siding, Commissioner Haddon, Commissioner Gorst, City Engineer, City Treasurer and
City Attorney being present.

1947, as written, carried.

and Alexander A. McCall, Finance.

tor; and C. Casad, Water.
Notion by Mr. Gorst and Mr. Kean to approve Reports of Separation as read,
carried.
Clerk read letter addressed to Mayor and Commissioners, dated January 14, 1947,
re Municipal Court inventory which lists one Royal Typewriter, No. X14-4~8~00, as
"obsolete". City garage has stated their need for a typewriter in their office, and
have stated this typewriter would serve the purpose. Recommends that the City Council
make a motion to authorize the transfer of the typewriter from Municipa~ Court Inven-
tory to City Garage Inventory. Signed Gerald C. Yeadon, Chief Deputy.
Notion by Mr. Kean and Mr. Gorst to concur in the recommendation and direct the
transfer of the typewriter, carried.
Ordinance No. 1714, was read for second reading by City Clerk, entitled as fol-
lows:
AN ORDINANCE fixing salaries of the City Attorney and Assistant City Attorney,
declaring an emergency and estimating the amount necessary to relieve such emergency.
Motion by Mr. Kean and Mrs. Haddon to pass Ordinance No. 1714 on second reading
carried as follows: Mr, Kean, yes; Mrs. Haddon~ yes; Mr. Gorst, yes.
Clerk read Ordinance No. 1716, entitled as follows:
AN ORDINANCE amending Use and Area Maps of Ordinance No. 1553, and declaring an
emergency.
Council discussed location of district to be re-zoned.
Motion by Mr. Gorst and Mr. Kean to pass Ordinance 1716 as read, carried as
follows: Mr. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, yes.
Clerk remarked that at one time it had been discussed whether or not to use a
stamp machine for the City. At that time Clerk was against such a plan, as it had
been planned to use cards to send out various bills, and now Burroughs had reported
that it would not be as economical to use the postcards. Clerk further reported
that the machine would pay for itself in a year, and one could be secured that also
had an envelope sealer, which would be advisable as the envelope sealer which had
been in use had been broken. Clerk recommended the purchase of a stamping machine
with envelope sealer as bills could all go out at one time in one envelope, and such
a machine would pay for itself on postage saved.
Motion by Mr. Gorst and Mrs. Haddon to approve the recommendation of the C~rk
regarding stamping machine, carried.
Letter addressed to Commissioners dated January 14, 1947, signed by Tracyton
Water District was read by Clerk, in which they requested the loan of necessary ma-
terial for making two taps on mains in Tracyton and connecting same to meters, also
use of machine for making taps, to be used by City's experienced helpers when off
duty. Will return the material as soon as it is available for purchase. Two fami-
lies are waiting for water to be connected to their houses, and approval would be
appreciated. Signed E.E. Riddell, Clerk.
Commissioner Gorst reported that John Merkel had called in regard to this matter
and there are only two tapping machines, the one owned by the City, and the other,
which is not available for use at present. It should Oe all right to loan the ma-
terial so long as it goes through the proper channels, and charges will be made to
the Tracyton Water District, and so long as it is a utility there is no reason why
the request could not be approved. Several of the men could work on off days.
Motion by Mr. Gorst and Mr. Kean that the request be granted and material be
loaned to be returned from the Tracyton ~ater District when it is available, and
correct charges for rental be made and paid for by Tracyton Water District, carried.
Commissioner Gorst stated he had two contracts, one for street lights, and the
other for furnishing power for the Water Department for pumping, and had turned them
over to the City Attorney for approval, although they are standard forms, as set up
by the Puglic Service Commission.
Clerk read Resolution No. §61 as follows:
Resolution authorizing the execution and delivery of a contract with Puget
Sound Power & Light Company for furnishing Street Lighting Servi~

be passed, carried as follows: Mr. Kean, yes; Mrs. Haddon, yes; Mr. Gorst, yes.
Letter addressed to Mayor from Navy Department, dated January 10, 1947, was
read by Clerk, giving notice that the United States of America, the lessee, under
lease NOy(R)-37910 with the City of Bremerton, the lessor, covering approximately
1,600 square feet of space on the first floor of a two story warehouse building
located on Second Street, and more particularly described in said lease, hereby
elects to cancel said lease on January 31, 194V. Request copy of notice be signed
and returned to the Bureau as evidence that the City waives the 30 day notice as
required in Paragraph 12 of lease. Signed Wilfred P. Tieucken. Waiver on bottom of letter to be signed by Mayor.
Motion by Mr. Kean and Mrs. Haddon to note contents and authorize Mayor and
City Clerk to sign the release, carried.
Clerk reported that the potato peeler which had been acquired from Washington
Superior Chip Company has been sold to the Veterans' Home at Retsil, and a profit of
approximately $10.00 had been made.
Commissioner Gorst presented "Preliminary Agreement between the Kitsap Lake
Water District and the City of Bremerton", and remarked that the district would be
served through the 150,000 gallon water tank at Sinclair Heights. The matter had
with the attorney of the Kitsap Water District, and the agreement was the same as
the City has with the Perry Avenue Water District, the only difference being that
the Perry Avenue Water District is furnished water only up to the pump house, and
the Kitsap Water District would have to arrange with the Housing Authority, who has
control of the water tower. Commissioner Gorst also reported this was rather an
urgent matter as the attorney for Kitsap Lake District is anxious to get everything
up to where they cam let contract, and they have to know what the people will have
to pay before the contract can be let.
Attorney read the contract and remarked that it seemed to be simply an agreement
to sell excess water, and that the Kitsap Lake Water District would have to make
arrangements with the Housing Authority.
Motion by Mr. Gorst and Mr. Kean that the preliminary agreement between Kitsap
Lake Water District and the City of Bremerton be approved, carried.
Mayor commented he had been contacted by a wholesale grocer for space, and had
suggested the West end, but the grocer thought he could work something up on the
First Street Dock, and in the meantime the Mayor had contacted Mr. Priest, who
wished a nine months renewal on the old fire station in the west end. The grocer
had been informed there would not be sufficient room on the Second Street Dock.
City Treasurer reported he had made a trip to Port Orchard, and had bought the
eighty acres at the water shed, there had been very little competition and the pro-
perty had been acquired for $180.00.
JANUARY 15, 1947 (Cont'd)
Attorney James W. Bryan, Sr., was present, and wished to know what action if any,
or what consideration Commissioners had given to the PUD purchase, which effects
every family and business in Bremerton. Wished to know if the l~B million purchase
price had been divided into county allotments and what share would be paid by Kltsap
County electric current users. Stated there is a report that the local share would
be 8 million dollars, and wished to know whether or not PUD negotiators could charge
any amount they desired.
Mayor remarked that the Council appreciated Mr. Bryan,s interest in the matter,
and suggested that the City Attorney check into the matter of PUD purchase, and
arrange for a meeting if necessary.
Letter was read by Clerk addressed to Mr. Oluf Johnsen, signed by City Engineer,
dated January 14, 1947, which stated in order to clarify the situation concerning
purchase of lands in Warren Smith's Acre Tracts by School District No. lO0-C, and
for the betterment of Chester Avenue by widening and placing East side in alignment
with the existing East Margin South of 18th Street. Engineer considers it advisable
to dedicate for Street purposes, West 1S feet of lots 8, 9 and l0 of Block 6 of
Warren Smith's Acre Tracts. Procedure should be enacted before the transfer is made
to the School District, in order to show them the proposed land purchase is bounded
on the West side by Chester Avenue and not a lB foot strip of land.
Engineer was present at the meeting, and explained the exact situation with the
use of a map.
Motion by Mr. Kean and Mr. Gorst to concur in the recommendation and refer the
matter to the City Attorney for preparation of the necessary resolution to correct
the legal description, carried.
Clerk stated this is the time and date set for the opening of bids on L.I.D.
No. 232, Nipsic Avenue.
Motion by Mr. Gorst and Mr. Keen to open the bids, carried.
Clerk opened and read bid from Starblrd Construction Company, Box 868, Bremerton,
Washington; Bid Bond 8% of Bid; Total amount of Bid $4,628.16. Further stated this
is the only bid received.
Motion by ~!r. Gorst and Mrs. Haddon that the bid be referred to City Clerk and
Purchasing Agent and City Engineer, carried.
Letter from Union 0il Company of California was read by Clerk. Inter-office
correspondence from Seattle Office to Bremerton Office re City of ~remerton, stating
they are in receipt of signed kerosene and cleaning solvent contract together with
letter advising that they have been awarded business for the year 1947. City asks
that they submit a performance bond in the amount of $800.00. This is a small item
and the handling required to apply for and secure bond, plus premium which must be
paid seems in order insofar as the City is concerned with smaller individuals or
concerns with whom they do business, but considering size of Union Oil Company and
total investment they have in Kitsap County performance bond does not seem to be of
advantage to the City. If City has to have bond regardless of any other conditions,
Union Oil will provide it. Will appreciate Bremerton manager calling on City offi-
cials and see if a waiver can be obtained on this requirement. As soon as a reply
is received will proceed with completing the matter.
~otion by Mr. Keen and Mr. Gorst to note contents and refer to the City Attorney
with power to act, carried.
City Attorney reported that subject to request from Council he had been investi-
gating the possibility of realignment of congressional districts. In accordance
with law acts which Congress passed in 1941 the house consists of only 435 members,
no more no less. At the first session of Congress after census is taken the Presi-
dent submits to congress a statement showing population by Statea, and after that
statement is furnished each state becomes entitled to a number of representatives,
in proportion to its population, and it is up to the state legislature to divide
into sections. Attorney pointed out that nothing could be done until 19§l when a new
census will be taken, and if the State of Washington is entitled to an additional
congressman, and Kitsap County wishes to secure representation as suggested, it would
be through the State Legislature.
The matter of selling the Sanitation property at Tracyton has been referred by
City Attorney to Assistant City Attorney, who had remarked ver~ally that he could see
no reason why negotiations for a sale such as this could not take place without the
necessity of sealed bids, if the Council established a minimum price, and then all
that would be necessary if someone desired to buy, would be to pass a resolution,
authorizing the Mayor and City Clerk to sign the deed.
Attorney remarked he had prepared a resolution authorizing the payment of an
additional 20 cents per hour for the operation of heavy equipment in ~e Water De-
partment, and read Resolution No. 883, as follows:
WHEREAS, the budget for the calendar year conta£ns no appropriations in the
water supply department for operation of heavy equipment, there being no such equip-
ment in operation at the time said budget was adopted, and
WHEREAS, said department now operates such equipment and special skill is re-
quired for such operation, and
WHEREAS, all other departments of the city, including the Water Distribution
Department, pay an additional 20 cents per hour for labor while such equipment is
being operated, and it is necessary for the city to pay this additional compensation
JANUARY 15, 1947 (Cont'd)
in order to retain competent operators,
NOW, THEHEFORE, BE IT HESOLVED by the Commissioners of the City of Bremerton,
that operators of such equipment shall receive an additional 20 cents per hour for
time spent in the actual operation of such equipment, such additional labor costs
to be paid from the appropriation in the budget designated "Two pump men - utility"
under Salaries and Wages, Supply System Water Department Budget.
PASSED by the City Commissioners at a regular meeting held on the 15th. day of
January, 1947.
Motion by Mr. Gorst and Mr. Keen to pass Resolution No. 563 as read, carried as
follows: Mr. Keen, yes; Mrs. Haddon, yes; Mr. Gorst, yes.
Mayor reported that he had talked with Mr. Priest who had rented the Old Fire
Station some time ago, and now they had discussed the matter and agreed he should
pay $118.00 per month for nine months and then the lease could be renegotiated, and
that he had requested the City Attorney to draw up such a lease and include the clause
to eliminate any further consideration in remodeling the building.
Motion by Mr. Keen and Mr. Go rst that'the City Clerk and Mayor be authorized
to sign the lease for nine months time at $115.00 per month, carried.
Attorney reported that he had heard nothing from Mr. Searle on the proposed
closing of the Westpark station. Mayor commented that he had talked to Mr. Searle,
of the Housing Authority, and that Mr. Searle had stated he would try and get in to
the Council Meeting.
Motion by Mr. Keen and Mrs. Haddon that all bills be allowed if approved by a
majority of the Council, carried.
Mr. Searle, Bremerton Housing Authority, entered the meeting. Stated there
were two questions to be considered on the closing of the Westpark Fire Station,
f~rst was the question of fire insurance rate, and the Cooperative agreement on the
usual municipal service. Mr. Searle further stated that he had talked with the
F.W.A. attorney, and he had made the statement that the City would not be permitted
to move any equipment, which it had been understood might do to supplement the
equipment at the Capitol Hill Station to furnish adequate service to Westpark. Ac-
cording to the F.W.A., the City would have to buy the station equipment before it
would be permitted to use it at other stations. Mr. Searle had also checked with
the insurance company, who had checked with the Washington Survey and Rating Bureau,
and had Just received a call in which they stated that even if the equipment at
Westpark is frozen and not used, it will not effect the insurance rate, as it is
built up on a point system, and proposed closing of Westpark will not effect the
rate. The regional attorney had stated that if the Housing Authority is prepared
to make a statement that Capitol Hill can give adequate fire protection, as average
private house enjoyed that would be sufficient, and there would not be a legal ques-
tion affecting the cooperative agreement. If there is a question about government
property being protected at Qualheim, Sinclair and Westpark Addition, they might
take over the fire station and operate it, and deduct the cost from payment in lieu
of taxes. Mr. Searle also stated the Housing Authority Chairman is prepared to make
the statement that the Capitol Hill Station is considered adequate protection, and
the the Fire Chief should make the same statement. Also suggested that the Regional
Office have Fire and Safety Engineer check with the Fire Chief and go over the ground
with him and make an official statement. Mayor commented that the city by Resolu-
tion following an agreement with F.W.A. representative had agreed to buy the equip-
ment housed in the Fire Station and had agree~ on the price, and the money is avail-
able for the purchase. Now it seemed the City could go ahead and close Westpark.
Mr. Searle remarked that the Housing Authority, if the City is not interested in the
station, might ask a transfer from F.W.A. to F.P.H.A. and use £he station for .tenant
activities until such time as the City would like to take it ove~. Mayor remarked
there had been some thinking of the Marine Drive District, Shore Drive District a~d
Rocky Point District to cooperate with the City and use Westpark Station.
City Attorney remarked that he and the Assistant City Attorney had discussed
the over-time pay for the firemen as requested in their letter read at a previous
council meeting. Stated if overtime were paid for 1B48;~a~emer~enc$~o~inance would
have to be passed to take care of it, and there is enough allowance in the 19~?
budget. Attorney stated however, that he could find no legal reason why the firemen
should be paid overtime, and if the city should do so, it would be ha~ to Justify it.
Mayor gave a short report on the opening of the legislature which he had at-
tended in ~lympia, and discussed various action that was contemplated.
Motion by Mr. Keen and Mrs. Had~on to recess to January 18, 1~47, at l:~O p.m.
carried.

~ I - Mayor
,I JANUARY 16, 1947
~ ~ecessed meeting of the City Council of the City of Bremerton was held in the
~ayor s Office on January 16, 1947, at 1:30 p.m. Mayor Kean presiding, Commissioner
!Haddon, Commissioner Gorst, Fire Chief and City Treasurer being present.
Mayor commented the meeting had been recessed to take up the matter of the clos-
iing of Westpark Station, and reviewed the situation up to the present. Further
istated that Mr. Searle had called this morning, and had talked to the Mayor and Fire
iChief, and Mayor asked Fire Chief to report on the conversation.
! Fire Chief Yett reported that Mr. Searle stated he had contacted the Washington
iSurvey and R~ting Bureau, and it was their decision that rates on property in West-
Ipark would not be changed by closing Westpark Station. They had 8ecided to take the
iequipment from Westpark and distribute it equally among the other four stations, and
lit would give a good substantial force to the other stations. Westpark could be
Iserviced from the Capitol Hill Station now that the road had been opened.
~ Mayor commented that funds had been set up in the budget for 1947 to purchase
!the equipment. Mr. Searle had stated that the F.W.A. did not wish to have the equip-
Iment moved under the present system.
Motion by Mr. Kean and Mr. Gorst that the Chief of the Fire Department be in-
structed to close Nestpark Fire Station at his earliest convenience, carrieS.
Letter was read by Clerk, dated January 16, 1947, addressed to Civil Service
Commission, signed by Mayor, which stated following the passage of Firemen Initiative
No. 3, reducing the hours, the Council has decided to close Westpark Station and move
~men and equipment to the other stations in the City. Proposal has support and ap-
proval of Washington Survey and Rating Bureau and will allow the City to retain its
present low Insurance rates. In line with retrenchment plan, as it would be neces-
sary to employ more firemen if all Stations were occupied. Under proposal a reduction
in rank of some of the present officers is recommended. Respectfully requested,
under Civil Service rules and regulations, to certify officers for reduction in rank
as follows: 1 Captain to Lieutenant, 2 Lieutenants to Drivers and 2 Drivers to Fire-
men First Class. Signed L. "Hume Kean, Mayor,
Motion by Mr. Kean and Mr. Oorst to note contents of letter and concur in the
.reco~nendation and refer to Civil Service Commission, carried.
Motion by Mr. Gorst and Mr. Kean that the City Clerk and Purchasing Agent shou~
i be instructed to go ahead with the purchase of equipment as outlined and agreed in
!various minutes, and buy various equipment un,er lease with the F.W.A., carried.
Mayor remarked that upon recommendation of the Fire Chief it will be necessary
ito employ one more fireman as set up in the present budget.
Motion by Mr. Kean and Mr. Gorst to refer the matter to the Fire Chief, City
Auditor and City Attorney for the preparation of the necessary papers in connection
with the above, carried.
Nfs. Haddon remarked the plumbing would have to be gone over on the wharf, as
!some pipes had frozen, and wondered if it would be necessary to call for bids or if
ithe City could do its own work.
~ Motion by Mr. Kean and Mr. Gorst to recess until Saturday morning, January 18,
11947, at 10:00 a.m., carried.

Clerk read letter addressed to Mayor and City Council dated January 16, 1947,
from City Engineer regarding bid of Starbtrd Construction Company for construction
of L.I.D. 232, Nipsic Avenue between E. 9th Street and E. llth Street, $4,628.16,
being only bid received. Estimated Cos~ of project was $4,805.7~, and Engineer re-
commends award being made to Starbird Construction Company for the Job.

JANUARY 18, 1947 (Cent,d)
Clerk appointee reported that the salesman for the stamping machine and sealer
quotes a price of $495.00, plus $15.76 f6r transfer and delivery, plus sales tax
$15.32, or a total of $526.08. Company Pitney-Bowes, Inc. Enquired if it would be
necessary to call for bids on the machine as the total amount is over $500.00, and
according to the.City Charter, call for bids must be made on purchases over $500.00.
However, recommended the purchase of machine as it would mean a savings in time and
money. Comment was made that as soon as proposed planeewere carried out that the
City Auditor would need assistance and could use the time that would be saved by the
girls in the accounting office 2o 4o work for him. City Attorney advised that it
would not be necessary to call for bids for the purchase of the machine.
Notion by Mr. Gorst and Mrs. Haddon that the City Clerk and Purchasing Agent be
instructed to go ahead with the purchase of the stamp machine, carried.
Commissioner Gorst reported that he had an easement from the Power Company for
an extension of their line west of Ironsides Avenue on the East side across the South
3 feet of tract of property owned by the City near 17th & Ironsides. Further stated
the City Engineer saw no reason why the easement should interfere with the plans the
city might have.
Motion by Mr. Gorst and Mr. Kean that the easement be granted to the Power Com-
pany and the Mayor and City Commissioners be authorized to sign, carried.
Commissioner Gorst also remarked that a Mr. Wilson had been in to see him re-
gardlng the possibility of taking district around North Callow in to the City, and
Mr. Gorst had recommended that he circulate a petition. City Attorney agreed to
prepare the necessary petition. Mayor commented that there had been some discussion
on this area being taken into the City before, and Commission had felt at that time
they should not take in an additional area until the City could provide services, also
that the tax would go to the City and not to the County. Mayor also suggested that
a meeting of all department heads be held, as such a meeting had not been held for
some time, at which time various matters could be discussed in order to the views
from all departments.
Notion by Mr. Gorst and Mr. Kean that a Department Head Meeting be held on
Wednesday, January 22, 1947, at 3o,clock p.m., carried.
Clerk appointee remarked that at the last Council Meeting the Clerk was authoriz~
to go ahead and purchase the equipment at Fire Stations, which was offered for sale
by the Government. Further stated that there was a Resolution passed some time ago
authorizing the purchase of some of the equipment, but there was no resolution on
the purchase of the Dodge trucks, and that he had asked the City Attorney to prepare
such a resolution. Attorney stated the Resolution would be ready for Wednesday's
meeting.
Mayor commented that there had been an item in the paper that the Fire Chief
expected the Commissioners to instruct him when shorter hours were to go into effect
for the Fire Department. Council had instructed Fire Chief to close Westpark as
soon as convenient. Fire Chief Yett who was present at the meeting remarked it would
be taken care of by Monday, January 20, 1947.
Mrs. Haddon remarked that the plumbing on the wharf was being checked by Mater
Superintendent and Plumbing Inspector, who would report~ what should be done.
City Attorney reported that he had prepared the lease between the C~ty of
Bremerton and Mr. Priest, and that he had forwarded the lease t6 Mr. Priest for
approval.
Clerk read letter addressed to Mayor, dated January 16, 1947, from Housing Auth-
ority of the City of ~remerton, enclosing copy of letter from Regional Office, Fed-
eral Public Housing Authority dated December 13, 1946, copy of reportedated January
15, 1947 from Mr. E. Glen Wilder and copy of reply to Regional Office. Gratified
with Mr. McLeod,s report that total of 162 sub-standard units have been eliminated.
Note from Regional Office letter that they were only credited with l? sub-standard
u~its which were demolished or removed during construction of Westpark. Will be glad
to discuss the matter at any time and hope that City Commissioners will support
Building Inspector.in attempting to fulfill requirements of the agreement. ~igned
E. C. Searle.
Mayor commented the matter should be refaCed'to th~ City Attorney G0 study the
provisions of the agreement in setting up the original Westpark in which agreement
was made that the City should remove 600 sub-standard un~a.
Motion by Mr. Kean and Mrs. Haddon to note contents of letter and refer to the
City Attorney for study and recommendation, carried.
Chief Yett enquired about the reduction in rank of the men in the Fire Depart-
ment, and Mayor informed him that it had been referred to the Civil Service Commis-
sion for necessary action.
Chief Yett also enquired about the moving of bedding and linens from one sta-
tion to another, as he thought these were Government property, as the Fire Stations
were completely outfitted by the Federal Government. Attorney stated he would check
the leases, but thought that whatever would apply to fire equipment would also apply
to such other equipment. Mayor suggested that the City Attorney write a letter for
the Fire Chief on all the equipment, so that if necessary the Fire Chief could make
a trip to Seattle and geZ the necessary clearance from the F.W.A.
JANUARY 18, 1947 (Cont'd)
Chief Yett remarked that it would be necessary to board all doors and windows up
after the Fire Station was vacated. It was suggested that Chief Yett contact Mr.
Searle of the Housing Authority as he had remarked that the Housing Authority might
be interested in the Fire Station at Westpark to use as a Community Center.
Motion by Mr. Gorst and Mr. Kean to recess until Monday, January 18, 1947, at
3:00 p.m., carried.

alized that they have been unable to obtain certain material, and it is therefore
necessary to process a change order, eliminating certain requlre~ents, namely:
Toilet paper holders in place 4 and Paper towel holders in place 2. Engineer re-
quested submitting bid to be in amount whereby they agree to install such materials
and equipment at such time as materials are available if so ordered. Signed E. S.
