Speci~al meeting of the City Co~uacil of 6he City of Bremerton was held December
23, 1948 ~t 3:00 o'clock P.M. in the Mayor's office at the City Hall. ~ayor Kean

Chief and the City Engineer bein6 present.
Mayor Kean stated that the special meeting was called for the purpose of dis-
cussing] the matter of repairs to the extension ladder in the Fire Department and,
also to consider 'the replacing of the fire alarm system over the Manette 13ridge
which will be ~mmergoing repairs.
~,~ayor Kean said he had asked the Fire Chief and the city Engineer to work to-
gether on the fire alarm system problem to ascertain what is the most feasible plan
while the brid6e is being repaired. .
Mr. Severss~ce stated the original alarm job was done by the goverr~nent at no
cost to the City and there was an error'made in the first job ~ich requires two
alarrh Cables on the bridge. That all has to come down while the bridge is being
repaired.
Stated an estimate has been made by his departme~t and the cost of replacing
the cables would be about ~3,000.00. Further, that the telephone company ~ill
lease line in the submarine line for ~12.00 per month; and if the City were to in-
stall a line on the bridge we would still have to use their poles, and the City
would have to maintain the cables whereas the telephone company charge per month
includes maintenance.
The Engineer said he felt ~144.00 rental per year was reasonalbe when calcu-
lating installation, maintenance costs and i~terest on our money; and he recommend-
ed that the telephone company offer be accepted. Also there would be an initial
charge of ~40.00 for installation.
The Fire Chief also recommended that the telephone comps_ny offer be accepted.

The ~,~ayor stated he realize~ the ladder was needed as soon as-possible to provide
the fire service the City is responsible to give and asked the Fire Chief to as-
certain what it would take to improve or repair as 'the case might be.
The Fire Chief gave the details surrounding the inspection by a mechanic from
Howard-Cooper Corporation, Seattle, and stated the mechanic did not know what the
cost would be nor just exactly what would have to be replaced or straightened to
return the ladder to working order.
In order to take care of the em~ergency the ladder was crated a~d shipped back
to the Seagrave Corporation as they were the only company who had the necessary press
and jigs to repair the damage. It would be impossible to determine the cost until
the ladder was torn down by the factory.
Chief Yett also stated the freight would be around ~500.00 and the City Aud-
itor stated he had been inf'ormed previously by the Fire Department that the freight
would be ~i~13V.00 going and a little higher returning because of a heavier crate.
The City' Attorney said he thought someone had mentioned, before that the cost
of repair would not be so costly, and the Fire Chief said he hadn't mentioned the
cost before as he didn't know what it would be.
I~,~r. Van stated the newspaper had published the ,cost of repairs as somewhere
in the neighborhood of ~)450.00, according to a report he ham receI ved from someone.
This was in a news item. The City Auditor stated the estimated cost, as received
by him from the Fire Department a few days ago would be about ~2,300.00, including
freight.
The Fire Chief stated he hadnothing in writin~i as to the cost but had been
formed verbally that it would be about, ~2,000.00.
