Clerk read minutes of meeting of January 29, 1947. Motion by Mrs. Haddon and Mr. Kean to approve minutes aw read, carried. Notices of t~uployment were read by Clerk for the following: Gordon C. Durdy and Virginia Rooney, Recreation; and Natalie McSmith, Water Department. Motion by Mr. Kean and Mrs. Haddon to approve temporary non-civil service appoint- ments as read, carried. Clerk read Change in Pay Btatus for the following~ Thomas DeMent, Jesse Ecklund, Edward Graham, Edward Graham, Bennie O'Hara, Roy Swan, Roy Swan, Carl Trout~ Fire Department; M. C. Eilts, Duane D. Ewing, Kenneth Majors and Charles Taylor, Garage; and Robert Flavin, Police. Motion by Mr. Kean and Mr. Gorst to approve Change in Pay Status as read, carried. Clerk presented "General Claim", as follows, "For services as State Examiner of the Division of Municipal Corporations unaer supervision of Cliff Yell, State Auditor, to the City of Bremerton, Kitsap County, Washington, during the month of January 1947, $125.80." Claim approved by Cliff Yell, signed by Lawrence Bubble as Chief Examiner. Claim for Ralph Davisson. Claim for expenses was also presented. Some discussion ensued on the claims. Motion by Mr. Kean and Mrs. Haddon to refer claims to the City Auditor for audit carried. Letter addressed to Mayor and City Commissioners, dated January 31, 1947, signed by City Auditor and City Attorney was read by Clerk re City Hall Annex. Letter ~ade recom~nendation in accordance with request of last Council Meeting. Originally anti- cipated that annex to City Hall would be built in 1946 and appropriation of $75,000 for that purpose was included in the budget for t hat year. Appropriation was not obligated in its entirety, and all but a small sum has lapsed. Understand cost of construction during present year is very uncertain and are of the opinion that no appropriation should be made until bids have been received. After bids are received but before any contract is let an emergency ordinance can be adopted providing suf- ficient funds to cover ~mxama~mmm~x~w~m~ax~w~wx~x~~a~a~2~Xm~ entire cost of construction. Signed by Wendell R. Vas and Oluf Johnsen. Mayor commented that the recommendation appeared to be sound as no appropriation can be made until City knows what sum will be required. Further stated the letter should be filed for future references. Clerk read letter addressed to Mayor and City Commissioners re "Steam Cleaner for cars and trucks", signed by City Auditor and City Attorney. Letter stated it was proposed at the last Council Meeting that the city buy a steam cleaner for its cars and trucks and matter was referred to auditor and attorney to determine how pur- chase might be made. Have examined the budget and find therein item of $?500 in street fund appropriated for capital ac'quisitions and purchase could be made and charged to this item. Understand equipment will be used by both street and sanitation de- partment, but believe sanitation can contribute its share of the expense by provid- ing protection for equipment and a good portion of the labor. Solution seems to be most practical as it woulc not be feasible for garage to operate equipment unless it were housed in or near the garage. Signed Wendell R. Vas and Oluf Johnsen. Motion by Mr. Gorst and Mrs. Haddon that the recommendation be approved and the City Clerk and Purchasing Agent be instructed to purchase the equipment~ carried. , FEBRUARY 5, 1947 Letter was read by Clerk from Boy Scouts of America, Kitsap District Office, addressed to Bremerton City Council, which stated during the week of February ? to 13 that 2,000,000 Boy Scouts and their leaders will celebrate the 37th Anniversary of the founding of Scout Movement. One of the activities which Bremerton Scoutmasters are planning for the celebration was "taking over" Bremerton City Government on February 12, 1947. If permission is granted by City Council, intend to have 15 to 20 Scouts, picked from Bremerton Troops, visit the City Hall for the day. Mr. Stanley Wynstra of School Board will grant permission for the boys to be absent from school if event takes place. Believe that such an activity has great value in teaching boys the functions of City Government and responsibilities of good citizenship. Appreciate notifying Mr. George Nutter as to decision in the matter. Signed L.S.Christofero, District Scout Executive, Kitsap District. City Attorney co~ented that according to State Law February 12, Lincoln's Birthday is a holiday, but that according to the City Ordinance it is not a holiday. Mayor remarked that the movement to interest the younger people in government is com- mendable, and felt the request should be approved, even though it is the date of next Council Meeting. Mr. Nutter reported that is the only day the Boy Scouts have open for this activity as the rest of the week is filled up. Motion by Mr. Kean and Mr. Gorst to concur in the request and refer the matter to the City Treasurer and City Attorney with power to act, carried. Clerk read letter addressed to Mayor and Commissioners, signed by Chief of Police, dated February 3, 1947, recommending that call for bids be made for one new ½ ton panel delivery for use~ by P~un~master, call to include sale or trade-in of 19~8 Chevrolet Panel Sedan Delivery, Motor No. 1~25765. Signed C. Lewis, Chief of Police. Motion by Mr. Kean and Mr. Gorst to approve the request and direct the City Clerk and Purchasing Agent to call for bids as recommended, carried. Letter addressed to Mayor and City Council dated February 3, 1947, from Water Superintendent was read by Clerk, submitting for approval partial estimate No. 1 for construction of addition to Gorst Creek Pum~ Station under Contract Nq. 37 to Thompson Construction Company, total contract price ~3,$§5.00, 90% completed, %3,199.50 less 18% retained $479.92, amount due $2,719.58. Work has been delayed by lack of material and weather conditions~ but should be completed in l0 days following break in present weather conditions, hBcommends approval of estimate and that the City Clerk be author- ized to issue warrant covering partial payment. Signed C. C. Casad. Motion by Mr. Gorst and Mr. Kean that the recommendation be approved and warrant issued, carried. Clerk read letter addressed to Mayor and City Commissioners, dated February 4, 1947, which stated that those on West side of High Street when it was graded had a basin on the inside of the walk and authorities then refused to put dirt in or give gravel, so they bought their own. Spent hours hauling dirt from back to front of lot to have incline so that water would drain off and spent $9.00 for gravel and to have driveway oiled. People next door, last summer, asked about grading that down level and Mr. Hatfield had said the City would not oil there, so writer didn't wish bo cut down as it would cause a mudhole. Found upon returning from work that the whole thing had been cut down aud oiled, driveway cut away and whole frontage covered with coarse gravel, which covered f~ont of lot and lots of neighbors. When rains started gravel began to mix with soft fill in front of 1~03 High Street, and owner hinted that writer had too much gravel and some should be shoved over. Writer wrote Mr. Hatfield and requested his p~ace be left alone. When he returned home last night found a special trip had been made out with city scraper and gravel had been shoved from in front of his place to p~ace next door~wit~ the exception of around the driveway. After next rain place will be a morams. Ironical part is that the gravel shoved over is not s~f- ficient to cover up with mud. Situation is now writer is out $9.00, ruined two pairs of shoes wading through gravel, not to mention work, and how hasn't sufficient gravel to hold up the traffic. Does not believe those in charge know employees are doing things like this. Isn't right for city employees to do favors for friends at expense and inconvenience of taxpayers. Certainly no major changes should be made without the wishes of all concerned. Feels that the fair thing is to replace g~avel which has been scraped from in front of her place. Would not be so hard to take if anything constructive had been gained. Grading has made situation worse. Now there are two thoroughofares with a sidewalk in the middle which is covered with mud and impossible to keep cleared off, pedestrians get spattered from all sides. Signed Edna J. Cross, 1205 High Street. Motion by Mr. Kean and Mr. Gorst to note contents of letter and refer to Com- missioner of Public Works and Utilities, carried. Clerk read letter dated February 4, 1947, from W. G. Priest, replying to recent letter enclosing agreement to extend lease exeduted in duplicate together with check in amount of $115.00 covering month's rent under extension beginning February 7, 1947. Will appreciate the original being executed by Mayor and returned. Signed W.G. Priest. Lease extension agreement was also read by Clerk, which attorney explained con- tained clause allowing lease to be terminated by giving 30 days notice. Letter was also read asking for confirmation of understanding relative to removal of show room lights at the termination of said lease. Is no intention of ~emoving any improvements made or installed in the premises as fixtures, but the show ~oom lights were selected and installed with definite view that they would be moved to new building Was discussed with contractors at time lights were selected and installed, and selec- tion and installation were made in such a manner as to allow for removal without damage to the improvements. Will be appreciated if there is confiEnation of the understanding that the lights be removed upon termination of the lease. Signed W.G. Priest. FEBRUARY 5, 1947 Mayor commented that the display lights are entirely separate from the rest, and felt they should not be included in the improvements. City Attorney remarked that the termination clause had been included as Mr. Priest felt his building might be ready before the completion of the nine month's extensio~ period. Motion by Mr. Kean and Mr. Gorst to approve the lease, and that the Mayor and City Clerk be authorized to sign for the city, carried. Mr. James W. Bryan was present at the meeting and discussed the PUD situation, but had nothing new to add. Mr. Branch, Architect for plans for the City Hall Annex, was present at the meeting with estimate of the cost of the building which totaled $103,000.00, with possible alternate cutting cost about $22,000.00, making cost about $82,000.00. Stated that the $103,000.00 estimate included everything, and that some things could be left out, but that the cost was still a good deal more than had been originally planned. Motion by Mr. Kean and Mr. Gorst to refer the plans and specifications to the Committee of the Whole, carried. Motion by Mr. Gorst and Mr. Kean that the City Clerk and Purchasing Agent be instructed to call for bids for a dump truck for the Street Department with a trade- in, carried. City Treasurer reported that he had been preparing delinquent assessment fore- closures. There are actually 59 separate foreclosures, but they cover only 39 actual cases, as some parcels of land have three separate assessments. City Attorney reported that he had prepared a resolution authorizing new plate for the check signing machine, and read Resolution No. 567 as follows: BE IT RESOLVED, by the City Council of the City of Bremerton that the City Clerk is authorized and directed to have prepared the necessary apparatus and equipment so that the facsimile signatures of Mayor L. "Hum" Kean and City Clerk Fred C. Wyckoff may be impressed upon warrants of the City of Bremerton, and that such apparatus and equipment shall be kept under the sole jurisdiction and care of the City Clerk, and that when warrants, cheeks, bonds or other evidences of indebtedness of the City of Bremerton shall have been impressed with the facsimile signatures of the said Mayor and said City Clerk, the City Treasurer shall be and he is hereby authorized, begin- ning as of February 1, 1947 to honor and pay such warrants or other evidences of in- debtedness. City Attorney read Ordinance No. 1720 entitled as follows: AN ORDINANCE repealing Section 2, Ordinance No. 1620 and Section 17-A of Ordin- ance No. 1535, and declaring an emergency. Mr. Gorst commented that originally Ordinance No. 1536 was in effect, and then applications came in so fast for water outside of the £ity that there were two or three a day to attend to and the City did not have men available to do the work so Ordinance No. 1620 was passed compelling those out of the city to do their own work, and the City only installed th~ meters. Now things have gone back to normal and there are only two or three Jobs a month it will be better to go back to the former system, as the City would rather do the work. Now the applicant has to get a permit from the County and make the deposit and the City will carry on from there. Motion by Mr. Gorst and Mrs. Haddon to adopt Ordinance No. 1720 carried as fol- lows: Mr. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, yes. Off Street parking is being introduced by Seattle, Spokane and Tacoma which would allow cities by condemnation or other means to go into the parking business if necessary. If they do not wish to be in the business itself they can lease the down town space to private individuals. This also came out as a "do pass". FEBRUARY 8, 19A? (Cont'd) Motion by ~r. Ke~n and Mrs. Haddon to allow all bills presented at this meeting if approved by a majority of the council, carried. Further commented that Mr. Casad was to be pre- sent at the County Commissioner's Meeting to be held Monday. Also that Mr. Heed had remarked that the Land Commission does not like requests 'for land which includes too many exceptions, and that is why a correction in t he description is necessary. Further suggested that the matter be discussed with the County Commissioners on Monday, and see if there is any objection on their part, then take the information to the City Engineer to prepare a new map. Also that the float will be there some time next week. Commissioner Gorst reported that the Water Superintendent had stated the pipes at the Second Street Dock are in bad shapeA Mayor suggested that the equipment of the Waffle Chip Company at the Dock be disposed of as soon as possible, and that the Clerk had b~en instructed to dispose of the equipment which had been acquired by Sheriff's sale to the best advantage of the City. That this dock should be cleaned out and then the Council could plan on what to do with it.
