that Navy Department burials be allowed to use oak caskets in lieu of cement liners
as contained ~n Resolution on burials.
Mrs. Haddon con~ented this is necessary as the NaEy Department furnished oak
caskets, and there had been a resolution passed requiring concrete so that the graves
could not sink, but that the Navy legislation could not be changed, and recommends
that the resolution be amended to take care of this matter.

nfa~t~m ~,d~h~ ¢~¥iA~torney for the preparation of the amending resolution, carried.

had brought down. Clerk read Planning & Zoning Commission Resolution No. 17 re-

No. 155~, in conformity with Section 14 thereof.
Commissioner Gorst commented this is the property east of the Benbennick pro-
perty between Naval and Roosevelt and will be rezoning 1~ lots. Clerk read Ordinance No. 1717 entitled as follows:
AN ORDINANCE amending Use and Area Maps of Ordinance No. 155~ and declaring
an emergency.
Motion by Mr. Gorst and Mr. Kean to pass Ordinance 1717 as read, carried as
follows: I~r. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, yes.
Commissioner Gorst reported that at the pumping plant there is one man who is
listed in the budget who is not listed as entitled to the 5~ differential on night
work, knd.lthts has caused considerable agitation as far as this man is concerned.
If others are entitled to the differential for night work, he does not see why he
is not also entitled to it. However his salary i~ set up on a monthly basis. Civil
Service feels that he is as much entitled to the differential as the other~, but
thought it would take a resolution to give them the authority to pay the 5~ dif-
ferential. The man in question does more night work at the pump station than the
other men, as he has a house furnished out there.
City Attorney suggested that a Change in Pay Status would take care of the
matter, as there is sufficient funds allowed in the budget under this one positipn
to pay the 5~ differential, and there would be no increase in the budget allowance
sc no resolution is necessary.
Change in Pay Status was read for N. Morrison, W~ter.
Motion by Mr. Gorst and Mr. Kean to approve Change in Pay Status effective
January 1, 1947, carried.
JANUARY 22, 1947 (Cont,d)
~r. James W. Bryan, Sr., was in the audience, and made a report on his inves-
tigation of PUD matter. Stated all the facilities were suoposed to be worth one
hundred thirty five million dollars, which was divided in ~istributton facilities
valued at 74 millions and power facilities valued at 61 million. Power facilities
would not be sold, and Bremerton,a share of the other would be 5~ million, which
seemed all out of reason.
It was suggested that the City Attorney contact Mr. Bryan for information on
the subject.
Clerk reported this ia the time and date set for opening of bids on curtains
for the Recreation Center.
~otion by Mr. Gorst and Mr. Kean to open the bids, carried.

Fire Chief Yett reported on trip to Seattle to Federal Works Agency, and had
discussed the closing of Westpark with Mr. Tomlinson and the attorney, Mr. Zahrns,
for 5~ hours. They felt that the city had proposed by resolution to buy the very
best of the equipment and had not mentioned the two Dodge trucks which are not on par
with the other equipment. Said it would be a violation of the contract to close
Westpark Station without giving 30 days notice, and had contacted the Fire Inspector
Ray Gibbert, who had stated that Fire Chief Yett knew better than anyone else whether
or not adequate protection could be given Westpark from Capitol Hill Station, and if
Fire Chief would agree to furnish two fire pumpers to answer the first alarm from
Capitol Hill the Fire Inspector would agree to the plan. Chief Yett oresented copy
of letter written to Mr. Gilbert to Clerk which was read. In letter ~ire Chief stated
Fire Department would respond with two - 500 gallon pumper on all first alarms in
Westpark from Capitol Hill, but that it will be necessary to keep the 500 gallon
pumper formerly in Westpark in the Capitol Hill Station. After receiving the letter
~r. Gibbert had told Fire Chief he would have the matter straightened out in 48
hours so plans could be followed out.
Mayor remarked that Westpark is being closed, and that a watchman is on duty
~4 hours each day. Fire Chief will get approval to move equipment, and that the
firemen have gome on a 64 hour week, effective last Monday. Attorney commented
he was not sure permission is granted to move anything but the Fire trucks.
'I~ere was some discussion on past correspondence in regard to purchasing all
stations and equipment. Mayor commented that things were pretty well set up in the
budget to purchase equipment but F.W.A. had not been notified of the proposed pur-
chase of the Dodge trucks.
