The City Auditor entero¢i the Cot~cil meeting at the toque:st of The City At-
torney an~i stated t~ere is an item of :,~40,000.00 set in the 1948 budget for trans-
fer to a new ftu~d 'to be known as Cumulative Reserve Fund for Acquisition of Site
amd Construction of City Hall.
The budget item of ~56,640.00 for transfer from Cumulative Reserve for Gen-
eral City Structures cannot be legally made as once a cumulative reserve fund is
set up it cannot be changed except by vote of the people; however, the money can
be used for a City Hall structure.
I~.~[r. Vaa reco~en~ed that something definite for revenue be done for the new
fund stating that unless it is going to be built up there is no use est ab$ishing
it.
~ayor Kean stated that eventually Bremerton should have a new City Hall and
perhaps the Federal an(~ State offices could use the s~,ue building.
~'[otion by Mr. Kean and ?,~rs. Haddon to direct the City Attorney to prepare
an or~inance to establish a cumulative reserve i'und for acquisition of site and
construction of City Hall and make it broad enough so it includes property and
construction carried.
?,iayor Kean stated there is going to be other legislation leading up to an
enabling act to create parking lots and other things of that kited ~d if we feel
like buying a site for a city hall, we should be able to buy the site and lease
it or rent it to someone to go into the private parking business instead of the
City going into it. Someone else could take a parking lot and make it pay and
make quite a relief to parking situation.down town until something coul~ be done
with the site.
The City Emgineer reported that the City Club is asking for a covered areaway
across the si~ewalk and he is coini to turn the request down.
~,~,otion by Mr. Kean and I',lrs. Haddon to adjourn carried.
