25,000.
MARCH 1, 1947 (Cont'd)
Mr. Gorst commented that the matter should be cleared through the Director of
Highways, then work out a solution, but there should not be a L.!.D. formed as the
people already had paid for the wall.
Motion by Mr. Gorst and Mr. Kean to refer to the City Engineer and the City
Attorney for clearance through the Director of Highways for the $25,000 already set
up in the budget, carried.
Clerk reported that after the meeting Wednesday he had been instructed not
to deliver the deed for the five foot strip to Mrs. Naomi Schmidt, but to bring it to
the recessed Council Meeting.
Mr. Gorst explained that he had consulted the City Engineer who had explained
if this five foot was deeded to Mrs. Schmidt then the City would actually lose ten
foot and that she should Just be allowed access to the five feet as if the City ever
wanted to put up a fence or build it would have to be five feet in.
Motion by Mr~ Kean and Mr. Gorst to rescind the order for the Clerk to deliver
the deed, carried.

of ordinance covering fire protection and fire escapes in hotels and apartment houses.
No major disasters in Bremerton so far but there are some fire traps here and be-
lieve conditions should be remedied. Signed E. W. Holbrook, Executive Secretary.

survey of this situation for some time, and that a letter should be written informing
the Central Labor Council of that fact.

Clerk read letter from Kitsap County Humane Society requesting land from City,
either as a gift or at a very low figure, for the purpose of an animal shelter. Also
enquired if it might be possible to secure building in the dissolution of housing
projects. Signed Roger E. Williams.

and that the Humane Society shotuld be so advised.

City has no available land, and refer the letter to Mr. Searle, Housing Facts and
Goals Secretary, carried.

read by Clerk recommending call for bids to re-roof left field and right field wings
over grandstand at Roosevelt Field according to specifications to be set up by the
City Engineer, money is allowed in the budget.
Mayor suggested that if the department heads knew other buildings that should
be re-roofed it would be advisable to call for bids on all at once.
Notion by Nr. Kean and Mr. Gorst to concur in the recommendation and direct
the City Clerk and Purchasing Agent to call for bids for Roosevelt Field with speci-
fications to be prepared by the City Engineer, carried.
Mayor commented that the Council did not wish to take any action on endors-
ing the bill to have the State take over the ferries.
Clerk read letter addressed'to Mr. Gorst from City Engineer advising procure-
ment from the Housing Authority of a strip of land 4§ feet wide along the east side
of Anderson Cove Housing Project for street purposes, as the present roadway on the
North end of Naval Avenue is entirely on land known as Anderson CGve Housing Project.

taken up before the project was closed.
