The regular meeting of the City Council of the City of ~remerton was held in
the Mayor's Office on January 29, 1947, at 10:00 a.m. Mayor Kean presiding, Com-
missioner Haddon, Commissioner Gorst, City Treasurer and City Attorney being pre-
Motion by Mr. Kean and Mrs. Haddon to approve minutes of January 22, 1947,
as written, carried.
Clerk read Change in Pay Status for the following: Joseph N. Hewitt and Ray P.
Jones, Fire Department.
Motion by Mr. Kean ~nd Mr. Gorst to approve Change in Pay Status as read,
carried.
Report of Separation was read by Clerk for Fred C. Wyckoff, City Treasurer,
with notation at the bottom ~Mr. Wyckoff desires indefinite leave of absence due to
his appointment as City Clerk. Thanked Mrs. Haddon for past courtesies.
Motion by Mrs. Haddon and Mr. Kean to approve notice of separation and refer
to Civil Service Commission, carried.
Clerk presented copy of report on field activities of the Division of Sani-
ration for the month of December, 1946.
Motion by Mr. Kean and Mrs. Haddon to note contents of letter and refer to
the newspapers if necessary, and file, carried.
Letter addressed to Mayor and City Council, dated January 22, 1947, signed by
City Auditor was read by Clerk regarding fact that the appropriation for the build-
ing back of the City Hall lapsed on December $1, 1948, due to that fact that it was
not obligated, and now it will be necessary to appropriate funds by emprgency ordi-
nance for construction of the proposed building. Ordinance should be put through
so that funds are available at the time the contract is awarded, and it is suggested
that this matter be turned over to the City Attorney for thepreparatlon of the neces-
sary forms. Signed Wendell R. Vaa, City Auditor.
Mayor remarked that ~ranch had been in and met with Mr. Gorst, Mr. Severance
and himself, and had stated that the building which had been estimated at $~8,000.00
could not be constructed at that price, and had Jumped to $72,000.00 as the architect s
estimate. On actual figures of the contractors given Mr. Branch, cost would be about
$95,000.00. The problem was to be referred back to see whether or not the City
would pay that much. Er. Gorst commented that the building planned at that price
is absolutely complete with everything installed in the building. Complete instal-
latton inside of cupboards, shelves and everything possible, as well as concrete 6
inch bloc~. By eliminating some of the things planned the cost would be dropped
fifteen to twenty-five thousand dollars.
Clerk commented that permission had been received, from the C.P.A. to build
the annex.
Motion by Mr. Kean and Er. Gorst to concur in the recommendation and refer
the matter to the City Attorney, carried.
C]_erk read letter addressed to Mayor and Commissioners, dated January ~7,1947
signed by Captain of Traffic. Letter recommended call for bids for purchase of one
74 ~ubic inch solo motorcycle with overhead valves, dry clutch, 16x5:50 tires and
wheels, white in color, with police equipment as follows: 2 red lights, rear-wheel
siren, windshield, crash bars, leg shields, reverse gear, police speedometer with
electric lock on speedometer. Further recommends call for bids includes sale or
trade-in of the Harley Davidson 1942 motorcycle, Motor No. 42UL1495. New motor-
cycle to be used in Traffic Department. Signed T.K. Phillips.
Motion by Mr. Kean and Mr. Gorst to approve the recommendation and direct the
City Clerk and Purchasing Agent to call for bids as recommended, carried.
Mr. K. O. Nordquis~, 1910 llth Street, was present with a statement he had re-
ceived in the amount of $5.00.. Stated this bill was first presented in 19~8 when
an dmprovement district was put in on llth Street between High & Naval, and con-
sisted of paving of the street. Several of the property owners had been charged an
additional amount as their sewer lines were not in deep enough. However, this was
not the case of Mr. Nordquist and when he got the additional $5.00 charge, he im-
mediately came to the City Hall and complained, saw Mr. Casad who referred him to
Mr. Bolton, and Mr. Nordquist had convinced them that his. sewer line was not lowered.
When he came in to pay the complete assessment the City Treasurer had assured him
that the matter would be taken care of, but the matter had still been outstanding
when the State Auditor had audited the books, and had told the Treasurer that Mr.
Nordquist would have to be billed.
Treasurer commented that the actual cancellation of the $5.00 had not been
taken care of until after the roll was approved by the Council, and that the assess-
mont roll included the $5.00, and therefore collections on the roll were $5.00 short,
and that the State Auditor was right in that respect. The item should have been
taken care of before the collection was turned over to the Treasurer's Office, and
that legally he did not know what fund the $5.00 could be charged to, but Mr. Nord-
quiet should not pay it, as the work was not done on his property.
Motion by Mr. Kean and Mrs. Haddon to refer the matter to the City Attorney,
carried.
City Treasurer reported on his trip to F.W.A. in Seattle, where he had comp-
leted the purchase of equipment as contained in Resolution No. 529. Did not receive
JANUARY 29, 1947 (Cont'd)
certificates of title as that would be kept as a part of government records and there
is a federal law that the government must not transfer such oapers to a private owner-
ship, however, they are to give the City photostatic copies." Also the City will not
receive the original insurance policy but wi21 have a copy for the files.
Commissioner Gorst reported that Mr. Hatfield and Mr. Walker desired the pur-
chase of a steam cleaner for cars. In the past the cost of steam cleaning a car has
run about $78.00 on big trucks, whereas a portable steam cleaner would only cost be-
tween four and five hundred dollars. The Street Department and Sanitation Department
planned on going in 50-50 on the purchase. Mr. Gorst stated he did not believe any
money was set up in the Sanitation Department which could be used, but there was
enough in the Street Department.
Mayor commented that this seemed to be more of equipment for the Garage than any
other department, but seemed as though the purchase would be advisable.
Machine is to be operated at the garage by the drivers of the cars.
Motion by Mr. Gorst and Mr. Kean to refer to the City Attorney and City Auditor
for the preparation of the necessary papers or recommendation, carried.

City Attorney reported on the trip to Olympia. Stated Monday had seen the rep-
resentative and senator from this district. Tuesday had talked to John Carstenson,
State Grange Waster, and came away with nothing concrete. Also that the City will
be furnished with copies of any agreements existing between the County PUD end Sk~git
County PUD. Has tried to make them understand that City is interested only in get-
ting facts, also they realized that the City is entitled to any i~formation that ap-
peared in their files and records and they would attempt to furnish anything needed.
The City is interested in the contract between Skagit and Kitsap County PUD, and a
copy of the agreement will be furnished.
Nayor remarked that Mr. Jones had stated the information will be available and
there seems to be a misunderstanding on the entire transaction, and Hr. Jones would
make a public statement in regard to the PUD transaction.
Attorney remarked that a representative from King County had introduced bills
~n the legislature which require a complete investigation of the tr~Asaction.
Motion by ~r. Kean and Mrs. Haddon that all bills be allowed if approved by a
majority of the council, carried.
~ayor commented that the Association of Washington Cities had introduced a pen-
sion retirement bill, which is set up as House Bill ~l?, and it should go through if
there is not too much trouble with the policemen and firement
Also that the 1945 census bill is to be introduced by Jack Rogers.
Mayor further commented there is some possibility of a request that the cities
go back to the election laws existing prior to 194~, with some changes.
House Bill #8~ is for the purpose of preserving easements once they have been
granted.
Further remarked there is some discussion of asking the Highway Department to
take care of h~ghways in cities of less than 1,500 population, but that such a bill
has not been introduced yet.
House Bill #85 asked that out of the ~ mills collected that one be given to the
C~ty, one to the County and one to the School Board, but that the schools have a
bill in to receive two out of the three mills. If this bill passed it would be about
an additional ten thousand for Bremerton.
Mayor further commented that he was attending a meeting Thursday morning at
lO:O0 o,clock a.m. to straighten out some things. The association over a period of
years has been getting a reputation for getting legislation through. Had traveled
around to various cities, and discussed various bills to be introduced, but all bills
desired were not introduced, as it is better to go in with only those which are ab-
solutely necessary.

Goals Commission on February 6, 1947, at 7:30 p.m. and all City Commissioners should
be present at the meeting which is to be held in the ~.~ayor's Office at the City Hall.

Head of the Bay bill to discuss any apposition which might exist, but there is no
opposition from Land Commission.
Also discussed the realignment of congressional districts, and it will probably
be turned over to an interim committee to be discusses.
JANUARY 29, 1947 (Cont'd)
