Special meeting of the City Council of the City of Bremerton was held in
the Mayor's office at the City Hall on November 4, 1948. Mayor Kean presiding
with Commissioner Haddon, Commissioner Gorst, the City Attorney and H.W. Kramer
of James W. Carey & Associates and the City Engineer being present.
Mayor Kean aunounced that this specia~ Council meeting was being held at
the suggestion of Cmmmissioner Gorst based on a telephone call from Mr. Kramer
who called after the regular Council held November 3, stating that the tests on
pipe had been completed in connection with the Malaspino & Napoli contract for
Unit D of Project No. l, Sewage Treatment Plant, and tomorrow is the deadline
on the City's extension of theperiod in which the contract may be entered for
their part of the sewage construction.
Clerk read letter dated November 3, 1948 from James W. Carey & Associates,
signed by H.W. Kramer, which stated that tests were made at the University of
Washington to determine the relative strength of the re-inI'orced concrete pipe
and cement-asbestos pipe (Transite). Ail tests were made under the supervision
of Proffessor Farquaharson of the University Experiment Station and this office.
The letter sent out the results of the experiments and the loads each type of
pipe stood before cracking. Concrete pipe and Transite pipe have both been ex-
tensively used in salt water with no appreciable 8etrimental effects to date.
Concrete pipe will not float when empty whereas Transite pipe will. However,
letter stated there was practically no chance for the pipe to become empty ex-
cept during construction period. The joints of both types o£ pipe are similar.
The Contract pride using Concrete pipe (Alternate 3) if $23,534.00 more than
Transite pipe (Alternate 2). Delivery on the Transite pipe can begin in April
and be completed by August which fits the schedule on the complete project. Let-
ter stated that the investigation of the pipe indicates that there is not suffi-
cient mifference between the re-inforced concrete pipe and Transite pipe to wmr-
rant the additional expenditure of ~)23,534.00 for re-inforced concrete pipe. Re-
commenmed in letter that City exercise its option and award the final contract on
Unit D to Malas~ino & Napoli Company on the basis of Transite pipe.
Mr. Kramer explained that the tests were maOe as unbiased as possible using
ordinary pipe ~d that other installations were checked and that as a result they
could not see the expenditure of $~3,534.00 i'or concrete pipe.
Further discussion was held regarding the tests and ~r. Kean asked if Tran-
site pipe would resist chemical reaction as much or more than concrete pipe and
Commissioner Gorst stated that he believed it would.
Motion by Mr. Gorst and Mr. Kean that the recommendation be approved and
~at Malaspino & Napoli Company~be notified carried all members voting Yes.
