City Treasurer reported that a check had been received from the County Treasurer in the amount of $1,391.90 which covered liquor fines collected in the past 18 months from Judge Cart's and Judge Ryan,s office, and credited in error to the county and now this amount is being returned to the City. FEBRUARY 12, 1947 (Cont'd) Clerk read letter from Ernest Yett, Fire Department, requesting call for bids on 2000' of 2~" Double Jacket, rubber lined, wax and gum treated standard brand and flat cured fire hose, with 2~" National Standard Thread brass rocker lug couplings, in fifty foot lengths; 2500' of l~" fire hose with Pacific Coast Thread and same speci- fications as above; 2-3 way F.M. Radio Sets, Motorola or equal; 8-3 Fold, Fire Alarm boxes, Gamewell or equal. Non-interferring. Motion by Mr. Kean and Mr. Gorst to note contents an~ approve the request and direct the City Clerk and Purchasing Agent to call for bids as requested, carried. Mayor commented the meeting had been held with the County Commissioners rela- tive to acquiring the area at the Head of the Bay, and that Mr. Ted Pruitt had been called and stated there was a letter in the mail which would explain the action the County Commissioners had taken. Further stated the letter had not yet been received but that the County wished to participate on the deal, and did not think there would be any objections. Also thought that Mr. Pruitt wottld be at the Council Meeting be- fore it was adJoul~ned. Mayor further stated that the~ request should be for only the area pertaining to the vacated oyster reserve, and should not include the panhandle area along the railroad as the land commission was not likely to approve the later. Motion by Mr. Kean and Mrs. Haddon to allow all bills presented at this meeting if approved by a majority of the commission, carried. It was commented by the Mayor that the City Clerk had suggested going ahead with the purchase of federal buildings from the F.W.A., but that the matter had been dis- cussed with Mr. Searle and it had been decided to wait on such a proposal, as already the cost was much less than the original offer, and that there seems no danger of losing them to anyone else. Boy Scout Mayor suggested that a building be available for basketball games, as quite frequently the recreation center is not available. Mayor explained that the building is used by many people, and that there is now a plan for an outdoor section near Roosevelt Field. The Fire Department has the money budgeted for a drill tower, etc. Also, that the Recreation Department has money for a similar purpose, and that it is propesed to put black top on the area and it could be used for tennis, badminton, firemen's drill practices, parking space, etc., and that perhaps basketball could be arranged also. Various other projects were explained that the City is now working on. Mr. Ted Pruitt entered the meeting, and explained the County's action'on the Head of the Bay area. Stated that Mr. Hodge had made the following motion; "Although we agree in principle with the City of Bremerton that the lands at the Head of the Bay should be made available for industrial sites, we feel that it should be deeded to the City of Bremerton and Kitsap County Jointly; that the land then be made available for industrial sites; that some restriction be written into the law whereby the indus- trial users will not be tax exempt.~ Further stated that the County already has 160 million dollars worth of tax exempt land and felt that is enough. Also, that the County is anxious to have industries here, and will cooperate with the City, but felt that the land whould be sold outright or should be leased with the idea that taxes will be paid. Thought the area should be deeded Jointly to the County and City to be administered Jointly. City Attorney remarked he could prepare bill to be presented at the legislature. Mr. Pruitt stated that the County Commissioners had gone into the matter and suggested it would be possible to have the City Commissioners and County Commissioners each appoint a member and these two members appoint a third, so that there would be nine members to administer the land after it was acquired. Mayor enquired if County planned on the acquisition of the panhandle, and Mr. Pruitt stated they had not planned suc~ a proposal. Mr. Pruitt further stated that the County Commissioners had ~iscussed the idea of the City of Bremerton establishing an airport, and felt that the airport now in operation was ample for serving this area, and after Mrs. Haddon remarked that better transportation to and from the airport was desired, Mr. Pruitt stated this is being worked on. Motion by Mr. Kean and Mr. Gorst to concur in the recommendation made by Com- missioner ?ruitt, and Girect the City Attorney to draw up a bill requesting that the area of the original vacated oyster reserve be turned over Jointly to the City and County, carried. Motion by Mr. Gorst and Mr. Kean to recess until 10:00 a.m. Saturday, February 15, 1947, carried. x Mayo r ~ FEBRUAH¥ 15, 1947 The recessed meeting of the City Counoil of the City of Bremerton was held in ithe Mayor's Office at the City Hall on February 1S, 1947, at 10:00 a.m. Mayor Kean !presiding, Commissioner Haddon, Commissioner Gorst and City Attorney being present. i Clerk read letter from Boy Scouts of America, addressed to City Council, dated !February 13, 1947, which expressed appreciation for fine cooperation shown by the Coun- icil on February 12. Scouts' day with City Government added materially to celebration iof 37th anniversary of Scouting. Boys who took part had splendid time, and a fine !contribution was made to citizenship training. Inspiration to loyal leaders to see !interest in their movement on the part of the City of Bremerton. Signed L. S. Christ- iofero, District Executive. ~ Motion by Mr. Kean and Mr. Gorst to note contents and file, carried. Letter addressed to City of Bremerton from Edgar D. Smith, dated February ll, i1~47, was read by Clerk. Letter confirmed motion, which Mr. Pruitt had quoted at last ~Council Meeting as being made by County Commissioners regarding the acquiring of land iat the Head of the Bay. Letter stated at meeting on February 10, 19475~ Board of County iCommissioners passed the following motion, "Although we agree in principle with the City of Bremerton that the lands at the Head of the Bay Should be made available for iindustrial sites, we feel that it should be deeded to the City of Bremerton and Kitsap iCounty jointly; that the land then be made available for industrial sites; that some restriction be written into the law whereby the industrial users will not be tax .exempt". Signed Edgar D. Smith, Clerk of the Board. Mayor suggested contents of the letter he noted and the letter filed. City Auditor brought in Claim voucher from B. H. Branch, as follows: Architec- itu~al Services to the Annex to the City Hall, total architectural fee budgeted $4500 175% due upon completion of contract drawings and specifications $3S75, Less 15% with- iheld $506.25; Payment due at this time, $2868.75. Motion by Mr. Kean and Mrs. Haddon to approve the voucher, carried. Clerk read Ordinance No. 1721, second reading, entitled as follows: "An Ordinance making a preliminary estimate of the amount of money required for the construction of a sewage treatment plant and other improvements to the sewer sys- item, declaring that such construction and improvements, constituting a public emergency ~which could not reasonably have been foreseen at the time of making the budget; ap- ipropriabing a sufficient sum for such construction and improvements, and declaring an !emergency." Motion by Mr. Kean and Mr. Gorst to pass Ordinance No. 1721 on second reading, icarried as follows: Mr. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, yes. Mrs. Haddon commented that the sign should be changed for the Municipal Court, las it still read Judge Ryan's name, and should be ~hanged to Judge Cart. Mayor reported he had received a copy of a resolution passed by the House of iRepresentatives of the State, which was sent by registered mail with a return receipt 'requested. Clerk read resolution which was in regard to city, county or state vehicles. !Resolution stated the privilege of using such vehicles should not be abused, and set forth the manner in which automobiles should be marked. Also contained the section tha~ icopy of resolution should be railed by registered mail to all Mayors of cities, etc. Mrs. Haddon reported she would be out of the City on Wednesday and Thursday to iattend the State Finance Meeting in Tacoma. Also that the City Auditor and City Trea- ~surer wOul~ attend. Mayor commented that he had been in Olympia and had been to the Division of iMunicipal Corporations, and then to the Public Lands Commission and that the descrip- ition of the land which City and County wish to acquire jointly at the Head of the Bay, !h~d again been changed, and that a paragraph had been added making it subject to ex- isting leases on the land. Some of the leases now in effect will not expire for nine years, but this does not matter as it is in line with the policy of establishing in- idustry there. Discussed other changes which substituted "subject to" in place of "ex- cept'' in resolution. Attorney explained why such a change would be advisable. Mayor conmnented that he had the Resolution retyped and had left it on Mr. Rogers desk with not~ attached. Also left resolution relative to building State A~mory. Also the realignment of congressional districts had been prepared by the City Attorney and the subject had been discussed briefly, and he had left a copy with the ~Clallam County representative, who also thinks such a realignment desirable. The !subject would be discussed further with interested parties and then probably would be referred to some existing interim committee. Mayor suggested that existing leases ~hould be read and Giscussed by the Com- imittee of the Whole and the City Attorney, and thought it would be wi~e to include a iclause in leases to the effect that at the expiration of such leases they shQ~tld Just remain in effect f~om month to month. '~'. FEBRUARY 15, 194V (Cont'd) It was further commented by the Mayor that Otto Drager had prepared a sketch as to the arrangement of Second Street Dock, which had been referred to the City Engineer. City Engineer had gone down to inspect the float and had noticed some pontoons, which he thought would fit in with Drager,s plan, and he had come back and changed the plans to use the pontoons where Drager had planned logs. Had to change the plans back as th~ Navy was willing to give the City the float but would not give the pontoons. Drager had submitted rough plans showing a float being used the full length of the right hand side of the dock, but this might be too expensive. Mayor further commented that some arrangements should be made in regard to the float as perhaps someone else would get it if the City did not pick it up. There was some discussion on the plans for the City Hall Annex, and it was sug- gested perhaps the Second Street Dock could be used for the Traffic Department, etc. It was decided to wait until bids came in on the City Hall Annex before any decision was made. Motion by Mr. Gorst and Mr. Kean to adjourn, carried. APPROVED: - 1/~: /~" v · Mayor
